80NSSC18Q0424 Questions and Answers_Rev1

1) In Section 3.0 of the Unmanned Aircraft Systems Traffic Management C2 Study solicitation on FBO, it states “The estimated level of effort for this task is 0.5 WYE.”

Could you please clarify what WYE stands for?

WYE stands for “Work Year Equivalent”. For this task we expect the person to work about half time for the initial (FY18) period and also at the half-time rate for the FY19 and FY20 extensions, if granted.

2) Is this a new requirement or is there an incumbent contract/contractor currently performing the same or similar work?

This is a new requirement.

3) The solicitation for 80NSSC18Q0424 states an assumption for on-site work. Will NASA consider a remote work location being that this is only a 0.5 WYE effort?

No, we expect frequent in-person consultations and interactions with the on-site team (consisting of both NASA Civil Servant and Contractor workforce) and a weekly project meeting. While much can be accomplished via telecommuting and teleconferencing, we think the ideal vendor will be able to spend much of their time at or near the NASA Glenn Research Center. There are also software licensing issues to deal with that we have not yet explored which might necessitate the purchase of a second license for the vendor to work remotely, which would be outside of our budget allotment.

4) Please confirm that this Simplified Acquisition is Firm Fixed Price (FFP) and not FFP

Level of Effort or a Costs type contract.

This is a Firm Fixed Price contract.

5) Would it be acceptable to the government for the supporting contractor to perform work at both NASA/GRC and at off-site locations? RE: Assumption 8. “The contractor will work on-site at NASA/GRC to develop the deliverables.”

6) What, if any, government security clearance is required of contractor support (National

Agency Check, Secret, other)?

No security clearance is required for this effort.

7) Will any of the reports or data produce be considered “Controlled Unclassified

Information” requiring NISP 800-171 controls?

No, the reports/data generated by this effort will not be “Controlled Unclassified Information”, and will generally be able to be published in conference proceedings.

8) Request a proposal extension to 30 March 2018 to give small business a reasonable time to prepare and propose (7 work days).

No, NASA can only support one 48-hour extension ending 3/30/2018 at 10:00 a.m. CT. We are starting this effort in early April 2018.
