LaRC Aircraft Maintenance SOW 5/15/2019

INTRODUCTION/BACKGROUND

NASA N520NA is a Gulfstream C-20B aircraft (serial number (S/N) 478), is a NASA Langley Research Center (LaRC) public-use aircraft which will be utilized for research missions.

SCOPE OF WORK

NASA requires specific maintenance inspections to be completed. NASA will deliver the aircraft for repair within 10 days after order/contract award. An itemized list of all Gulfstream Computerized Maintenance Program (CMP) Codes is provided under the Work Requirements section of this SOW and shall be completed for the base effort. During completion of the maintenance items listed below (Line Item 1), if additional repairs are needed, the Contractor shall only perform the effort in accordance with Line Item 2 below.

NASA LaRC representative has authority to conduct a pre-award Site Visit/Survey at the vendor`s facility to ensure compliance with industry standards if needed as determined by the Government. Otherwise, verification of required programs will be validated upon delivery of aircraft.

PERIOD OF PERFORMANCE

From order/contract award through a period not more than 40 days.

WORK REQUIREMENTS – LINE ITEM 1

1. During the period of performance, the Government shall have access to the Vendor`s maintenance facilities and the Government-provided aircraft for on-site inspections and continuous oversight of work being performed. On-site oversight is a requirement of NASA Policies NPR 7900.3D and NPR 8735.2B. The requirement of Government oversight is provided in addition to, not as a substitute for, the vendor’s organization’s responsibilities relating to inspection, quality control, and quality assurance. While NASA Personnel are fulfilling the requirement for on-site QA oversight, the vendor shall provide work space including access to internet.

2. The vendor shall yield all final Quality Assurance (QA) approval authority for all inspected work to NASA Quality Assurance personnel which will be located on-site.

3. The vendor shall have a documented Tool Control Program which, at a minimum, shall have:

a. a requirement for any lost or missing tool(s) to be reported to the on-site NASA QA

Representative,

b. a vendor identified Point of Contact (POC) for all tool control-related questions or inquiries

c. all vendor personnel or vendor subcontracted personnel assigned to perform work on the NASA Aircraft shall perform two tool box inventories per work shift (before start of work shift and after work shift)

d. a 45-day historical record of each tool box inventory (inventory records are not required prior to the aircraft’s acceptance into maintenance inspections).

NOTE: A tool box inventory is a visional OR VISUAL verification that all tools have been returned or were returned prior to start of work shift and prior to end of work shift.

4. The vendor shall have a documented Foreign Object Debris (FOD) Program. The FOD

Program shall have multiple FOD containment devices staged around the Government aircraft while work is being performed and the vendor shall perform periodic FOD checks during each working shift.

5. The work described in this SOW must be completed In Accordance With (IAW) the current manufacturer`s applicable technical data/publication, NPR 7900.3D, NPR 8735.2, and the Vendor`s repair station approved processes.

6. The vendor shall provide the LaRC POC with weekly progress updates to include:

discrepancies found, completed inspections, schedule adjustments, and part requests. This report can be verbal or delivered electronically in contractor format.

7. The vendor shall comply with the following Gulfstream CMP Codes, Gulfstream Customer

Bulletins (CB), and Airworthiness Directives (AD):

8. Upon completion of any CMP Task Code, CB, or AD, the vendor shall submit correctly completed associated paperwork to Gulfstream for record updating and tracking.

9. A complete Portfolio of all maintenance accomplished shall be provided 3 business days prior to the Flight Readiness Review (FRR) (see paragraph 10 below). The portfolio shall include: documentation of all work accomplished, CMP Task Cards, NDI reports, and approved FAA Form 8130-3 Airworthiness Approval Tags/Certificate of Conformance/Material Certification for all parts replaced. Maintenance documentation records will, at a minimum, contain a complete description of the maintenance/repair/replacement/inspection/Non-Destructive Inspections (NDI) accomplished, the date, certification number, type of certificate held by the person or company performing the work, and technical manual and paragraph information references.

10. The vendor shall provide a representative for a Flight Readiness Review (FRR) to speak on behalf of all maintenance accomplished. A FRR is a maintenance review for flight readiness focusing on the flight operational safety aspects of a specific aircraft flight after an alternation, modification, repair, or maintenance has been accomplished. The review will be conducted via a teleconference. NASA LaRC will conduct and chair the FRR, IAW NPR 7900.3D and NASA LaRC procedures, upon completion and documentation of all maintenance activity and prior to release for flight.

Note: The typical duration of a FRR is approximately one hour.

11. NASA LaRC will perform a Functional Check Flight (FCF) at the vendor`s location after the completion of this FRR. The vendor shall assist NASA LaRC personnel with aircraft preparation for FCF and departure from vendor facility. If discrepancies or maintenance issues are noted during the FCF and those discrepancies or maintenance issues are directly related to work that has been performed as directed by this SOW or additionally approved work by the LaRC POC, the vendor shall correct those noted items without further cost incurrence to NASA.

12. The vendor shall provide electronic copies of all documents in PDF format.

13. Deliverables

a. Portfolio. See Item 9 above.

b. Forms 8130-3 as required. See Item 9 above.

WORK REQUIREMENTS – LINE ITEM 2 REPAIRS NTE $20K

Any repairs identified during the maintenance effort in Line Item 1, shall only be performed once Government Approval is obtained in accordance with the following:

The vendor shall provide to the Government a Repair Request that includes the following:

A list of additional repairs or discrepancies found during maintenance;

A price(s) in sufficient breakdown to determine reasonableness (hours/rates/material);

and A basis of estimate to support the prices proposed.

Upon receipt by the Government, a decision will be made on whether or not the repair shall be made.

1. Prior to purchasing parts, NASA inventory will be reviewed for availability. If a part is available in the NASA parts inventory, it may/will be provided by the Government in lieu of being procured by the contractor. If a part is not available in NASA inventory, the LaRC POC will authorize vendor procurement of the part under Line 2 of this order.

2. All parts purchased and installed shall be accompanied by an approved FAA Form 8130-3 Airworthiness Approval Tag, Certificate of Conformance, or Material Certification

Note: Any Line 2 work performed without prior written approval from the LaRC POC for repairs is at the sole risk of the Contractor.

A summary cumulative-to-date Repair Report shall be maintained and submitted with each repair request to ensure the $20K ceiling is not exceeded. The following column headings shall be included: Date, Repair Description, Amount, Cum-To-Date Total, and Approval Date.

Specific Bidding/Solicitation Instructions:

52.212-2 EVALUATION/ACCEPTANCE CRITERIA

(LOWEST PRICE TECHNICALLY ACCEPTABLE)

Offeror’s RFQ shall include the following:

A. Technical:

1. The vendor shall provide an Outline Schedule for completion of all codes listed above and shall assume the following:

Aircraft availability: The aircraft will be available for a 40 day period once delivered to the Vendor. For the schedule above, assume an aircraft delivery date of no earlier than 3 June and no later than 10 days after order award.

2. Copy of FAA Certificate reflecting certified repair station designation.

B. Price:

a. Line Item 1: To Be Proposed/Determined by the Vendor;

b. Line Item 2: Shall be $20K for all vendors. The price quote shall include this set amount and will cover any repairs identified during maintenance that is required.
