GEORGE C. MARSHALL SPACE FLIGHT CENTER

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

PURSUANT TO TITLE 10 U.S.C. 2304(c)(1)

1. This document is a Justification for Other Than Full and Open Competition (JOFOC) prepared by the NASA Marshall Space Flight Center (MSFC) in accordance with Federal

Acquisition Regulation (FAR) Part 6.3, Other Than Full and Open Competition, and

NASA FAR Supplement (NFS) Part 1806.3, Other Than Full and Open Competition.

2. Nature and/or description of the action being approved: This procurement is for the multi-channel interface module, PCIE4L-1553-4D-002, multi-channel interface module, PCIE4L-1553-4F-A-002, and 1553 cable assembly, SCSI-1553-4-AUX01 in support of the avionics system testing and development within the Integrated Avionics Test

Facilities (IATF) labs which includes the System Integration Labs (SIL), the Software

Development Facilities (SDF), and the System Integration Test Facilities (SITF). These labs perform the integration and testing of the avionics systems and flight software for the new launch vehicles.

3. Description of the supplies or services required to meet the agency’s need, including estimated value: Purchase of the multi-channel interface modules and 1553 cable assemblies supporting the MSFC IATF labs under the Vehicle Integration project within the Space Launch System (SLS) program will be procured from Alta Data Technologies

(AltaDT). The total estimated cost of this effort is $625,666.80 and the estimated period of performance or lead-time for delivery is 8 weeks.

4. Statutory authority permitting other than full and open competition: This recommendation is made pursuant to FAR 6.302-1, which implements the authority for

10 U.S.C. 2304(c)(1) for acquisition of supplies or services from only one source and no other supplies or services will satisfy agency requirements.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires the authority cited: The PCIE4L-1553 interface modules and cable assemblies are proprietary to Alta Data Technologies. Alta Data Technologies designs, manufactures, and sells the PCIE4L-1553 interface modules and cable assemblies. They are the sole manufacturer and North American distributor. The AltaDT PCIE4L-1553 interface modules provide four channels of dual redundant MIL-STD-1553 with dual function Bus Controller/Monitor (BC/Mon) or Multi Remote Terminal/ Monitor

(mRT/Mon) capability. These interface modules come with the proprietary advanced, modular software package, AltaAPI ™, providing portability between applications written for PCI/PCIe based products. The purchase of the new AltaDT products supports the build of the Explorer Upper Stage (EUS) including test and development lines. These builds support the Explorer Mission (EM) 1 and 2. AltaDT products are deployed throughout the IATF labs, test and development lines with an established compatibility with the real-time operating system computers, other hardware, and written software code that must be maintained.

6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable: Pursuant to FAR 5.201, this proposed contract action will be synopsized in the Federal Business Opportunities (FBO). Any responses received as a result of the publishing on FBO will be appropriately dispositioned and documented in an addendum to this document.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: Determination will be based upon established catalog price list and past procurements.

8. Description of the market survey conducted, and the results, or a statement of the reasons a market survey was not conducted: Market research and product evaluations were conducted by the ES53 IATF developers. Candidate 1553 interface modules were obtained and tested for evaluation. This research and evaluation shows that the Alta Data Technologies 1553 interface modules are the only ones that meet the IATF requirement for the data recorders used throughout the IATF labs. The AltaDT PCIE4L-1553 interface modules provide additional timing information not available through other vendors. The AltaDT interface modules offers increased system performance, reduced integration time, and compatibility with current hardware. No other manufacturer meet the requirements necessary for this acquisition. The 1553 interface module evaluation resulted in only Alta Data Technologies being capable of meeting all the Government requirements.

9. Other facts supporting the use of other than full and open competition, such as technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition are not viable due to the proprietary nature of the Alta Data Technologies components. AltaDT components are designed and built in-house. The AltaDT PCIE4L-1553 interface modules and 1553 cable assemblies are used in all of the IATF labs, test and development lines. The guaranteed performance, functionality and compatibility between the AltaDT components, computers, and various other hardware must be maintained. A re-evaluation to determine the acceptability of another product would require not only an evaluation of the component but its compatibility and functionality with the current real-time operating systems computers, all the other equipment connected to these components, and the software code written for use in these labs. This would be a massive effort resulting in immeasurable impacts to cost, manpower hours, and schedules not able to be estimated in this summary.

10. Sources, if any, that expressed an interest in writing in the acquisition: Pursuant to NFS 1805.207, 1804.570, and FAR 5.201, the proposed contract action will be synopsized on FedBizOpps (FBO). Any responses received as a result will be appropriately dispositioned and documented in and addendum to this document.

11. The actions, if any, the Agency may take to remove or overcome barriers to competition before any subsequent acquisition for the supplies or services required: There are no known actions which the agency may take to remove or overcome barriers to competition before any subsequent acquisition for the systems required. For the above reasons, full and open competition is not feasible. Therefore, purchase of the Alta Data Technologies PCIE4L-1553 interface modules and cable assemblies is the only practical approach.
