About this file
This document is a recommendation for a sole source justification from the National Aeronautics and Space Administration Shared Services Center to negotiate with Tellabs for Tellabs Support Package hardware and software maintenance services for Tellabs equipment. The Tellabs equipment has provided necessary low speed communications connectivity between buildings for NASA SSC since 2011, and continuing maintenance and software support from Tellabs is required to maintain this critical communications infrastructure without disruption. Only Tellabs can provide maintenance and software updates for their proprietary equipment. Failure to maintain support could result in communications failures between buildings and negatively impact essential NASA and SSC tenant services. The estimated cost of the sole source contract is redacted and the period of performance would be from October 1, 2023 through September 30, 2024.
The related federal contract opportunity is solicitation number 80NSSC24855837Q for Tellabs Hardware Maintenance Support Agreement from the NASA Shared Services Center.

Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject band name from TELLABS for Tellabs Support Package to support, and maintain Tellabs equipment. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is October 1, 2023 – September 30, 2024.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This acquisition is necessary in order to provide hardware and software maintenance for another year for Tellabs equipment. The Tellabs equipment has been in use with the SSC communications equipment since 2011 providing necessary low speed communications connectivity between buildings. Continuing updates and service support are required to maintain the communications infrastructure. Tellabs has supplied the maintenance service since installation in 2011. Continuing with Tellabs will ensure that the equipment remains in service with limited interruptions.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Only Tellabs can provide maintenance and software for their equipment. Lack of support for the equipment could result in the failure to restore communication transport between buildings; thus disrupting essential services provided to the NASA Mission and SSC Tenants. Tellabs has supplied the maintenance service since installation in 2011. Continuing with Tellabs will ensure that the equipment remains in service with limited interruptions.
