The related federal contract opportunity is a pre-solicitation notice for the Wide Range Pump Prototype Fabrication requirement. NASA/NSSC intends to issue a sole source contract to Creare LLC, as the Wide Range Pump is proprietary to Creare LLC and the only source that can meet the specific requirements. Interested organizations may submit their capabilities and qualifications by 6/18/2024, which will be evaluated to determine if the procurement will be conducted on a competitive basis. The procurement will be for commercial items and services using FAR Part 12 and FAR Part 13 procedures.

Creare Wide Range Pump Prototype Statement of Work

1. Objective/Requirements The Venus Mass Spectrometer (VMS) program requires a Wide Range Pump (WRP) for a mission through the Venus atmosphere with higher reliability requirements than heritage missions. This increase in reliability is planned to be achieved with a closed-loop motor control scheme with Hall Effect Sensor feedback. An updated preliminary design of a WRP containing such sensors has been proposed by Creare as part of trade study design and analysis scope executed in Contract No. 80NSSC23PA917. The objective of this new effort will be to complete the design update, including assembly processes and infrastructure, and begin fabrication a Prototype Hall Sensor WRP.

2. Characteristics, Scope, and Specs

a. Completion of prototype pump and ground support equipment (GSE) fabrication drawings

b. Fabrication of prototype WRP and related GSE components (less those specified as Government Furnished Equipment (GFE) below)

c. Completion of prototype WRP sub-assembly activities (less top-level assembly)

The following materials will be GFE:

a. SAM testbed WRP, S/N 14213, for component reutilization

b. Hall Sensors (p/n OMH3075B)

Final top-level assembly, completion of assembly/test procedures, and test of the Prototype Hall Sensor WRP are not currently included in the scope of work for this requisition.

The prototype WRP will ultimately become a deliverable to the VMS program. GSE (unless otherwise specified) will remain with the contractor.

Creare, Hanover, New Hampshire

4. Period of Performance Development shall be performed 12 months ARO.
