Questions and Answers
1. Reference: Statement of Work Paragraph Entitled: Simulation Software
Question: This appears to be a proprietary program developed by the manufacturer of the
CT system, which the SOW was written around, for example, Nikon, Zeiss, etc.
It is restrictive to competitive bidding as, according to the SOW, it must be provided or developed only by the manufacturer of the CT system.
This software is distinctly separate from the operation of the required CT system and its mandatory inclusion could or will eliminate all other bidders/manufacturers.
Answer: It is an accurate statement that the paragraph was written because of a demonstrated capability by a manufacturer but was intended to expand the lab's capability through virtual analysis and training. It is believed that this is a valuable feature and that other companies can still compete by listing similar capabilities or features if they are equivalent to the requirement in the SOW.
The statement "Software is provided by the vendor, not a 3rd party software company” is intended to require that the software be supplied and supported by the vendor and all maintenance/service/support/contracts will go through the original vendor and not require additional agreements or procurements with a separate company for the license to use that software. This requirement is in effect so that if the software manufacturer goes out of business, the vendor will be required to provide a replacement or update to maintain the system's functionality.
2. Reference: Time and Motion Analysis (4D Computed Tomography Module)
Question: If this was a technical need, why wasn't it included in the original solicitation?
Additional Comments: When we spoke to other NASA sites that have this capability, they had no use for it and admitted it was simply a sales tool.
Answer: Additional research into CT imaging capabilities found the time and motion analysis potentially valuable for future inspections. This system is utilized for inspecting and analyzing parts and systems by various processing and research projects, and we cannot predict what a customer's need will be in the future. Still, we would like to have

Amendment 1 all available options to support KSC and NASA better. This time and motion analysis may prove to be a helpful tool, and we hope not to limit ourselves to a purchase of what we already have. The request does list “or equivalent,” and offers that provide additional capabilities and benefits that may be similar may be submitted.
All terms and conditions of this RFQ remain unchanged.
