JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

Upon the basis of the following justification, I, as Contracting Officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of 10 U.S.C. 2304(c)(1).

2. NATURE/DESCRIPTION OF ACTION(S):
The purpose of this action is to contract for supporting maintenance and enhancement of JNE software for PM WIN-T via a firm-fixed price contract, using funds that will be provided via reimbursable .
3. DESCRIPTION OF SUPPLIES/SERVICES:
Warfighter Information Network – Tactical (WIN-T) Technical Management Division’s (TMD) Emulation Testbed is responsible for performing scalability testing of WIN-T software, waveforms, radios and networked devices that are used as part of the tactical network.
PM WIN-T utilizes several tactical radios in its network, such as the AN/PRC-155 Manpack and AN/PRC-117G Wideband Tactical Radio, as well as several waveforms, such as the Soldier Radio

Waveform (SRW) and Adaptive Networking Wideband Waveform (ANW2). PM WIN-T TMD is using the Joint Network Emulator (JNE) to emulate and model mid and lower tier tactical networks (WNW, SRW, LTE, and BFT) in the testbed. This emulation environment will serves as the testbed for testing and analyzing network performance during ongoing Analysis of Alternative studies, to test new software and configurations from WIN-T’s system’s integrator, and to replicate and resolve issues reported by units fielded with WIN-T.
The JNE software is a library of communications models and interfaces built on top of Scalable Network Technologies’ EXata emulation platform. JNE supports the real-time emulation of large communication networks that comprise current and future force communication devices, including, but not limited to: the Wideband Network Waveform (WNW), the Soldier Radio Waveform (SRW), the Warfighter Information Network-Tactical (WIN-T), Link-16, the Single Channel Ground and Airborne Radio System (SINCGARS), Enhanced Position Location and Reporting System (EPLRS), Internet Controller (INC), Multi-User Objective System (MUOS), Tactical Targeting Network Technology (TTNT), Multifunctional Information Distribution System (MIDS) and related systems.
In addition, JNE provides a comprehensive set of cyber- attack and network defense models at various layers of the protocol stack, as well as the ability to simulate an LVC network under attack and to operate with live systems in the loop. WIN-T requires specialized engineering support from Scalable Network Technologies, the developer of the Joint Network Emulator (JNE), in order to develop various models and scenarios of the Lower Tactical Internet (LTI), which is necessary for WIN-T INC TMD to build and sustain an emulation environment representing the Army multi-tier tactical networking architecture at an operational scale.

5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
The contractor for this requirement must be able to support the maintenance and enhancement of JNE software in order to expand the interfaces and model libraries available in JNE.
(a) Description of events.
The JNE program began in 2009 as a Small Business Innovation Research (SBIR) project sponsored by the Joint Program Executive Office Joint Tactical Radio Systems (JPEO JTRS), which is now the Joint Tactical Networking Center (JNTC). The purpose of the JNE program was to research technology to help with the design and deployment of the JTRS waveforms and JTRS based radios. In April 2011, a SBIR phase III contract (N00039-11-D-0035) was awarded to Scalable Network Technologies to transition the research work into an operational product that can be deployed broadly throughout the Department of Defense (DoD) for JTRS planning, testing, and training purposes. A Justification and Approval for the same services was approved for the incumbent purchase
Page 3 of 7 Pages orders HC1028-16-P-0144 in June 2016, HC1028-15-P-0147 in May 2015, and HC1028- 14-P-0120 in June 2014.
(b) Justification.
(1) Minimum Government requirements. WIN-T TMD requires software engineering support for:
(a) Maintenance and enhancements of models for different radios and networking devices.
(b) Extending JNE to new models for additional radios and networking devices that interface with tactical communication systems.
(c) Extending JNE cyber threat models to include models for emerging cyber threats and defensive countermeasures to mitigate their effects.
(d) Maintaining and enhancing JNE interfaces to include interfaces to network management and network monitoring software.
(e) Enhancing JNE interfaces to hardware devices such as routers and radios, battle command applications, and related middleware.
(f) Integration and interfacing of scenarios in JNE with larger system level hardware in the loop & software in the loop environment.
(g) Verification, Validation & Accreditation (VV&A) activities.
(h) Enhancing existing model configuration, data collection, analysis, and instrumentation and visualization capabilities of JNE.
(i) Maintaining configuration control over software products using software tools.
(j) Training and support services to users of the JNE capability, such as government, academia and contractors.
(2) Proposed sole source contractor. The proposed contractor is Scalable Network Technologies, the developer and sole source vendor of the EXata network emulation software used in the Warfighter Information Network Tactical Technical Management Division (WIN-T TMD) emulation testbed. EXata is the only emulation engine that the JNE library will currently operate on. EXata and the JNE library is also currently the only emulation software that can be used for JTRS waveform and JTRS based radio simulation. As the developer of the EXata emulation software, as well as the JNE, Scalable Network Technologies is able to provide engineers with specialized experience that is unique to the emulation software and emulator, as well as government radios and waveforms.
(3) Discussion regarding cause of the sole source situation. Scalable Network Technologies’ software engineers are more familiar with the software installation, configuration and operation than an outside vendor would be and requiring full and open competition for software engineering hours would introduce additional cost, risk and schedule into the creation and integration of the models and scenarios in JNE.
Engineers provided by outside vendors would require extensive time to familiarize themselves with this unique software and would not be knowledgeable about what future enhancements to the JNE software are being developed by Scalable Network Technologies. Outside vendors also would not be legally entitled to make changes to the source code for the EXata Emulation software that the JNE runs on, since this is a proprietary software application owned by Scalable Network Technologies.

Therefore, a sole-source action is necessary due to EXata is the only emulation engine the JNE library will currently operate on. EXata and the JNE library is also currently the only emulation software that can be used for JTRS waveform and JTRS based radio simulation.
(4) Demonstration of unique source. The JNE program was created due to an absence of products that could be used for network simulations utilizing JTRS waveforms and JTRS based radios. As a result, JNE software running on EXata network emulation software is the only software that will provide the ability to test a scalable tactical radio in a lab environment for WIN-T TMD without developing a new product that provides the same functionality.
Scalable Network Technologies is the sole source provider of EXata network emulation software and the JNE. JTNC funds features in JNE and also approves distribution of the JNE library to other Government agencies/Government contractors.
There are several other organizations that fund development of certain features of interest, such as emerging waveform models. Scalable Network Technologies integrates all these funded capabilities and provides a common distribution to all users on a biannual basis. The distribution consists of the JNE library and associated user guide documentation.
As the developer of EXata and the JNE, Scalable Network Technologies engineers are familiar with the emulator and emulation software and how to create models and scenarios in the software that is representative of the operational networks being emulated.
(5) Procurement discussion. JNE Engineering Support is needed by 06/28/2017 to ensure continuity of services for the WIN-T TMD Emulation Testbed.
Impact. If PM WIN-T does not obtain engineering support for maintenance and enhancement capabilities for EXata and the JNE, PM WIN-T TMD will not be able to perform analysis of alternatives for Lower Tactical Internet architecture, certain scalability testing and replicate certain lower and mid-tier incidents from the field.. Failure to procure would result in a loss of the initial investment in the EXata and JNE software and support as well as PM WIN-T not receiving support for EXata and JNE. This would keep the program from leveraging any new capabilities in the software. There are no replaceable products available. Scalable Network Technologies created the JNE library to support the JTRS based radios and waveforms created by the JTNC. The JNE library only runs on the EXata network emulation software.

A sources sought was posted in FEDBIZOPPS on May 22, 2017 with a response date NLT May 31, 2017 4:00 PM Eastern Daylight Time (EDT).

7. DETERMINATION OF FAIR AND REASONABLE COST:
As indicated in paragraph 2, the Independent Government Cost Estimate (IGCE) was developed using historical cost that have been previously determined fair and reasonable. The contracting officer may compare the quoted price for this contract to historical costs for Scalable Network Technologies software maintenance services via databases such as the Federal Procurement Data System (www.fpds.gov), through previous proposals submitted to DITCO for present/past contracts, and the IGCE.
8. MARKET RESEARCH:
The following market research was conducted:
1. Personal knowledge in procuring supplies/services of this type: Worked on three previous SNT contracts for PM WIN-T which included engineering services.
2. Contact with knowledgeable persons in Government and industry regarding the commercial nature of this requirement and standard industry practices in this area of supply/services:

4. Review of existing DISA-wide and DoD multiple award contract vehicles and other Government-wide Acquisition Contracts (GWACS): PM WIN-T purchased the EXata software and engineering support through DITCO, contract #HC1028-14-P-0120 in 2014, contract #HC1028-15-P-0147 in 2015 and contract #HC1028-16-P-0144 in 2016.

2) Contract #HC1028-15-P-0147 in 2015, sole source, small business.
3) Contract #HC1028-16-P0144 in 2016, sole source, small business.
Barriers to full and open competition could only be eliminated if another vendor developed network emulation software that could be used for simulation of JTRS waveforms and radios that utilized these waveforms, as well as develop a replacement for the JNE library.
