About this file
This document contains a brand name justification and recommendation to solicit from a single source for a MilliporeSigma Ultrapure Water Purification System and Installation requirement. The National Aeronautics and Space Administration Shared Services Center intends to negotiate only with authorized MilliporeSigma distributors for the acquisition of a Millipore Sigma Milli-Q IQ 7010 water purification system for approximately $33,920.50. The system utilizes state-of-the-art filtration technology to deliver ultrapure laboratory-grade water directly from tap water and protects water quality while stored using a mercury-free lamp reactor, high efficiency purification cartridges, and an intelligent pure water storage tank. Procuring a system from a different vendor could require staff training on a new system and verification of water quality, impacting timely analysis of field samples to validate ocean color satellite algorithms for the recently launched NASA PACE satellite mission.

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from EMD Millipore Corporation for MilliporeSigma Ultrapure Water Purification System and Installation. The total estimated cost of this effort is $33,920.50 and the estimated period of performance or lead-time for delivery is 30 Days ARO.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name?
Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Millipore Sigma Milli-Q IQ 7010 water purification system utilizes state-of-the-art filtration technology to deliver trusted ultrapure, laboratory-grade water. The Milli-Q IQ 7010 system provides Type 1 and Type 2 water directly from a tap water source, and utilizes a mercury-free lamp reactor, high efficiency purification cartridges, and an intelligent pure water storage tank to protect water quality while water is in the storage tank. Millipore Sigma is a trusted brand when it comes to providing ultrapure water, and our lab has used priorversions of these Millipore systems and verified their performance to meet our lab quality requirements.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
NASA laboratory staff have prior experience with these MilliQ water purification systems, and have already verified their performance for our analytical needs. Procuring a purification system from a different vendor would require staff to be trained on using a new system, which could be costly and time consuming. Additionally, before laboratory data collection could move forward, the quality of the water produced by the new system would need to be verified. With the recent launch of the NASA Phytoplankton, Aerosol, Clouds, and ocean Ecosystem (PACE) satellite, timely analysis of field samples to validate ocean color satellite algorithms is paramount.
