Statement of Work

NASA Kennedy Space Center Vegetation Clearing Services

Introduction

The National Aeronautics and Space Administration (NASA) invites potential offerors to submit a firm fixed priced proposal from Hub-Zone set-aside to this Statement of Work (SOW) to perform land clearing at the Kennedy Space Center (KSC) as described below.

KSC is very quickly approaching the return of Human Spaceflight, currently planned for 2019, and it is imperative that KSC is able to capture these historic missions on behalf of our Agency in accordance with the vision set forth by NASA HQ Office of Communications as well as the

NASA Administrator. Presently, due to overgrowth, the launch pads that will be used to launch humans into space are either not clearly visible, or completely obstructed from view. Public

Relations (PX) will be funding line-of-site (LOS) vegetation clearings from the KSC press site to several launch pads. This work will be accomplished in coordination with the KSC

Environmental Management Branch, the KSC grounds contractor, and Merritt Island National

Wildlife Refuge (MINWR). The intent would be to clear in order: LC-41, LC-40, and finally LC-

39B.

The Natural Area Line of Site (LOS) vegetation management method will be used versus using a traditional clear and grub or mulching to the ground method typically used. In working with

MINWR, a less intensive and impactful land management process has been identified as the best approach to create and maintain the LOS from the KSC press site to the multiple launch complexes. This method includes roller-chopping native scrub habitat that has become too tall to burn or obscures the visual LOS, hand removal of selected trees located in sensitive habitats, such as wetlands, and otherwise leaving the natural vegetation in place but at lower heights that does not interfere with launch observations. In areas of dense exotic vegetation cover, such as

Brazilian pepper, other vegetation control methods including mulching may be employed.

In addition, there is a need to remove a risk of wildfire that could potentially threaten facilities and/or operations in the area within the Booster Fabrication Facility (BFF). The target area is within the footprint of the BFF facility fence and consists of approximately 22 acres of overgrown vegetation. The area has a high level of accumulated vegetation and, if ignited, could potentially damage or threated processing operations at the BFF or at a minimum force an evacuation. There is the possibility that underground infrastructure or hazards exist which limit the use of firefighting bulldozers. To mitigate the risks of wildfire the United States Fish and

Wildlife Service has recommended the mitigation of the site reduce the probability and severity of the threat.

Requirements:

All land clearing must be in accordance with Attachment A3 Environmental Guidelines.

(1)Press Site – Line of Site Clearing (LOS)

The contractor shall reduce vegetation height using methods described in 1.0 within the LOS areas from the KSC Press Site to the SLC 40 Pad, SLC 41 Pad, and the SLC 39B Pad as shown on the attached maps. The approximate acres of vegetation requiring management is provided in the table below and illustrated in the included land cover LOS map (Attachment A1). The final height of managed vegetation should not exceed the target managed height as shown in Figure

01, or be below 3’ above land surface (unless authorized by the Contracting Officer). LOS areas dominated by Brazilian pepper may be cleared to land surface, but with only minimal soil disturbance allowed (no grubbing permitted).

The contractor shall provide a minimum of one post site work application of appropriate, EPA approved herbicide for use in natural areas to treat/eliminate re-sprouting exotic plants within treated areas. Primary target areas are within the identified Brazilian pepper land cover acreage but other areas may have small amounts of exotic plants that require treatment. This requirement only applies to areas that undergo vegetation management and does not include the entire LOS area shown in Attachment A1.

The estimated number of acres and type of vegetation is provided in the table below.

Press Site LOS shall be completed no later than September 30, 2019.

(2)Booster Fabrication Facility (BFF) Fire Reduction Clearing

The contractor shall clear the area around the BFF. The scope of work is approximately 22.17 acres of land to clear. Approximately three (3) acres of which are along fence line are identified in red on the BFF Fire Reduction Clearing Map (Attachment A2). Contractor shall mechanically thin and remove understory vegetation without removing large mature trees. This would reduce the severity of a wildfire but not mitigate the probability of occurrences. A mastication tool or similar mulcher/grinder machine is recommended.

BFF fire reduction clearing to start no earlier than October 1, 2019.

Work shall be performed in the following order:

1. Press Site to Launch Complex 41

2. Press Site to Launch Complex 40

3. Press Site to Launch Complex 39B

4. BFF Fire Reduction Clearing

Period of Performance:

Date of award through November 30, 2019.
