STATEMENT OF WORK FORMAT
Thermo Electron Service Contract
(POP 4/13/2024-4/12/2025)

Background The Astrobiology Analytical Laboratory in code 691 uses state-of-the-art commercial analytical instruments to investigate the distribution, origin, and formation processes of organic compounds in a variety of samples. These samples include extraterrestrial materials (e.g., carbonaceous meteorites or samples returned from NASA missions such as Stardust), terrestrial natural samples, and laboratory analogs.
Two of the main suites of equipment used in the Astrobiology Analytical Laboratory are an isotope ratio mass spectrometry (IRMS) system, consisting of a Thermo Scientific MAT 253 IRMS with a variety of peripherals (e.g., Conflo III interface, GC-C III interface, TC/EA high-temperature elemental analyzer, ECS4020 elemental analyzer, and Trace GC gas chromatograph) and a high-resolution mass spectrometry system that consists of a Thermo QExactive Orbitrap mass spectrometer with liquid chromatography inlet. By using these instruments to identify the nature and sources of organic compounds which may have contributed to the origin of life, this research directly addresses two sub-goals of NASA's 2006 Strategic Plan: 3C.1, "Progress in learning how the Sun's family of planets and minor bodies originated and evolved" and 3C.2: "Progress in understanding the process that determines the history and future of habitability in the solar system, including the origin and evolution of Earth's biosphere and the character and extent of prebiotic chemistry on Mars and other worlds." These instruments provide a unique capability at Goddard to address a number of Space and Earth Science research topics.
The MAT 253 provides the best method of determining if an organic compound is of extraterrestrial or biotic origin, while the Orbitrap allows unparalleled resolution that permits precise identification of compounds.
Because of the complexity of these instrumental systems, service and support from qualified, trained engineers is required to minimize downtime, perform repairs, and maintain the instrument in peak operating condition. Support plans available from the Thermo Electron Corporation, the manufacturers of these equipment suites, can provide this needed support.
Scope Support plans are required for the MAT 253 IRMS system package and for the QExactive Orbitrap and associated peripherals (Vanquish and UltiMate liquid chromatographs).
We require procurement of Proactive Support Plans for the MAT 253, a Limited Support Plan for the UltiMate peripherals, and an Essential Support Plan for the QExactive and Vanquish peripherals.
The Proactive Support plan will provide the following:
-One (1) scheduled preventative maintenance (PM) visit (standard PM kit included) -Engineer labor and travel included for the PM -Software and firmware updates and notifications -Priority status for technical support inquiries
The Limited support plan will provide the following:
-Field Service Engineer labor, travel, and parts required for one (1) Corrective Maintenance visit with a targeted response time of 5 business days -One (1) scheduled preventative maintenance (PM) visit (standard PM kit included) -Engineer labor and travel included for the PM -Software and firmware updates and notifications -Priority status for technical support inquiries
The Essential support plan will provide the following:
-Field Service Engineer labor, travel, and parts required for Corrective Maintenance visits with a targeted response time of 3 business days -One (1) scheduled preventative maintenance (PM) visit (standard PM kit included) -Engineer labor and travel included for the PM -Software and firmware updates and notifications -Priority status for technical support inquiries
The support plan for the MAT253 includes coverage for the Conflo-III interface, the GC/C-III interface, the high temperature elemental analyzer (TC/EA), the elemental analyzer (Costech EA), and the Trace GC gas chromatograph, as they are all subcomponents of this main system. The MAT 253 software inclues Thermo’s Xcalibur program.
The Essential support plan for the Orbitrap instrument suite includes the QExactive Orbitrap, with Thermo’s Xcalibur software, and a Vanquish LC system, including a binary pump, split sampler, column compartment, and fluorescence detector.
The Limited support plan includes the UltiMate 3000 NCS-3500RS, NCP-2300RS, and WPS-3000TFC systems.
Requirements
Support plans shall be provided as described in the Scope section above.
Deliverables or Delivery Schedule
Support plans shall be provided as described in the Scope section above, with dates of coverage from April 13, 2024 to April 12, 2025.
Place of Performance
Service provided through the support plans shall be carried out at Goddard Space Flight Center in the Astrobiology Analytical Lab (Building 34, rooms C174, and C176).

Support plans shall be provided as described in the Scope section above, with dates of coverage from April 13, 2024 to April 12, 2025.
