About this file

This Statement of Work (SOW) details NASA's requirement for an altitude-simulation enclosure and pump for the System-Agnostic Arc Fault Implementor (SAFDI) testbench at Glenn Research Center. The procurement is for a specialized enclosure with specific technical specifications, including a 30" interior diameter, 304 stainless steel construction, multiple feed-throughs, and two distinct viewports, along with a multi-stage roots pump capable of 24 CFM at 60Hz.

The objective is to enhance the SAFDI testbench's capability to generate electric arcs at a simulated altitude of 40,000 feet, which will improve arc fault testing by capturing arc behavior low on the Paschen curve. The procurement is intended to be a sole-source contract with Kurt J. Lesker, with the deliverable being a single enclosure and associated pump. The equipment will support the Revolutionary Vertical Lift Technology (RVLT) project's research into electric and hybrid-electric aircraft technologies, with potential applications across DC systems.

STATEMENT OF WORK

Intent to Sole Source: Altitude-Simulation

Enclosure

1.0 Introduction/Background: The System-Agnostic Arc Fault Implementor (SAFDI) testbench at the Glenn Research Center (GRC) is being used to design DC arc fault detectors.

SAFDI is funded by the Revolutionary Vertical Lift Technology (RVLT) project. The RVLT project is exploring multiple technologies that would enable electric or hybrid-electric aircraft, resulting in quieter and more fuel-efficient flight as well as opening new air transportation markets. The DC arc fault detectors and the process used to design them could be applied to any DC system.

SAFDI is expanding its capability to include an altitude simulation enclosure and pump as a resource to capture the mechanics of electric arcs at altitudes low on the Paschen curve, which is not possible without a chamber which can withstand the heat of a high-power electric arc.

This procurement is for one (1) enclosure (including feed-throughs) and one (1) pump, which will enhance the lab’s ability to document more accurately the physics behind DC series electric arcs.

2.0 Scope of Work: This procurement is for (1) enclosure and associated pump for generating electric arcs at a simulated altitude of 40,000ft, which is not possible without specialized equipment.

Specifications include:

- Size:

o 30” interior diameter, 21” interior length o 37” overall diameter, 34” overall length

- Feed-throughs:

o 2 x 8kV, 800A copper conductors (0.75” diameter) o 2 x double-ended BNC style connectors o 1 x subminiature-D style connectors

- Enclosure material and properties:

o 304 stainless steel o Wheels and leveling feet to mount enclosure

- Viewports:

o 1 x DUV-gradfe fused silica viewport, reflectance < 0.25% per surface at 800-820 nm o 1 x 2-3/4” UHV glass disk

- Pump:

o 1 x multi-stage roots pump, KF25 inlet flange, 24 CFM at 60Hz, convection cooling

3.0 Objectives: Enhance the existing capability of the SAFDI testbench to generate electric arcs at simulated altitude. This addition will enhance arc fault testing by capturing arc behavior low on the Paschen curve, allowing arc models and detectors to be adapted to realistic flight conditions.

4.0 Description of the Work/Contractor Tasks: The contractor task consists of providing the enclosure and pump. No meeting or reviews are expected for this off-the-shelf equipment.

5.0 Deliverables: The deliverable for this procurement is the (1) enclosure and associated pump for generating arcs at simulated altitude.
