Vendor 1:
Is there an incumbent currently performing this work and if so, what contract number?
No incumbent
Vendor 2:
1. What are the expected number of participants for 25 virtual learning engagements on harassment? An average is 400 to 600
2. What are the expected number of participants for 15 virtual leadership learning engagements? An average of 30 to 50
3. Are you looking for half day session or full day session?
(A)1.5 to 2 hour session for the 25 virtual learning engagements to familiarize the workforce with anti- harassment (policy, program, expectations)
(B) 4 to 8 hour session for the 15 virtual leadership engagements
4. As per our understanding in all training sessions will be virtual but please clarify below points:
8. Place of Performance – Services shall be provided at the contractor's facilities. The majority of training will be virtual. The trainer will conduct the virtual training at their facility. If a specific training is best suitable for in-person, then may consider as an option.
9. Travel - All learning engagements will be virtual. If travel is deemed necessary, travel within 50 miles of the contractor’s facilities shall not be reimbursed. If a specific training is best suitable for in-person then may consider as an option.
5. Do we need to only provide a quote or is a proposal required? A Proposal
Vendor 3:
Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. This is a brand-new project.
Vendor 4:
1. Could the content or curriculum developed for bullet 8 be used for bullet 3, 4 and 5 combined, OR are all bulleted trainings totally different content that needs to be designed separately? The training for bullet 3 (workforce) can be the foundation for training bullet 4 (leadership) and 5 (key personnel in the process). Bullet 4 (leadership) will have additional components specific to their role and responsibility as leadership. Bullet 5 (key personnel) will contain additional components specific to their role (intake, processing the allegation, collection and maintenance of documents, etc.) and the skills (writing, communication, neutrality, interviewing, etc.) required to execute their role.
2. Are there existing materials from NASA for instructional designer to pull from to develop bullet 3 to 8 (such as the existing Nasa Anti-harassment policy/procedures etc) or is NASA expecting something above and beyond what already exists for bullet 3 to 8. Policy, procedures, and other relevant material are available. The expectation is to develop/customize training that incorporates Agency policy, procedures, and other relevant material.
3. Is Bullet 8 the first training that needs to be completed first before 3, 4 and 5?
Bullet 3, 4, and 5 will be completed first.
4. When does the 25 virtual training on Harassment have to take place? Within a certain timeframe or throughout the ten months timeframe of the contract? The virtual training will take place within the ten months timeframe of the contract to accommodate the various time zones.
5. When does the 15 virtual engagements of culture have to take place?
The virtual training will take place within the ten months timeframe of the contract to accommodate the various time zones.
6. Can the government extend the date of submission for the RFQ because questions were requested on 26 August and the response is required two days later. This may not allow time to respond to potential answers to questions.
Currently not extending the submission due date.
Vendor 5:
In the statement of work, it references training materials. However, these sessions are being requested for virtual - will the handouts or training materials be printed for all 12,000 NASA employees, or is this referencing electronic training documents that employees may print themselves? I'm finalizing the proposal and wanted to be clear on whether or not to submit that figure for printing, shipping, etc. Expecta�on is for electronic training documents.
