STATEMENT OF WORK

Control System specifications for Hydraulic-Actuated, Axial and Axial/Torsional Load Frames

NASA requires a control system for an existing, government owned, hydraulic-actuated, axial and axial torsional test stand(s). This control system shall include the specified interface cables and software but shall not include the personal computer or workstation if one is required.

Specification of the appropriate personal computer to run this system shall be supplied.

The load frames to be upgraded are:

Three (3) Axial/Torsional load frames model 309.40 from MTS Systems with 500 kN capacity

One (1) Axial/Torsional load frame model 858 (with 359 model actuator) from MTS Systems with 25 kN capacity

Five (5) Axial load frames model 810 from MTS Systems with 100 kN capacity

Four (4) Axial load frames model 880 from MTS Systems with 250 kN capacity

The controller shall be make/model equivalent to the Moog Test Controller and Moog Integrated Test Suite by Moog Inc. Key features in this control system is the ability to provide both simple/quick setup of standard test sequences and the option for completely customizable programing of complex test sequences through an open interface.

If a different hardware and software package is proposed, then the controller system must have the functionality described below.

A. GENERAL REQUIREMENTS

1. The controller must have demonstrated pedigree in a research lab environment. If requested, the vendor shall supply contact information for existing customers in the aerospace or equivalent industries who will supply performance references.

2. The controller system (hardware and software) must be cleared through the NASA Supply Chain Risk Assessment

3. The control system shall include all the hardware and software necessary to control a government owned load frame test stand with one servo-actuated motion axis for axial load frame and two servo-actuated motion axes for axial/torsional load frames.

4. If specified for an axial load frame, the control system shall provide complete digital closed-loop command and feedback motion control at 2,000 Hz minimum communication rate for at least the following channels:

a. One (1) load (full bridge) conditioning channel

b. One (1) stroke (AC LVDT) conditioning channel

c. One (1) strain conditioning channel

OR if specified for an axial/torsion load frame, the control system shall provide complete digital closed-loop command and feedback motion control at 2,000 Hz minimum communication rate for at least the following channels:

a. Two (1) load (full bridge) conditioning channel

b. One (1) stroke (AC LVDT) conditioning channel

c. One (1) rotational (AC RVDT) conditioning channel

d. One (1) strain conditioning channel

5. The controller system shall interface with a frame-local hydraulic service manifold (HSM) and provide proportional control of hydraulic supply pressure and 2-stage servovalve(s)

6. The controller system shall provide signal conditioning based on at least the following transducers:

a. Full bridge load transducer (two for axial/torsional systems)

b. AC LVDT stroke transducer

c. AC RVDT rotational transducer for axial/torsional systems

d. DC extensometer transducer

e. Full bridge strain gauge transducer

7. The controller system shall provide signal conditioning based on at least

a. Two (2) +/-10V analog inputs (ADC)

b. Two (2) +/-10V analog outputs (DAC).

8. The controller system shall provide an easy to activate emergency stop capability.

9. The controller system shall be capable of performing a wide range of traditional and specialty mechanical test methods while providing control limits to protect samples, hardware, and personnel. Open interface access to test control is a key feature.

10. The controller system shall be built on an expandable and upgradeable architecture such that future modules can be added or upgraded in the existing hardware rack.

11. The control system shall incorporate a rugged design with ESD protection

12. Necessary interface cabling shall be provided for servo-hydraulic control, load cell, and actuator position sensing (LVDT).

13. Control interface specifications shall be provided to allow the government the ability to repair, fabricate, or purchase future cables for load cell, position sensing (LVDT), extensometer, strain gauge, and temperature interfaces.

B. CONTROLLER QUALITY SPECIFICATIONS

1. The controller shall provide simultaneous 24 bit signal resolution at 100 Hz bandwidth

2. The controller shall provide transducer calibration functions

3. The transducer measuring capability shall meet or surpass the following standards:

a. ASTM E-4

b. ISO 7500/1

C. REMOTE PENDANT

4. A hand set shall be provided for coarse and fine positioning of the actuator to facilitate test set-up.

5. The hand set may provide the location for the physical emergency stop input.

D. SOFTWARE

1. The controller software shall provide configuration, calibration, tuning, and test operations.

2. The controller software shall provide motion control and bumpless mode control switching

3. The controller software shall provide a test configuration and data acquisition interface that allows nested instructions and event trigger actions

4. The controller software shall provide features for performing real-time engineering calculations based on transducer response

5. The controller software shall provide features for real-time graphical representations based on transducer response and/or engineering calculations.

6. Transducer response and calculated results shall be stored in an ASCII or CSV format to any disk drive recognized by the computer, including networked drives.

7. The software shall accommodate an open source or open interface programing option for sophisticated user-defined test programs

E. COMPUTER INTERFACE

1. The control system shall interface with a Windows 10 operating system computer that will be furnished by the government

2. The vendor shall provide detailed computer specifications for optimum computer compatibility.

F. WARRANTY and QUALITY

1. 12 month warranty shall be given on software and all hardware.

2. 12 month system maintenance agreement shall be offered that includes software updates and phone support.

(a) Definitions. As used in this clause—

Covered article means any hardware, software, or service that—

(1) Is developed or provided by a covered entity;

(2) Includes any hardware, software, or service developed or provided in whole or in part by a covered entity; or

(3) Contains components using any hardware or software developed in whole or in part by a covered entity.

Covered entity means—

(1) Kaspersky Lab;

(2) Any successor entity to Kaspersky Lab;

(3) Any entity that controls, is controlled by, or is under common control with Kaspersky Lab; or

(4) Any entity of which Kaspersky Lab has a majority ownership.

(b) Prohibition. Section 1634 of Division A of the National Defense Authorization Act for Fiscal

Year 2018 (Pub. L. 115-91) prohibits Government use of any covered article. The Contractor is prohibited from—

(1) Providing any covered article that the Government will use on or after October 1, 2018;

and

(2) Using any covered article on or after October 1, 2018, in the development of data or deliverables first produced in the performance of the contract.

(c) Reporting requirement. (1) In the event the Contractor identifies a covered article provided to the Government during contract performance, or the Contractor is notified of such by a subcontractor at any tier or any other source, the Contractor shall report, in writing, to the Contracting Officer or, in the case of the Department of Defense, to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.

(2) The Contractor shall report the following information pursuant to paragraph (c)(1) of this clause:

(i) Within 1 business day from the date of such identification or notification: The contract number; the order number(s), if applicable; supplier name; brand; model number (Original Equipment Manufacturer (OEM) number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.

(ii) Within 10 business days of submitting the report pursuant to paragraph (c)(1) of this clause: Any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of a covered article, any reasons that led to the use or submission of the covered article, and any additional efforts that will be incorporated to prevent future use or submission of covered articles.

(d) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts, including subcontracts for the acquisition of commercial items.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(d) Inspection/Acceptance. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The Government must exercise its postacceptance rights—

(1) Within a reasonable period of time after the defect was discovered or should have been discovered; and

(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.

(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.

(f) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor’s records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.

(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.

(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

52.219-28 POST-AWARD SMALL BUSINESS PROGRAM REREPRESENTATION (JUL

2013)

(a) Definitions. As used in this clause—

Long-term contract means a contract of more than five years in duration, including options.

However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is “not dominant in its field of operation” when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.

(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:

(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.

(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.

(3) For long-term contracts—

(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and

(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.

(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.

(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.

(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor’s current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.

(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.

52.245-2 GOVERNMENT PROPERTY INSTALLATION OPERATION SERVICES

(APR 2012)

(a) This Government Property listed in paragraph (e) of this clause is furnished to the Contractor in an “as-is, where is” condition. The Government makes no warranty regarding the suitability for use of the Government property specified in this contract. The Contractor shall be afforded the opportunity to inspect the Government property as specified in the solicitation.

(b) The Government bears no responsibility for repair or replacement of any lost Government property. If any or all of the Government property is lost or becomes no longer usable, the Contractor shall be responsible for replacement of the property at Contractor expense. The Contractor shall have title to all replacement property and shall continue to be responsible for contract performance.

(c) Unless the Contracting Officer determines otherwise, the Government abandons all rights and title to unserviceable and scrap property resulting from contract performance. Upon notification to the Contracting Officer, the Contractor shall remove such property from the Government premises and dispose of it at Contractor expense.

(d) Except as provided in this clause, Government property furnished under this contract shall be governed by the Government Property clause of this contract.
