About this file

This document contains a recommendation and determination to solicit from one source for a National Aeronautics and Space Administration contract opportunity. The recommendation is to negotiate solely with AE TECHRON to provide a LINEAR AMPLIFIER with specifications including the ability to output up to 10 kVA continuously and 20 kVA short-term at 350 Vpk with a bandwidth of DC-60kHz and 3 dB. Exhaustive market research found no other manufacturer can meet these performance requirements. Using another vendor or brand would require seeking the device from a distributor, buying overseas, or using various power supplies at different operating conditions, which would streamline testing and potentially cause delays impacting project deliverables and scheduling. The related federal contract opportunity is solicitation number 80NSSC23842407Q for Two Alternating Current Power Supplies from the National Aeronautics and Space Administration Shared Services Center.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from AE TECHRON for LINEAR AMPLIFIER.

the estimated period of performance or lead-time for delivery is 11/14/2023.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Exhaustive market research was performed to select this high-power linear amplifier. The amplifier can output up to 10 kVA contiuously and 20 kVA short-term. It operates at ±350 Vpk with a bandwidth of DC-60kHz, ±3 dB. This unit also operates with a 40V/usec slew rate and has a total harmonic distortion (THD) of 0.25% from DC to 20 kHz. It also has a DC drift less than ±400uV from room temperature up to its thermal shutdown. This device can also be driven by a -10V to +10V remote signal. An exhaustive search of the power source market any unit made by any other manufacturer to match these specifications This amplifier has met the power testing requirements of the LEM0 branch for the last two decades and will meet the high power requirements for the testing planned for Lunar power testbed.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

GRC currently is using AE Techron Linear amplifiers to test power systems related to space power architectures. This device would have to be sought from a distributor, bought overseas, or various power supplies at various operating conditions would have to be used. Testing might have be streamlined.

More test configurations would have to be used causing delays. This would unfavorably impact project deliverables and scheduling.
