Justification for Other Than Full and Open Competition NATIONAL AERONAUTICS AND SPACE ADMINISTRATION GLENN RESEARCH CENTER (GRC) CLEVELAND, OHIO
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
PR 4200672824
I. Description of Requirement I recommend that NASA, NASA Shared Services Center negotiate with Purdue University only for Universal Two Phase Pressure Drop and Heat Transfer Correlations for Cryogenic Fluids. The total estimated cost of this effort is $330,000 and the estimated period of performance is approximately 08/07/2018 to 09/30/2021.
II. Statutory Basis for Other Than Full and Open Competition The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy Agency requirements.
III. Rationale In Support of Statutory Authority Based upon FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
(a) Authority.
(1) Citations: 10 U.S.C. 2304(c)(1) or 41 U.S.C. 3304(a)(1).
(2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
(iii) For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in—
(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition;
Purdue has recently conducted an analogous development of universal correlations, but for room temperature fluids like water. They are already familiar with the requirements of this new task and can therefore provide the set of universal cryogenic correlations in a timely matter that is needed to meet NASA goals.
The lab is an internationally recognized expert in two-phase flow modeling, with over 34 years’ experience.
If another lab conducted this work, they would need a considerable amount of overhead (both schedule and money) to even have the capability. Additionally, since the correlations are time sensitive to one NASA project, choosing another vendor would compromise the final delivery date of the models.
IV. Description and Results of Market Research JOFOC Posted 08/16/2018.
V. Determination of Fair and Reasonable Cost The vendor will be required to submit adequate price support data, and an analysis will be performed to determine the price as fair and reasonable.
VI. Actions to Remove or Overcome Barriers to Competition No action can reasonably be taken to remove or overcome barriers to completion Since Purdue is the only capable source for this procurement. The cost to gain this capability is cost prohibitive to the government and as such justifies using University of Purdue and the sole source for this procurement
