SUBJECT: Request for Quotation (RFQ) 80NSSC18Q0241, Fabricate Engineering Model (EM) mirror sets

This solicitation includes the following sections:

SECTION 1

STATEMENT OF WORK

Background:

•Describes the project in very general terms.

•Discusses the purpose of the project – in other words, why the project is being pursued and how it relates to other projects.

•Includes, as necessary, a summary of statutory authority or applicable regulations •Provides copies of pertinent background materials, including them in a Reference or Attachment.

Scope:

•In support of L'Ralph instrument Preliminary Design Review (PDR) technical development, the vendor shall provide the following items for the parts specified by drawings the Government has delivered to the vendor for Engineering Model (EM) metal mirrors:

(a) An initial Technical Interchange Meeting (TIM) at the vendor's facility to review and finalize all drawing specifications prior to start of fabrication and order of any long-lead items.

(b) All necessary fabrication services required to create parts that comply with all drawing specifications.

(c) All necessary testing services required to verify part compliance to all drawing specifications.

(d) An End-Item Data Package (EIDP) containing all typical vendor-collected data in support of final acceptance by the Government.

Requirements:

•Describes detailed work and management requirements, including required meetings •Spells out more precisely what is expected of the contractor in the performance of the work.

•Identifies any specialized expertise and services, training, and documentation, as applicable

Deliverables & Schedule:

•Clearly states the deliverables required, the schedule for delivery, the quantities, and to whom they should be delivered (can be service or supply) •Describes the delivery schedule in calendar days from the date of award •Identifies the type of documentation (printed and electronic-such as manuals) to be provided, as well as those quality indicators desired by the Government.

Government-Furnished Equipment and Government-Furnished Information:

•There will be no Government-Furnished Equipment (GPE) for this project.

•Government-Furnished Information (GFI) will be provided on an as-needed basis in support of specifications refinement to optimize vendor efficiency and deliverables performance.

•The Government will not provide any technical analyses that the vendor is capable of performing. However, the Government reserves the right to independently validate any vendor analyses and provide these to the vendor for improved decision making or reduction of risks to the Government.

Place of Performance:

•All work performed above shall be performed at the vendor's fabrication and test facilities.

SECTION 2

INSTRUCTION TO OFFERORS

☒52.215-1 Instructions to Offerors – Competitive Acquisition (Jan 2017)

Quotes for the item(s) described in the RFQ are due by 1/29/2018 by 12:00 p.m. CT to Jonathan Gomez at jonathan.g.gomez@nasa.gov in order to be considered for award. If it is in the best interest of the Government, quotes submitted after the due date may be accepted. Quotes will remain valid for 30 days unless otherwise expressly stated on the quote. Submitted Quotes shall list two points of contacts including name, phone number, and email address.

All contractual and technical questions must be in writing (e-mail) to Jonathan Gomez at jonathan.g.gomez@nasa.gov no later than 1/26/2018 by 12:00 p.m. CT. Telephone questions shall not be accepted.

The NAICS Code for this procurement is 333314. The Offeror shall state in their offer their size status for this procurement.

This procurement is set aside for small business.

Offeror’s shall be registered at www.sam.gov and have the NAICS code listed above in order to be considered for award.

Submitted offers shall be F.O.B Destination for this procurement. Offers submitted on a basis other than F.O.B, Destination will be rejected as non-responsive.

☒ 1852.213-70 OFFEROR REPRESENTATIONS AND CERTIFICATIONS—OTHER

THAN COMMERCIAL ITEMS (JUL 2004)

(a) Definitions. As used in this provision-- "Emerging small business" means a small business concern whose size is no greater than 50 percent of the numerical size standard for the NAICS code designated.

"Forced or indentured child labor" means all work or service—

(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or

(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.

"Service-disabled veteran-owned small business concern" —

(1) Means a small business concern—

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights—

(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(f) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work.
