SUBJECT: Justification for Other Than Full and Open Competition (JOFOC) for Trane DDC System Upgrade (PR 4200710156)
1. Recommendation
I recommend that NASA Langley Research Center negotiate with Damuth Trane to provide modifications to the existing Trane DDC System. This will include materials, engineering and installation as requested with no plans or specifications available.
2. Nature of the Action
The nature of the action being approved is the purchase of materials and services necessary to modify the existing Trane DDC System in building 1232A at NASA Langley Research Center.
3. Description of the Supplies or Services
The Contractor shall perform the following task requirements:
o Integration into the existing base-wide Trane web server o Utilize NASA LaRC’s existing spatial data system (GIS) for asset locations and integration of managed components displayed in Trane Summit. This includes center level maps and layouts for individual buildings.
o Two (2) Trane System Controllers with local Ethernet and web-accessibility.
o Programming SC System Controller for Eighty-Seven (87) Existing LON devices.
o Modification and re-mapping of graphics o Replacement of One (1) Cooling Tower Fan Motor with new inverter rated motor o Crane will be used to remove existing motor and install new.
o One (1) NEMA4 Rated Variable Frequency Drive to replace existing cooling tower fan starter.
o Existing controls points utilized for Variable Frequency Drive points.
o Replacement of One (1) Hot Water Pump Motor (PMP02794) with inverter rated motor o One (1) Variable Frequency Drive to replace existing PMP02794 pump motor starter o Providing/installing One (1) Differential Pressure Sensor for new PMP02794 VFD to control to.
o Replacement of Two (2) Hot Water Pump Motors (HTP Unit 1) with inverter rated motors o Two (2) Variable Frequency Drive to replace existing HTP Unit 1 pump motor starters o Providing/installing One (1) Differential Pressure Sensor for new HTP-1 VFD’s to control to.
o Replacement of One (1) Hot Water Pump Motor (PMP02013) with inverter rated motor o One (1) Variable Frequency Drive to replace existing PMP02013 pump motor starter o Providing/installing One (1) Differential Pressure Sensor for new PMP02013 VFD to control to.
o Trane UC600 controller will be added to control PMP02013 System o Providing/Installing One (1) New Steam valve to replace existing o Providing/Installing Two (2) immersion well temperature sensors.
o Add Controls to Twenty-Seven (27) Fan Coils in the Annex Section o Providing/Installing Twenty-Seven (27) Trane UC400 Controllers o Providing/Installing Twenty-Seven (27) Digital Display Zone Sensors o Providing/Installing Twenty-Seven (27) Discharge Air Temperature
Sensors o Twenty-Seven (27) Three Way Hot Water Valves will be replaced with 2-way valves.
o Wireless Controls will be added to Existing CHL00102 o UC600 Trane Controller will be installed outside at Chiller in NEMA4 Enclosure o Wireless communication will be added to control CHL00102 o UC600 Trane Controller will be installed to control existing chilled water pump o Chilled Water Supply and Return Immersion Sensors installed in mechanical room with chilled water pump
Second Floor Fan Coil Units will have UC400 Controller, Digital Display Zone Sensor, and Discharge Air Temperature Sensor Installed. The existing three way hot water valves will be replaced with 2-way valves.
Programming and software set-up will be done by Trane Controls Technician. Controls schematics and wiring diagrams generated in CAD format.
4. Statutory Authority
Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1).
FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4) which requires NASA to follow 41 U.S.C.1901(e)
5. Contractor’s Unique Qualifications
Damuth Trane is the local Trane office and is already familiar with the Energy Manage and Control Infrastructure at NASA Langley Research Center. Damuth Trane is the only certified vendor in this region that can integrate the existing building controllers, set-up software on the existing web server and program the system to meet NASA Langley Research Center’s needs. Note that the Trane Ensemble is NASA Langley’s primary building automation system (BAS) enterprise management tool. Since 2011, all new construction buildings at NASA Langley have been equipped with Trane building automation systems.
Ideal interoperability occurs when a building’s BAS equipment is from the same vendor as the parent building enterprise management system. The current workforce has received considerable training on Trane Ensemble, including controller programming, setup, sequence of operations, data logging, graphical displays and troubleshooting.
6. Efforts Made to Solicit Offers
In accordance with FAR 5.201, this requirement will be synopsized via Federal Business Opportunities (FedBizOpps).
7. Determination of the Contracting Officer
With assistance from the NASA requiring organization, the Contracting Officer will conduct a thorough review of the proposal received to ensure that the anticipated cost to the Government will be fair and reasonable.
8. Description of the Market Research
Over the past month, the technical POC has met with TRANE (5 times), DAVCON (2 times), Jacobs Engineering (3 times), and with the facilities involved with the upgrade.
The meetings were to go over LaRC’s Building Automation Systems. This process also involved the Center Operations Directorate and the maintenance group. Vendor documentation was used from replacing controls throughout the Center on various projects currently in place. The technical POC has been replacing HVAC equipment and Controls (the Automation System) for over 9 years at LaRC and has vast knowledge of procuring the equipment and of the automation Systems.
9. Any Other facts supporting the use of other than full and open competition:
With other vendor controls on the BAS Control Center, the BAS operator will not have any control over the HVAC equipment and therefore would not be able to keep energy costs down. Other controls were previously problematic with the Trane BAS System and were shutting systems down resulting in high maintenance costs.
Purchasing a second software control product would add a substantial duplication of costs as follows:
Training would be required for the new product
Recurring software maintenance costs
Recurring operator costs
Recurring ongoing IT administration costs (i.e. patching, upgrading, issue resolution)
The proposal from Trane is a fair cost estimate based on previous estimates of work completed in other buildings on Center (B1250, 1209, 1244) under Contract
80LARC18P0016.
