About this file
This is a Request for Proposal (RFP) from NASA's Office of Chief Human Capital Officer seeking proposals from top-tier private sector companies to host a two-week training immersion experience for NASA leaders. The program, called ASPIRE, is designed for GS-15 employees selected for their potential to assume executive-level roles within 1-2 years.
The training program will take place May 5-9, 2025, in Austin, Texas with some virtual components. The learning objectives focus on three key areas: technology commercialization (including deep technology development, lab tours, and expert interviews), startup fundamentals (studying various startup sectors in deep technology), and venture capital (reviewing organizational structure and investment strategies). Required deliverables include a technical approach with draft agenda, total cost for design and delivery, participant capacity details, and logistical considerations. The program involves matching participants with senior leader sponsors and includes various learning methods such as classroom training, simulations, tours, and hands-on exercises. All proposals must be reviewed and approved by NASA's Office of General Counsel to address ethics, data rights, and conflict of interest considerations.
