NASA Shared Services Center Presolicitation Notice: 80NSSC19Q0685
Synopsis:
NASA/NSSC has a requirement for EllipTool software tools and services, by Elliptical Engineering. EllipTool software provides a range of technical analysis tools, including modules for evaluating thermal distortion, dynamic disturbance, stepper motor disturbance, and optimization and sensitivity.
NASA/NSSC intends to issue a sole source contract to Elliptical Engineering under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Elliptical Engineering is the sole provider of EllipTool software tools and services.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center
(GSFC).
Description of Requirements:
The requested software will be used by integrated modeling and dynamics analysts at Goddard Space Flight Center (GSFC) to perform thermal distortion and jitter analyses. The software shall allow separate toolboxes to be purchased in order to tailor the delivered capability to different GSFC Project analysis needs and resources.
To perform thermal distortion analysis, the software shall have the capability of ingesting structural distortion data and optical models and shall predict specified optical performance (e.g. wavefront error, boresight alignment, and pupil stability).
The software shall allow the inclusion of alignment process during ground testing and on-orbit commissioning as part of the thermal distortion analysis.
For jitter analysis, the software shall incorporate disturbance, structural (or NASTRAN modal results), and optical models in order to generate end-to-end optical performance induced by mechanical vibrations. The software shall contain high fidelity disturbance models for typical observatory disturbance sources such as reaction wheels, high gain antenna gimbal actuators, and solar array drives, as well as having the ability to tune said disturbance models to match test measured data.
The software shall be computationally capable of supporting GSFC's integrated modeling workflow, which requires reaction wheel jitter analysis for a system with 2250 states, 220 outputs, and 36 inputs, and a disturbance model with 9 harmonics and 20000 wheel speed samples, to complete within 30 minutes, and a transient STOP analysis over 35 field points, 19 optical surfaces, 55 output nodes, and 54 time steps (1,975,050 OPD maps in total) within 5 minutes, on a standard desktop or laptop computer.
The software shall compute response sensitivity data to structural, thermal, optical, controls, and disturbance parameters, to facilitate GSFC analysts' implementation of sensitivity analyses to find driving design parameters, uncertainty analyses to determine error bounds on predictions, and design optimization to ensure mass-and cost-optimal designs. The software shall provide the capability to isolate major contributors to thermal distortion and jitter response down to individual components.
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 511210.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:00 a.m. Central Standard Time on 06/10/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
