About this file

This document is a Brand Name Justification (BNJ) that recommends NASA Shared Services Center negotiate only with vendors who can provide specific Siemens Government Technologies, Inc. software products for the Amesim Software Purchase opportunity.

The BNJ states the software is required to ensure continuity with past analyses, support current skillsets, and avoid impacts to current design schedules. Transitioning to a new software would be excessively costly, potentially in the millions or tens of millions, due to repurchase, training, and compatibility issues. Siemens is the only approved provider that can deliver the required software, which includes Simcenter Amesim Multi-physics SAAS, Simcenter Amesim FMI Export and Slave-SAAS, Simcenter Amesim CAD Import Data Exchg- SASS and Simcenter Amesim Parall. Proc. 16Runtime - SAAS. The estimated period of performance is immediate upon award. The procurement will be competed through the SEWP contract vehicle, with only Siemens' approved resellers Blue Tech and Sterling eligible to bid.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for . The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from Siemens Government Technologies, Inc. for Simcenter Amesim Multi-physics SAAS, Simcenter Amesim FMI Export and Slave-SAAS, Simcenter Amesim CAD Import Data Exchg- SASS and Simcenter Amesim Parall. Proc. 16Runtime - SAAS. The estimated period of performance or lead-time for delivery is immediate upon award.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Software uniformity is essential because this software requires specialized training and specific file formats. This software was tested in a trial run and had all of the capability we were looking to add, and also works with other tools we already use on a regular bases. Including NX Nastran and Star CCM. The procurement is highly desired to go through Siemens SGT so we can then this software on our large Siemens procurement renewal request next year.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

This software has been beta tested and will be used to replace existing aging and glitchy software (MSC) that is causing issues with product delivery quality and our ability to meet stakeholder deadlines. This software is compatible and uses several other existing licenses, module and tokens that we already procure from Siemens SGT. The continued use of this software application is required to ensure continuity with past analyses, to support current skillsets, and to ensure the engineering organization won’t impact current design schedules. Costs of moving to a new software would be excessive. Best estimates to repurchase this software with a different manufacturer would be estimated to be a one time procurement cost of $1.65M and renewal costs around $350k-400k (moving everything from NX and STAR to another brand). In addition, there would be significant impacts on updating models, training and compatibility issues that would likely cost in the millions if not tens of millions of accumulated costs in our labors ability to support customer schedules. Siemens currently has provisions for handling SBU and Limited Rights data, if required, to aid NASA to solve software file issues that other providers do not.

The continued use of this software application is required to ensure continuity with past analyses, to support current skillsets, and to ensure the engineering organization won’t impact current design schedules. This software can be added onto existing center pools to reduce costs for this procurement and still provide amble services to the HLS flight/ground program. Without this sole source and Siemens

Page 2 V2.0 3-15-2017 product purchases the costs could easily be 10x the cost of this procurement to procure the individual modules needed for the same level of work. Only the recommended products from Siemens are recommended. Only Siemens distributors approved by Siemens will be accepted. The two SEWP contractors that are official resellers for Siemens products are Blue Tech and Sterling. Other SEWP contractors try to provide third party sales, which break maintenance and support agreements with Siemens and we cannot accept. We cannot get combined licenses and must use third party maintenance rather than the maintenance we need from Siemens SGT and Siemens PLM, which are available from the two SEWP sales companies mentioned. If neither contractor bids on this procurement, then a sole source to Siemens SGT should be the next step.
