1.0 Background

The National Aeronautics and Space Administration (NASA) operates a Douglas (Boeing) DC-8-

72 aircraft as an Airborne Science flying laboratory. This aircraft N817NA S/N 46082 is operated by NASA Armstrong Flight Research Center (AFRC) and is based at Bldg 703 located in

Palmdale, CA. This aircraft will require the presently installed landing gear removed and replaced with a zero-time overhauled ship set no later than 2022, but likely sooner.

2.0 Objectives

Overhaul of a complete landing gear ship set for NASA’s DC-8-72, with all applicable airworthiness directives and service bulletins incorporated.

3.0 Scope

The contractor shall provide a complete overhauled landing gear ship set for the NASA Airborne Science

Program DC-8-72 aircraft. This includes

• LH and RH MLG Bogie & Shock Strut Assembly

• Nose Landing Gear (NLG)

All assemblies shall include all components that would enable an operator to install/change the landing gear as an all-inclusive Ready for Installation (RFI) assembly. The MLG Sidebrace Assemblies (LH and

RH) do not require an overhaul.

4.0 Tasks

4.1 Assembles and Components to be Overhauled

• Overhaul and Build-up DC-8-72 NLG Assembly – P/N 5716694-521, S/N L1809

• Overhaul and Build-up DC-8-72 Bogie & Shock Strut Assembly (LH) – P/N 5719145-

507, S/N L1807

• Overhaul and Build-up DC-8-72 Bogie & Shock Strut Assembly (RH) – P/N 5753118-

5532, S/N L1808

Note: Wheels, Tires and Brakes are not included in the build-up.

Life Limited Parts must extend to the next overhaul with time remaining; NASA currently has a required life cycle of 16 years after Landing Gear installation.

4.3 Overhaul Documents

4.4 Time between Overhauls / Life Limited Components

1. NASA requires the landing gear to be overhauled every sixteen (16) years

2. Life limited components are tracked as an assembly

3. Vendor to provide life limited Time Since New (TSN) and or Cycles Since New (CSN) information

4. Life limited parts installed must extend to the next scheduled overhaul after installation.

4.5 General Build-up

1. Shock strut fluid to be Mil-H-5606 or equivalent

2. Lubricate per Douglas Aircraft Co, Chapter 12-81-1

3. Scraper / seal configuration compatible Mil-H-5606

5.0 Deliverables

1. Overhauled RFI main and nose landing gear ship set, for DC-8

a. LH and RH MLG Bogie & Shock Strut Assembly;

b. Nose Landing Gear (NLG)

2. Landing gear shall be delivered certified for type 4A25 with a maximum taxi gross weight of 353K

3. Data Package

i. Life Limited Parts (LLP) List

ii. FAA 8130-3 for each major assembly

iii. List of all airworthiness directives embodied

iv. List of all service bulletins embodied

v. List of all service letters embodied

vi. Submittals to Boeing with Boeing response (if applicable)

vii. 3 year warranty from delivery

4. Provide access for NASA to perform periodic facility, process and quality Inspections.

6.0 Government-Furnished Property

7.0 Performance / Qualifications

1. The work shall be performed by an FAA Part 145 Certified Repair Station with landing gear rating type.

2. Current with the changes to OEM overhaul manual and federal regulations

3. Capable of rendering services in analysis of landing gear technical problems

4. Advise NASA of any changes to inspection criteria and procedures prior to implementation

5. The landing overhaul facility completing the work shall have a Third Party Certified

Higher Level Quality Assurance System (e.g. AS9100) OR as a minimum demonstrate AS9100 compliance

8.0 Period of Performance

The period of performance shall complete the overhaul 120 Days from receipt of landing gear from NASA.

9.0 Delivery Schedule

• The contractor shall submit a delivery schedule in their quote to indicate the proposed/contractual delivery date for each of the landing gears and the mandatory documentation. Split delivery of the baseline requirement is acceptable; however, all required documentation shall be delivered with each landing gear.

• At a minimum, the contractor shall provide all required preliminary documentation and identification of all presented/proposed landing gears by 15 days prior to shipment.

10.0 Quality Assurance

• Data Delivery Package o Items identified in Sections 3.0, 4.0, and 5.0 (as applicable) o A Data Delivery Package shall be presented for review at each Pre Ship Review.

The Contractor shall deliver objective evidence with the landing gear hardware, showing product assurance acceptance and sign-off of in-process maintenance/overhaul processes, and final inspection. The Contractor shall implement all corrective actions necessary to remedy, before final acceptance, any nonconformance with respect to this SOW or the specifications.

• Government Mandatory Inspections

A seven-work day notification is required prior to the completion on the work requiring

NASA inspection. The advance notice is to permit the NASA Quality Assurance

Representative (QAR) adequate scheduling of required contractual inspection and/or testing at the Contractor facility or other site as applicable.

o A Government Source Inspection shall be required for the following:

▪ Pre-ship data review. NASA shall have final approval/acceptance authority over all tests, verification, and documentation.

▪ Landing gear final assembly prior to preservation

▪ Preservation of each landing gear.

• Pre-Ship Review (PSR)

The Contractor shall hold a Pre-Ship Review (PSR) at the Contractor's facility at the completion of verification and validation tests and prior to shipment of the hardware to NASA. A PSR shall be held prior to the delivery of each hardware item. Any discrepancies between the hardware to be delivered and the drawings or specifications shall be listed and acceptance/waiver justifications presented.

All discrepancy report documentation is to be discussed and included as part of the Data Delivery Package.

At the time of the PSR, documents and analysis to support compliance with the requirements of this SOW for the hardware being delivered shall be complete and all actions from previous reviews for the hardware being delivered shall be closed.

• General Requirements

Landing gears provided under this contract shall be zero time since Repair and test by an FAA Part 145 approved repair station (and/or by an appropriately certified and approved European/Canadian/Asian or equal repair station) with appropriate rating to perform overhaul of aircraft landing gears and have implemented a Quality Management System that meets the intent of the requirements of International Aerospace Quality Standard AS 9100.

• Shipping

NASA will arrange for shipping to and from the contractor facility. NASA will provide an acceptable shipping container that will adequately protect the aircraft landing gear during shipping/transportation; along with all special environmental/preservation requirements for long-term storage.

The landing gear shipment does not require an air ride truck.

By executing the act of product shipment, the Contractor certifies that the product complies with all contract requirements. Prior to shipping, contractor Quality

Assurance personnel shall ensure that:

• The accompanying documentation (Contractor's shipping and property accountability form) has been reviewed for completeness, identification, and quality approvals

• Evidence exists that preservation and packaging are in compliance with requirements

• Packaging and marking of products, as a minimum comply with Interstate

Commerce Commission rules and regulations and are adequate to ensure safe arrival and ready identification at their destinations

• The loading and transporting methods are in compliance with those designated in the shipping documents

The Contractor’s quality assurance organization shall verify prior to shipment that the above requirements have been met and shall sign off appropriate shipping documents to provide evidence of this verification.

11.0 Over and Above

Contracts for the performance of overhaul, modification, and repair of various items (e.g., landing gears) generally contain over and above work requirements.

During contract performance the contractor shall identify any over and above work. The contractor shall identify needed repairs and recommend corrective action during contract performance. The contractor shall submit a work request to identify the over and above work and, as appropriate, the Government shall authorize the contractor to proceed.

The contracting officer may issue a blanket work request authorization describing the manner in which individual over and above work requests will be administered and setting forth a dollar limitation for all over and above work under the contract.

To the maximum extent practical, over and above work shall be negotiated prior to performance of the work.
