NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
GLENN RESEARCH CENTER (GRC)
CLEVELAND, OHIO
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
PRTBD
I. Description of Requirement I recommend that Glenn Research Center (GRC) negotiate only with General Electric Global Research Center, Inc. (GE) to develop and test a flight-ready version of GE Global Research Center's megawatt inverter developed under a previous NASA Research Announcement (NRA) Silicon Carbide Lightweight Inverter for Megawatt Power (SLIM) contract, NNC15CA29C (the "SLIM Contract"). The intended development and testing of a flight-ready version of the aforementioned megawatt inverter supports reducing risk and advancing key enabling technologies for transport class electric aircraft propulsion powertrains. Additionally, the overall objective for the flight-ready megawatt inverter development and test is to demonstrate full power operation in flight while driving a flight-ready megawatt motor for aircraft propulsion.
The results from this technology development and test effort will be used to validate powertrain readiness for flight at the megawatt scale. Many organizations are anticipating the gradual electrification of aircraft propulsion and this technology development and flight effort is key to reducing the risk of such systems in practical aircraft. National Aeronautics Space Administration (NASA) will use the results of this study to develop an electric aircraft propulsion-based vision vehicle for civilian applications for regional airport point-to-point transport with the end goal of commercial passenger cost and time savings.
The estimated value of this procurement is $6M with a cost share of $6M and it is anticipated that a cost plus fixed fee will be negotiated with GE as a follow on contract to the SLIM Contract.
II. Statutory Basis for Other Than Full and Open Competition The statutory authority pemutting other than full and open competition is IO U.S.C. 2304(c)(l ), only one responsible source and no other supplies or services will satisfy Agency requirements.
III. Rationale In Support of Statutory Authority One of the most critical electric aircraft propulsion technical challenges is the high voltage, high power, light-weight power convertors that are required to enable a new class of aircraft that can achieve a net benefit in fuel savings. These power convertors are used to drive powerful flight weight electric motors that in tum drive ducted fans for propulsion in future commercial aircraft.
The Government has been funding several companies to develop this new class of power convert or but GE is so far the only company to demonstrate a full-scale flight-weight megawatt inverter under the SLIM Contract. The Government would like to accelerate this activity to increase the Technology Readiness Level (TRL) 6 technology to TRL 9 technology over the next 3 years to support anticipated flight demonstrations.
Flight testing is being planned on an electric aircraft within 3 years and GE is the only U.S.
Company that has the experience, knowledge, and technical ability to effectively and econonucally develop and perform a test of a flight-ready megawatt power convertor for NASA.
IV. Description and Results of Market Research As stated in Glenn Work Instruction GLW 51 IO.I , Research and Development (RD) acquisitions are not subject to the market research requirements of FAR Part IO. A description of this requirement was posted to the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES). GE expressed an interest in the requirement. GE submitted proposal No. I 5- AATTI -0002, dated May 22, 2015, in response to NRA NNHI5ZEA00IN-AATTI. NASA Headquarters provided the original technical evaluation and awarded the contract to GE. The NRA was sent to GRC for award and administration of the subsequent contract. Supporting research in science and technology is an important part of NASA's overall mission. NASA solicits this research through the release of various research announcements in a wide range of science and technology disciplines. NASA uses a peer review process to evaluate and select research proposals submitted in response to these research announcements.
V. Determination of Fair and Reasonable Cost GE will be required to submit a proposal to be evaluated by the Contracting Officer and technical personnel, with support from internal Price Analysts and external organizations ( e.g. DCAA, DCMA) as needed. The guidance and techniques specified at FAR 15.404 and NFS 1815.404 will be followed during the proposal evaluation. If appropriate, price analysis and technical analysis per FAR 15.404-l(b) and (e), and NFS 1815.404-l(e) will be performed to determine and negotiate a fair and reasonable price. If price analysis is not appropriate, then cost analysis and technical analysis, per FAR 15 .404-1 ( c) and ( e ), and NFS I 815 .404-1 ( e) will be performed to determine and negotiate a fair and reasonable price.
VI. Actions to Remove or Overcome Barriers to Competition This matter was already competed in the original NASA Research Announcement (NRA) for Megawatt Scale Electric Aircraft Power Inverters and the GE SLIM proposal was selected by a team of subject matter experts from across the Agency. This follow-on contract can only be completed by GE Global Research Center because they are the inventor and developer of the technology that is being made ready for flight. The results and data from this test will be protected under export control but will be made available to U.S. industry (to the fullest extent possible based on the data rights in the contract) and other U.S. government agencies. Dissemination will be accomplished via export-controlled reports and conference proceedings such as Joint Propulsion Conference, thus providing others in this small community the opportunity to benefit from the knowledge that was generated by this investment of the U.S. government. No additional actions are expected since the matter was pre-competed and no additional follow-on work is expected after the flight demonstration.
