X I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from PerkinElemer the AVIO 500 ICP –OES .. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 30 days.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

We currently own a PE Instruments Inductive Coupled Plasma Mass Spectrometer (ICPMS) instrument. This Inductive Coupled Plasma Optical Emission Spectrometer shares some of the same supplies as the existing PE ICPMS located in as well as data file format associated with this instrument. Therefore, any other ICP product purchased from another vendor company cannot adapt any files without gross modifications to the actual instrument. There are some big advantages with this system over other systems on the market. The Flat Plates generating energy for the plasma are more efficient than the copper helical coils used to generate the Plasma in other systems on the market. The flat plates provide a more robust plasma while using less argon (9 L/min vs 18 to 23 L/min) and the plates are never replaced. The air shear gas keeps the torch box clean and maintenance free and the spray chamber, torch, and injector are extremely easy to replace or clean on either system. Time correlated readout effects of the analyte and internal standard may be critical for some of your applications and would only be available on the Avio 500 system.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Any other ICP-OES product purchased from another vendor company would require addition supplies and the file format would be different costing addition expense adapting files to enter-face with existing equipment. The PerkinElmer instrument consumes about half the argon gas as other instruments currently on the market from other vendors providing a cost saving in the operating costs associated with operation.
