PROCUREMENT SPECIFICATION

1. Summary

Four (4) mass flow meters including cabling, connectors, and any other equipment necessary are required for laboratory testing. Two (2) flow meters will utilize gaseous hydrogen and nitrogen as the process fluids, and the other two (2) flow meters will utilize gaseous oxygen and nitrogen at pressures up to 650 psia. This procurement specification covers requirements for the 4 flow meters and deliverables from the vendor.

It is desired that the mass flow meters be delivered no later than 12 weeks ARO.

2. Overview

The mass flow meters will be operated indoors as part of an electrochemical test system. Externally, the meters will be exposed to ambient conditions – pressures of ~760 torr, temperatures of 20 – 30 °C.

The meters will be in a process line with electrochemical stacks and will be subjected to process gases with pressures up to 650 psia and temperatures between 4 °C and 65 °C.

The flow meters will be subject to pure H2 flow rates ranging from 0.03 to 35 SLPM or pure O2 flow rates ranging from 0.01 to 18 SLPM.

Vendor proposals will be evaluated based on the best value to the Government; that is, selection will be made based upon more than cost and schedule. Value to the Government will be determined, in part, based on the following qualitative criteria:

• The ability of the flow meter design to meet the required safety rating for the test environment

• The availability of compatible materials in the construction of the flow meter

• The accuracy of the flow meter

3. Flow Meter Requirements

3.1 Two flow meters shall be constructed such that the wetted materials are compatible with high pressure oxygen (such as 316 SS or viton)

3.2 Two flow meters shall be constructed such that the wetted materials are compatible with high pressure hydrogen (such as 316 SS or viton)

3.3 The flow meters shall have metallic gasket face seal fittings

3.4 The flow meters shall be designed such that they are rated for Class 1, Division 2, Group B environments or better per the National Electric Code (NFPA 70, Article 500)

3.5 The flow meters shall be rated for operational pressures of at least 650 psia

3.6 The flow meters shall function with 24 VDC power supply.

3.7 Mass flow data shall be output from the meters through a 4 – 20 mA DC signal and a 0 – 5 V DC signal.

4. Inspection and Test

4.1 Two flow meters shall be calibrated for H2 and N2

4.2 Two flow meters shall be calibrated for O2 and N2

5. Deliverables

5.1 The vendor shall include in their proposal:

5.1.1 Cost and delivery time.

5.1.2 Any options which the vendor feels that the Government should consider, along with accompanying rationale that will allow the Government to perform a proper assessment.

5.1.3 Any exceptions taken to anything within this specification, and proposed alternatives and accompanying rationale that will allow the Government to perform a proper assessment.

5.1.4 Any information not explicitly requested, but that the vendor feels will assist the

Government in evaluating their proposal.

5.1.5 A 2D CAD drawing of the flow meter, including piping and electrical interface details.

5.1.6 All electrical power supply requirements.

5.1.7 A preliminary general arrangement drawing of the flow meters, including overall dimensions.

5.1.8 Any tests, inspections, or documentation the vendor plans to provide at time of shipment as evidence showing conformance to all the requirements in this specification.

5.2 At delivery, the vendor shall provide:

5.2.1 Installation instructions.

5.2.2 Over the phone integration support.

5.2.3 Commissioning, operations and maintenance instructions/manual, to include:

5.2.3.1 Physical characteristics (e.g. – size, power in, etc.).

5.2.4 Manufacturer’s data sheets for all of the components included in the flow meter (if different from those submitted with proposal).

5.2.5 An updated dimensioned drawing of the meter, including all mechanical and electrical interface details in an electronic format, PDF preferred (if different from the preliminary general arrangement drawing).

5.2.6 Evidence showing conformance to all requirements in this specification at time of shipment.

5.2.6.1 Certified reports for all tests and inspections performed.

7. Delivery Destination

Shipment: The flow meters shall be shipped to the following location at the NASA GRC:
