Questions 1-5 are from the 283000-x part of the specs

Question 1: Sheet E0 of the drawing set (FAC-NS-CF-E0) illustrates three diagrams relating to the “Fire Network Switch Diagram.” There is a note for the fiber cable that states “Fiber optic cable to switch (furnished and installed by CIO)”, presumably for every building with a Simplex panel.

Question 1a: What does this note mean?

Answer 1a: Fiber optic to be installed by others.

Question 1b: Is there some other switch besides the ones that are contracted for?

Answer 1b: No.

Question 1c: Please explain.

Answer 1c: Bid per plans and specs.

Question 2: Section 1.5 A – states “Furnish and install a complete UL listed/certified, …”. There are three Nationally Recognized testing labs authorized by OSHA to test for the UL standards as noted in this bid request. These companies include UL, ETL, and FM. We are requesting that this line item be changed to indicate the acceptance of any NRTL for the requested standards.

Answer 2: That is acceptable.

Question 3: Section 2.3 C – states “Graphic Command Workstation shall consist of a primary server (FW-ULS), located in the Fire/Security Command Center with a Backup (FW-UL6S) for redundancy.”

Question 3a: Please confirm if the backup is a hot standby that is constantly updated from the primary, or is it a cold backup.

Answer 3a: It is constantly updated from the primary.

Question 3b: The drawing set E1 shows the same equipment configuration for Buildings 4207, 4250, 4650, and 4708 with note 1 of each of the four drawings stating, “central control station with Fireworks software installed computer server (primary, backup and witness types, only one at each location.”

Question 3bi: Does this mean you want four primary and four backup computers?

Answer 3bi: Refer to response to question 3.b.iv

Question 3bii: Please explain what “witness types” means?

Answer 3bii: “Witness types” means that no control access will be given to any monitoring station outside of 4650.

Question 3biii: What does only one at each location mean?

Answer 3biii: Refer to response to question 3.b.iv.

Question 3biv: How many computers are being requested in total?

Answer 3biv: Provide four workstation computers and three server computers. One server computer will act as a primary server, another as a secondary server, and the third as a witness server. Locate workstation computers as shown on drawings. Locate the primary server in Building 4708 next to the workstation. Locate the secondary server in 4650 next to the workstation. If there is room, locate the witness server in 4708 next to the workstation and primary server. Otherwise, locate the witness server in 4650 next to the workstation and secondary server.

Question 3bv: Of the requested computers, is it one primary, one backup, and the rest work stations?

Question 3c: Our experience tells us that placing a primary server at a dispatch facility and a hot backup server at a backup dispatch or other location, both under lock and key, only accessible by the supervisor, is the best configuration.

Then providing the dispatchers with work stations, which will auto connect to the backup within one minute should the primary computer fail or have link issues. Once the primary is back on line, the work stations will switch back automatically.

Question 3ci: Is the above configuration (noted in c above) acceptable, or do you want to use the primary and backup servers as work stations in addition to being servers?

Answer 3ci: Bid per plans and specs.

Question 4: Section 2.3 I 1 and 2 states “At a minimum, the system …”

Question 4a: Items 1 and 2 talk about functionality that will be worked out during system installation. I fail to see any quantity of any controlling or monitoring hardware in this bid document (except for the I/O 4 zone/4 relay module). Please explain the details of these two-line items and how they relate to this contract. If these two-line items require hardware, please advise where this is spelled out in the bid documents and provide the desired quantity.

Answer 4a: Bid per plans and specs. This is for future capability. The hardware will be provided but nothing will be provided but nothing will be connected to it.

Question 5: Section 2.3 I 4 - Work station shall be capable of:

Question 5a: This section talks about controlling and providing readings for items that cannot be obtained via a one-way dual path communicator that only sends data in one direction. Are these physical monitor and control devices part of some future project? If not, please explain.

Answer 5a: Bid per plans and specs. This is not intended to require operation of third-party systems. Workstation capabilities are only required for the chosen manufacturer.

Question 6: What is the minimum number of pre-recorded activation points should the bidder provide at the FACP interface?

Answer 6: Bid per plans and specs.

Question 7: What is the minimum number of zones inputs and relay outputs should the bidder provide at the server, backup or workstations and at the Fire panel location?

Answer 7: Bid per plans and specs.

Question 8: How many of the sites Simplex FACP units have Mass Notification as part of the FACP at this time?

Answer 8: None.

Question 9: Does this contract require the addition of any Mass Notification hardware to the existing Simplex FACP?

If so, how many?

Answer 9: No.

Question 10: The specification indicates that part of this project is for Mass Notification. However, other than the reference to the EST IP based I/O module, which provides for unsupervised EOL inputs and four unsupervised relay outputs, I fail to see any requirement to interface any relay controls for activating audio messages at any FACP.

Question 10a: Does this contract require any physical connection to the Simplex (or other brand) FACP for activating any voice annunciation?

Answer 10a: No.

Question 10b: If so, what is the minimum number of relay activations to be supplied with this contract? Most MN systems use at least eight activations or more.

Answer 10b: Not applicable.

Question 10c: Is there any requirement to monitor zone inputs at any of the FACP locations for any purpose? If so, how many zones are needed?

Answer 10c: No.

Question 11: The specification calls for a DACT interface, which is a bit passé, even when operated over IP.

Question 11a: Would the facility entertain a solution that was fully supervised via a “plug and play” serial interface to the Simplex FACP (and other brands) and process the the exact FACP text over IP to the head end CAD system?

The alarm information would auto re-route to the next fallback CAD system, and then be available at all CAD locations automatically. Any changes in the configuration of the FACP and/or text message, would immediately be updated at the CAD system with the next activation. This would of course save time not having to translate events at the FACP to a CID “canned text format” at the FACP and then have to manually update the CAD with the new information whenever a change in the configuration or text at any of the FACP locations occurs.

Answer 11a: No.

Question 12: If the contractor damages a utility line not shown on the profile sheet requiring the line to be repaired, will the contractor be reimbursed for the expense to repair the line?

Answer 12: The contractor is to repair damaged utilities at their expense. However, NASA will consider equitable adjustments to the contract for utilities damaged by the contractor if the utilities are not shown on the plan and/or profile sheet, the utility is not identified by the utility locator service, and no negligence is shown on behalf of the contractor’s work.

Question 13: Is there a list of prequalified utility contractors that the Base utilizes for utility repairs?

Answer 13: Communication lines are repaired by an on-site contractor. Other utility repairs do not require a prequalified contractor.

Question 14: Are there any geotechnical reports for the open cut trench areas?

Answer 14: There are no geotechnical reports for the open cut trench areas.

Question 15: Does the Base have a prequalified contractor’s list for asphalt/concrete repairs? Do the contractors that perform these work items have to be prequalified with the Alabama Department of Transportation (ALDOT)?

Answer 15: Asphalt/concrete repair contractors do not have to be prequalified with ALDOT or with NASA.

Question 16: What materials testing requirements are there for the asphalt and concrete patching?

Answer 16: Bid per plans and specs.

Question 17: Will the Facilities Office determine the areas where there is considerable doubt of the location of concealed utilities? These areas are described in Section 01 05 90-Special Conditions Section 3.2C.

Answer 17: Areas of suspect utility locations will be determined using our utility locator service.

Question 18: Do any of the open cut trench backfill areas require density testing for compaction of the material?

Replace/Revitalize Fire Protection/Alarm Node System (Site Wide)

SECTION 32 92 00 - TURF AND GRASSES

PART 1 - GENERAL

1.1 Description of work: This specification covers the furnishing and installation of seed and sod.

Products shall match existing material and/or shall be as directed by the Contracting Officer.

Installation procedures shall be in accordance with the product manufacturer's recommendations.

Demolition and removal of materials shall be as required to support the work.

PART 2 - PRODUCTS

2.1 Seed shall be the latest season's crop and shall be delivered in original sealed packages bearing the producer's guaranteed analysis for percentages of mixtures and pure live seed. Seed shall be labeled in conformance with U.S. Department of Agriculture rules and regulations under the Federal Seed Act and applicable ALDOT Standard Specifications for Highway Construction, Section 860. Weed seed shall not exceed 1 percent by weight of the total mixture. Seed mixes shall be according to the following table:

2.2 Sod shall be nursery grown, field sod, certified sod, or approved sod as classified in ALDOT Specification Section 654.

2.3 Sprigs shall be healthy living stems, stolons, or rhizomes and attached roots of grass without adhering soil. Sprigs shall include two to three nodes, shall be 4 to 6 inches long, and shall be obtained from approved sources where the sod is heavy and dense. Harvesting and planting operations shall be coordinated to prevent exposure of sprigs to the sun for more than 30 minutes before covering and moistening.

2.4 Water shall not contain elements toxic to plant life.

2.5 Mulching with straw, hay or other specified materials shall be applied according to Section 860, Roadside Improvement Materials of ALDOT Standard Specifications for Highway Construction. Hay or straw shall not contain nor introduce grass seed foreign to the type required per this section.

PART 3 - EXECUTION

3.1 Provision for furnishing topsoil, ground preparation including fertilizers, ground preparation for planting, establishing grass or other vegetative cover, sodding, and mulching shall be done per ALDOT Spec. Sections 650, 651, 652, 654 and 656,as applicable.

3.2 Preparation: Except on slopes steeper than 2 horizontal to 1 vertical, the soil shall be tilled to a depth of at least 4 inches. On slopes between 2 horizontal to 1 vertical and 1 horizontal to 1 vertical tillage, depths shall be 2 inches. On slopes steeper than 1 horizontal to 1 vertical, no tillage will be permitted.

3.3 Application:

A. Planting Seasons and Conditions: Planting shall not be done when the ground is frozen, snow covered, or in an unsatisfactory condition for planting.

B. Grass seed shall be distributed in conformance with the following table according to the applicable season of the year, and shall be watered sufficiently to establish a healthy stand of grass during the growing season. Straw or hay shall be strewn over seed to protect seed until establish growth occurs.

C. During months not suitable for seeding of Bermuda and Fescue grasses, the Contractor shall stabilize erosive soils by sowing Annual Rye Grass. If grass sown during the winter months does not germinate and grow, the Contractor shall stabilize erosive areas by re-seeding, spreading straw, applying mulch, jute netting or other approved means and material. At the appropriate season Bermudagrass or Fescue shall be sown at the rates shown in the table in Paragraph 2.1 accordance with these specifications.

D. Seeding:

1. Broadcast: Seed shall be broadcast uniformly. Cover seed to an average depth of 1/4 inch.

Distribute straw or hay over seeded area.

2. Drill: Drill seed to an average depth of ½” or as recommended by the local Agricultural County Extension Service for type of seed and application.

3. Hydroseeding: Utilizing cellulosic fiber, fertilizer and seed spread with one application in accordance with equipment manufacturer’s written instructions for the type of seed.

4. Immediately after broadcast or drill seeding, firm entire area except for slopes in excess of 3 to 1 with a roller not exceeding 90 pounds for each foot of length. Immediately after firming, water the soil to a depth of 6 to 8inches.

C. When required by drawings, sod shall be installed instead of seed and be accomplished in accordance with the ALDOT Specification Section 654.

D. When spot sodding, the sod shall be cut into plugs 2 inches square or 2 inches in diameter. The individual pieces of sod shall be placed on 12 - inches centers and pressed firmly into the soil by foot pressure or by tamping.

E. After sod pieces have been placed in position, the sodded area shall be rolled or tamped so that air pockets are eliminated.

F. Water shall be applied to the sodded areas at a rate sufficient to ensure thorough wetting of the soil to a depth of at least 4 inches.

G. When required by contract drawings, sprigging shall be accomplished instead of seeding. Sprigs shall be planted in such quantity as to provide a minimum of 25 viable sprigs or 108 linear inches of viable sprigs per square yard of areas. Immediately after sprigging operations have been completed, the planted area shall be firmed with a cultipacker or a roller. Water shall be applied at the time of sprigging operations wetting the soil to a depth of 4 inches.

H. Protection of Turfed Areas: Immediately after seeding, sodding, or sprigging, the area shall be protected against traffic or other use by erecting barricades, as required, and approved signs shall be placed at appropriate intervals until final acceptance.
