About this file
This statement of work outlines requirements for two ocean submersible radiometer instruments and associated sensors and software to support satellite ocean observation missions. The instruments must be capable of measuring irradiance and radiance from 350-800 nanometers with 256 calibrated optical channels, 3.3 nm pixel sampling, 0.3 nm accuracy, and 10 nm resolution. Sensors include two downwelling irradiance sensors, two downwelling radiance sensors, and two solar irradiance sensors rated to 200 meter depths. The vendor must deliver two calibrated Hyperspectral Profiler II systems with the specified sensors, mount kits, cables, power supplies, data software, shipping cases, and a spares kit. Delivery is required within 24 weeks. Performance will take place at the University of California Santa Barbara Earth Research Institute and Scripps Institution of Oceanography under a sole source contract awarded to Sea-Bird Scientific.
This pre-solicitation notice intends to issue a sole source contract to Sea-Bird Scientific for the supply of two HyperPRO reference sensor kits. The National Aeronautics and Space Administration Shared Services Center will be the procuring agency. Interested parties may submit qualifications by February 1, 2024 to be considered for full and open competition, though the decision to compete is at the agency's discretion. The Center Ombudsman information is provided.

STATEMENT OF WORK
1. Objective/Requirements Field campaigns are coordinated and carried out by scientists in support of several current and future satellite missions that observe the world’s oceans and coastal regions. In order to support new missions, such as PACE, submersible radiometer instruments, with full-spectrum (ultraviolet to visible to infrared) wavelength measurements (350 to 800 nanometers) are needed by the NASA community. The data from these measurements will be added to the SeaWiFS Bio-Optical Archive and Storage System (SeaBASS) and used to validate and refine future remote sensing algorithms and models.
The information listed below is required to complete this purchase.
2. Characteristics, Scope, and Specs
Two complete ocean submersible HyperPro instruments and two corresponding solar irradiance sensors (Es) that provide the capability to obtain in-water and in-air irradiance and radiance (light intensity at various color wavelengths from 350-800 nanometers) measurements with the following features and capabilities:
Radiometer sensors (HyperOCR) that are fully digital optical packages including o 2 HyperOCR ICSW (Ed; downwelling irradiance) o 2 HyperOCR R08W (Lu; downwelling radiance) o 2 HyperOCR ICSA, White exterior (Es; solar irradiance) with the following specifications:
256 total channels with 136 channels of calibrated optical data for spectral range of 350-800 nanometers (nm) Spectral Sampling: 3.3 nm/pixel Spectral Accuracy: 0.3 nm Spectral Resolution: 10 nm o Fully characterized cosine response
Integrated shutter for accurate dark correction Data collection and processing software included In-water sensor depth rating to 200 meters ocean depth.
Free Fall Optical Profiling System with buoy mode Integrated conductivity-temperature sensors (CT TEMP sensor) o Float collar assembly for buoy mode
The vendor shall perform the following duties:
o Deliver two calibrated and ready to use Hyperspectral Profiler II System instruments with the preceding specifications.
SeaBird Scientific instruments and accessories as listed in the provided quote meets or exceeds all these specifications
The vendor shall fulfill the following requirements:
o Provide the specified equipment.
Provide all the necessary hardware and connections for its proper operation and performance.
Radiometric calibration and characterization of the HyperOCR sensors Shipping costs included.
