Armstrong Flight Research Center (AFRC)
Statement of Work
NASA 502 Avionics Upgrade / Maintenance
1.0 Introduction
NASA Armstrong Flight Research Center (AFRC) operates a Gulfstream C‐20A (GIII aircraft).
The NASA C‐20A S/N 389 (Gulfstream III) is a business jet that has been structurally modified and instrumented by NASA AFRC. This aircraft is based at the NASA AFRC, building 703 facility, 2825 East Avenue P, Palmdale, California.
The current avionics suite needs an upgrade to be compliant to fly worldwide starting in January 2019. In addition, the C‐20A’s CMP Maintenance Card Due List, Custom Operation Package 1, Custom Operation Package 2 will need to be completed as well. This work will be completed within 6 weeks but no later than 7 weeks starting on November 26, 2018.
2.0 Objective and Scope of Contract
Upgrade avionics suite to be compliant to fly worldwide and perform CMP Maintenance Card
Due List and Custom Operation Packages 1 and 2. The aircraft shall be restored to a flyable state.
3.0 Task Requirements
The contractor shall perform the tasks outlined below.
3.1 Avionics upgrade to 30502, see Exhibit #4. Included in this:
a. UNS‐1Lw DUAL WAAS ‐ TYPICAL
i. Remove the existing Flight Management System and install new dual
Universal Avionics UNS‐1Lw Super Flight Management Systems (FMS) with Wide Area Augmentation System (WAAS).
ii. The existing navigation interface will be retained.
iii. The new FMS will be integrated in the same manner as the removed system and certified for enroute, terminal, and non‐precision approach navigation.
iv. System Equipment:
1. 2 ea. UNS‐1Lw Super Flight Management Systems w/WAAS
*CS=Customer Supplied.
2. 2 ea. Control Display Unit (CDU) *CS
3. 2ea. Configuration Modules *CS
4. 2ea. Installation Kits *CS
5. 1ea. SSDTU (Solid State Data Transfer Unit) *CS
6. 1ea. SSDTU Install Kit *CS
7. 2ea. GPS/WAAS Antennas *CS
8. 2ea. GPS/WAAS Antenna Install Kit
9. 4ea. Annunciators
v. Verify type and location of existing GPS antenna. In some cases, the new
GPS/WAAS antenna cannot be installed in the same location (footprint) due to the close proximity of the TCAS antenna and/or shape of the antenna
vi. Provide Engineering & Certification
b. UL‐801 UNILINK – TYPICAL
i. Furnish and install a new Universal Avionics UL‐801 UniLink Data
Communications System.
ii. This system will be interfaced with the existing UNS Flight Management
System (FMS).
iii. System Equipment:
1. 1ea. UL‐801 Processor *CS
2. 1ea. UL‐801 Install Kit *CS
3. 1ea. Configuration Module *CS
4. 1ea. VHF Antenna
iv. Provide Engineering & Certification
c. ADS‐B OUT PROLINE TDR‐94D – (CMD Flight Solutions AML STC‐PART 25)
i. Modify existing transponders to support operational capability for
Automatic Dependent Surveillance‐Broadcast (ADS‐B) OUT certified in accordance with existing AML STC ST03424CH.
ii. System Equipment:
1. 2ea. TDR‐94D Transponder Upgrades (622‐9210‐409> ‐501) *CS
2. 1ea. Skylight Digital Discrete Adapter (DDA)
3. 2ea. Annunciators
iii. Aircraft with Universal FMS’s must have FMS Software Control Number
(SCN) 1000.7 or later for ADS‐B Out, and verify.
iv. Aircraft must have compatible GPS sensors in order to be qualified for
ADS‐B, and verify.
v. Verify RVSM capability.
vi. Provide Engineering & Certification
d. MFD‐640 – TYPICAL
i. Furnish and install a new Universal Avionics MFD‐640 Multifunction
Display Unit in place of the existing Radar Indicator. The MFD may allow display of Radar, TAWS, TCAS and FMS Nav information, if available.
ii. System Equipment:
1. 1ea. MFD‐640 Multi‐Function Display *CS
2. 1ea. MFD Configuration Module *CS
3. 1 ea. MFD‐640 Install Kit *CS
4. 1 ea. Primus 880 Weather Radar Controller *CS
iii. Modify panel, if needed.
iv. Provide Engineering & Certification
e. CTL‐92E – Transponder Control Head
i. Furnish and install a new Rockwell Collins CTL‐92E Transponder Control
Head in place of the existing ATC Controller.
ii. Provide Engineering & Certification
f. ICS‐120 – Iridium Communication System
i. Furnish and install a new Rockwell Collins ICS‐120 Iridium Communication
System.
ii. Verify and utilize the iridium antenna already installed on the aircraft.
iii. Provide Engineering & Certification
3.2 Aircraft maintenance work for the following:
a. Custom Operations Package 1 (See Exhibit #1)
b. Custom Operations Package 2 (See Exhibit #2)
c. CMP Due List (See Exhibit 3)
3.3 After performing the avionics upgrades outlined in 3.1 and the aircraft maintenance outlined in 3.2, restore the aircraft to a flyable state.
a. This includes operational checks and leak checks of removed panels and aircraft systems, log book entries, return to service authorizations, and any other required closeout tasks.
3.4 The work necessary to complete the avionics upgrades shall be completed at the contractor’s facility. This includes any work necessary to gain access to the repair area to include removal and replacement of panels and any aircraft systems blocking necessary access to the modification area.
3.5 Allow NASA designated personnel including engineers, inspectors, aircraft maintenance personnel, and other technical experts to observe the work at any time.
a. Contractor must notify NASA designated inspector at the following progress points for inspection/witnessing:
i. After the systems are removed
ii. Directly prior to installing NEW avionics and associated systems
iii. Before and during reinstallation of removed aircraft systems
b. NASA designated personnel may include employees of NASA and employees of the NASA Armstrong support contracts.
c. NASA intends to maintain the presence of at least one designated person on‐site at the contractor facility throughout the course of the work.
3.6 Immediately notify the on‐site NASA designated personnel should any unknown conditions be found requiring repair outside the original scope of this contract.
a. The on‐site NASA designated personnel will coordinate with the Contractor and relevant NASA Armstrong offices to develop a disposition plan for the additional repair and to secure authorization for any additional required work.
b. Under no circumstances should the Contractor perform work outside the original scope of this contract without the express authorization of the NASA Contracting Officer.
4.0 Quality Assurance.
The Contractor shall provide and maintain a quality assurance and inspection program. The Contractor's inspection program shall ensure compliance with technical guidance, engineering specifications, and applicable Federal Aviation Administration (FAA) regulations.
4.1 Non‐conformance: And have in place a procedure for reporting of nonconforming articles, materials, and equipment.
("Non‐conformance" is defined as a condition of any article, material, or service in which one or more characteristics do not conform to the specified requirements. This includes failures, discrepancies, deficiencies, defects, anomalies, and malfunctions).
4.2 Inspection: And provide aircraft inspectors to verify that work is performed in accordance with technical specifications and that the workmanship is airworthy. The inspectors shall ensure that all inspection/repair documentation is completed and delivered to the government.
4.3 Tool Control: Utilize a system of positive tool control. A system must be established by the Contractor to account for all items taken onto the C‐20A aircraft.
4.4 Government Source Inspection: All work performed on this contract will be subject to inspection by the Government at any time. Government designated inspectors will provide follow up inspections to work performed on the aircraft.
5.0 Deliverables
The contractor shall:
5.1 Provide an airworthy C‐20A aircraft, tail number 30502 with avionics systems upgrade and maintenance in accordance with the tasks outlined above. It shall be RVSM capable and have ADS‐B Out capabilities.
5.2 Provide all the necessary documentation required (installation and wiring diagrams, parts lists, flight manual updates).
5.3 Provide prior to aircraft input system manuals and part information to allow for updates to our aircraft maintenance tracking system.
5.4 Provide records of all contractor performed repairs.
5.5 Training of the new avionics suite to the NASA pilots who are ferrying 30502 to/from the contractor location and the aircraft maintenance crew.
5.6 Provide all items removed and replaced from the aircraft, in addition to updated weight and balance information of those items.
5.9 Return all removed avionics related items and provide a copy of approved and submitted FAA Form 337.
5.10 Provide Engineering and Certification for all tasks listed in Section 3.0.
6.0 Period of Performance
All work should be completed within 30 business days after arrival of 30502 to the contractor.
7.0 Travel
A NASA AFRC engineer, inspector, maintenance crew, and technical expert may travel with the aircraft and be around the contractor worksite in order to inspect the work being performed on the aircraft.
8.0 CONTRACTOR QUALIFICATION REQUIREMENTS
The contractor shall certify (and/or provide evidence where required) that the following requirements are met, or where requested, propose an alternate approach.
8.1 Corporate Experience: The Contractor shall have cockpit avionics experience and experience performing aircraft inspections and repair.
8.2 Staff Experience: The Government strongly desires that all personnel performing this maintenance possess FAA Airframe and Power Plant (A&P) certification or work under a Repairman’s certificate.
8.3 Tooling: The Contractor shall certify that he possesses or can obtain (prior to commencement of this effort) all fixtures, tooling, and support equipment necessary to perform the required maintenance.
8.4 Work Location: All avionics work shall be performed at a licensed Avionics Repair Station Site, and all maintenance work shall be performed at a licensed FAR Part 145 Repair Station Site.
8.5 Reference Materials: Possess relevant technical reference material to perform above tasks.
9.0 OTHER REQUIREMENTS
9.1 Government Furnished Items: The Government will provide the following:
a. C‐20A Aircraft, Tail Number: 30502
b. Avionics Upgrade Components List (See Exhibit #4)
