☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Parraid, LLC for Parraid Extended Product Support for Omega Data Environment (ODE) - 1yr. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 8/21/2024 – 8/20/2025 .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Omega Data Environment (ODE) is an AFRC enterprise scaled post flight processing system, implemented as data center service for the past half decade that currently manages upwards to 30TB of research qualified data for fast response quick-look visualization, data mining, and data product creation.

Data product is supported in various commercial and common data formats including CSV, Matlab, and HDF5. ODE has the capability to bulk publish heritage FDAS CMP4 flight data into published meta-data with an NRE CMP4 Input Component, a trusted mechanism for perhaps warehousing heritage flight data into a common data format. ODE is integral to the development of a next generation network enhanced telemetry processing system.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Any changes to requirements and specifications at this time would require additional engineering re-work and a thorough review of multiple subsystems to ensure there would be no compatibility issues with new requirements. This would result insubstantial financial and schedule delays to the aircraft, which would not be overcome by competition. There are no other products that are available that perform the same function as the ODE software.
