About this file
This is a Bid Proposal and Contract document issued by the Virginia Department of Transportation (VDOT) for intersection improvements and pedestrian accommodations on Route 114 in Montgomery County within the Salem District. The project, identified as Project Number 0114-060-873, C501, involves construction work from 0.129 miles west of Route 685 to 0.151 miles east of Route 685. The scope of work encompasses extensive infrastructure improvements including drainage facilities (storm sewer pipes, drop inlets, and manholes), pavement work (flexible and rigid pavement demolition, planing, and asphalt concrete placement), structural elements (guardrails, retaining walls, curbing, and sidewalks), traffic signalization equipment, water utility work, and erosion control measures. The project includes 178 line items with approximate quantities ranging from single units to over 21,000 channelizing devices and approximately 19,787 linear feet of pavement markings. Bids were submitted electronically through the Bidx platform on Wednesday, July 22, 2026, at 10:00 AM. The project completion date is set for November 5, 2027, representing approximately 16 months of construction. Bidders were required to submit proposals electronically and comply with all prequalification requirements established by VDOT.
The contract requires a bid bond conforming to Section 102.07, set at five percent of the bid dollar value. The project is federally funded through the Surface Transportation Program (FHWA Number STP-5150(252)) and is subject to Davis-Bacon prevailing wage requirements, with specified wage rates for various trades ranging from $11.45 per hour for traffic control flaggers to $36.85 per hour for electricians. Contractors must comply with multiple federal and state requirements including equal employment opportunity provisions, disadvantaged business enterprise (DBE) regulations, environmental protections, traffic management standards, and cybersecurity requirements for intelligent transportation system equipment. The contract includes provisions for optional fuel price adjustments, steel price adjustments, and asphalt material price adjustments based on market conditions. Contractors are required to submit subcontractor and supplier information, conduct systematic recruitment of minorities and women, maintain a drug-free workplace, provide uniformed police officers for certain traffic control operations, and comply with specific lane closure restrictions on Routes 114 and 685 (no closures Monday through Friday from 7:00 AM to 9:00 AM and 3:00 PM to 6:00 PM). The award determination was to be made no later than midnight on the 60th day after bid opening, with the lowest responsive and responsible bidder receiving the contract.
