Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from L-3 Com for GH4001 and MAG-3000 units. The total estimated cost of this effort is $60,851 and the estimated period of performance or lead-time for delivery is July 14 2021.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The Federal Aviation Administration (FAA) has mandated that by the year 2020 aircraft operating within certain airspaces of the NAS be equipped with ADS-B Out technology. The ADS-B system will allow NASA’s ER-2 to comply with the FAA ADS-B mandate effective 2020 to fly in the National and International Airspace. ESIS is part of the ADS-B Avionics for high-altitude aircraft vehicles and fits in the ER-2 cockpit. ESIS replaces the ER-2 analog standby altimeter, attitude, and airspeed gauges and replaces the standby magnetic compass. The Electronic Standby Indicator Instrument System (ESIS) provides information for attitude, altitude, airspeed, heading, and navigation to the ADS-B Avionics and to the pilots for flight operations. Competition is impractical due the harsh environmental requirements of the ER-2 aircraft.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible. The ESIS consists GH4001 and the MAG-3000 of the and costs $60,851.

No other company has developed the hardware that NASA deems a viable solution for future ER-2 deployments scheduled in 2020. Failure to procure this hardware developed by L-3 Communications would cause harm to NASA’s ER-2 aircraft compliance to the FAA federal mandate by 2020 and future deployment missions in the National and International Airspace.
