TASK ORDER (TO) STATEMENT OF WORK (SOW)
1. Background. The Aeronautics Research Mission Directorate (ARMD) Portfolio Analysis and
Management Office (PAMO) leads key strategic and portfolio analyses on behalf of the Mission Directorate. Using these analyses, PAMO is tasked to provide updates and recommendations to the ARMD Office of Associate Administrator (OAA) for NASA Aeronautics strategic investment decisions.
Under prior task orders, the contractor developed a process to provide a holistic assessment of factors which may impact NASA Aeronautics (e.g., economic conditions, politics, global competitiveness of US aero companies, sustainability developments).
2. Scope. This TO is to have Contractor continue apply the analytical capabilities produced under existing contract without interruption.
3. Objectives/Purpose. Under this task order, the contactor shall continue implementing and executing the environmental scan process, identify events that may impact ARMD strategy or the ARMD research portfolio, help determine the relevance and importance of the events through initial analysis, conduct more detailed assessments of selected events, provide recommendations to PAMO and the OAA, and enhance the environmental scan process and the ARMD strategy development process.
4. Tasks
Task A: Execute environmental scan processes.
i) Identify internal and external factors (events) impacting NASA Aeronautics’ investment decisions.
ii) Maintain a catalog of events identified.
iii) Conduct initial categorization and summarize information on events as input to ARMD stakeholders to decide whether the event merits additional, more detailed assessment. This step may include interfacing with internal (NASA) and external (industry/academia/other government) subject matter experts.
Task B: Assess a subset of identified events (1 – 3) through more detailed analysis and prepare decision packages for ARMD stakeholders/leadership. Events to analyze in more detail will be chosen in collaboration with the NASA technical monitor; initially identified possible analyses include:
(1) Scenario-based planning of ARMD strategy. This research would include developing multiple scenarios that consider world socio-economic, environmental, and geopolitical conditions, workshops involving stakeholders and subject matter experts, and an assessment of the robustness and relative positioning of the ARMD strategy and research portfolio.
(2) ARMD invests in strategically chosen technology areas which, when aviation community applies to their operations, would yield future aviation states as outlined in the ARMD SIP for the six Thrusts. Aviation community is in the critical path to achieve these states.
Contractor is to analyze the basis upon which these investments were initially made and assess if such basis still holds. Contractor is to work with ARMD to select technology investments to assess.
Task C: Prepare for and help conduct meetings and activities of the Strategy Leadership Team (SLT). A copy of the transmittal letter for each report shall be forwarded to the Contracting Officer.
5. Deliverables: Specific deliverables and meetings, including those mentioned above will be identified at the kickoff meeting and tracked during the monthly status meeting and in the monthly status report.

11. Travel The contractor's services could require travel in support of this statement of work. All travel shall be approved in advance by the government. All travel will conform to current Federal Travel Regulations (FTRs). Travel expenses invoiced to the Government will be in accordance with the FTR; expenditures that exceed the FTR will not be reimbursed by the Government.
Potential travel would include: Trips to NASA Centers and workshops/conferences
