About this file

This document is a Justification for a Sole Source or Brand Name Procurement for a Senterra II Raman Spectrometer from Bruker Scientific. NASA Shared Services Center recommends a sole source award to Bruker Scientific due to the unique capabilities of the instrument, including patented technologies that reduce the need for calibration, dual laser sources for a wider range of material analysis, and high-resolution imaging capabilities integrated with the spectroscopic evaluation. The total estimated cost is not provided, but the estimated period of performance is 6 months from date of order. The justification cites increased costs, reduced throughput, and less capabilities if another vendor or brand is used.

The related federal contract opportunity is a Special Notice for a Sole Source Requirement for a Spectrometer R200-L, issued by the National Aeronautics and Space Administration Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Bruker Scientific only for the

Senterra II Raman Spectrometer. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 months from date of order.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Bruker Scientific is a reputable company that supplies other material analysis equipment to the ES-33 failure analysis labs leading to familiarity of the software used for this instrument. This benchtop unit, which requires no modifications to the facility, is unique in that there is patented technologies that mitigate the need for regular calibration of the device, enabling higher throughput and less costs associated with maintaining this instrument compared to other instruments. This instrument is equipped with 2 laser sources, enabling identification of a wide range of materials in a single system. Finally, the high resolution imaging accompanied by the spectroscopic evaluation could be a game changer in our non-destructive and destructive evaluations of failure analysis tools. This instrument was quoted and approved for purchase through a technical excellence award.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Increased cost to acquire a similarly equipped instrument. The introduction of new software and reduction in throughput to learn new software and less integration with other analytical equipment in the

ES-33 labs at MSFC. For the same cost, an instrument would also have less capabilities (i.e. single source laser or the lack of a high resolution microscope, etc.)
