The following changes have been made to solicitation 80AFRC17B0003.
The Invitation for Bid (IFB) opening date will take place on September 14th 2017 at 10:00 am local time. The location is the Aero Institute, 38256 Sierra Highway, Room Operation 400, Palmdale, California 93550.
Responses to questions have been added (see attachments).
Hazardous material survey report has been added (see attachments).
Questions
1. Please provide the manufacturer and model number information for the generators?

2. Can we get the report on the asbestos and lead survey?
Yes, see attachment.
3. Could you please discuss what type of equipment has been allowed or may be allowed on the airfield side of the project?
There are no restrictions on the types of equipment to be used on the airfield side of the project.
4. The original IFB due date lists a submittal due date of 14 September 2017. Please revise to 15
September 2017 as noted during the pre‐bid meeting.
The IFB due date is 14 September 2017 at 10:00 AM local time. The bid opening will take place at the Aero Institute, 38256 Sierra Highway, Room Operation 400, Palmdale, California 93550.
5. Please provide a revised bid schedule to include a line item for Generator Credit so we don't to write it in somewhere.
The bid schedule will not be revised to add a separate line item for the Generator Credit. Bidders are to include any proposed credit as a part of their overall additive 2 bid price.
6. Please provide "Comprehensive Haz‐Mat survey report" as referenced in the specifications to determine the extent of materials to be abated?

7. Will "contractor" be required to pump any residual materials / liquids from Septic systems to be removed or will the Gov't perform this activity?
The contractor will pump residual materials from septic systems if there is any.
8. Will the existing fuel tanks to be removed, be required to be emptied and triple rinsed prior to removal from site? Or can they be hauled as is due to the fact that they will be re‐used as fuel tanks @ another location?
General Note #19 on the title sheet of the drawing set says NASA will empty the fuel tanks. The contractor will triple rinse them prior to removal from the site and shall handle and dispose of the rinsate properly.
9. Will the contractor be required to obtain Abatement and demolition permits from Eastern Kern
County AQMD in accordance with NESHAP or will the Gov't obtain these permits?
There is no permit requirement for the contractor. The contractor provides notification only to the County.
10. Can The QC Manager, SSHO and Superintendent be one person?
The superintendent and QC manager need to be separate. The SSHO can be either the superintendent or the QC manager.
11. We are requesting that the period of performance be changed from 301 calendar days to 365 calendar days due to Design requirement and long lead procurement items.
There is no design requirement and we don’t anticipate any long lead procurement items, therefore the POP will remain unchanged at 291 days. 291 days includes the base bid and both additives (not 301).
12. Will a third party Commissioning Agent be required?
There is no commissioning requirement in the project.
13. Will a third party Fire Protection Engineer be required?
No.
14. Please provide LBP/ACM surveys for this project.

15. Is there any As built Drawing available for this (sic) buildings?
We have as‐builts for B4805, B4874, and B4985. We do not have as‐builts for B4990 or T‐20.
Everything else is either a non‐building, emergency generator with fuel tank, or miscellaneous concrete pads or equipment.
16. Does a third party consultant need to be present for hazmat activity outside of asbestos and lead abatement?
No. If any hazmat material other than the asbestos and lead already identified is found, report it to the contracting officer and NASA will provide guidance on how to proceed.
17. Is soil sampling expected, and if yes, who will perform soil samples?
No soil sampling is expected.
18. Will fuel/diesel/hydraulic/etc. tanks and lines be drained prior to our arrival, or is it in the scope of work to remove all fluids/solids? Who is responsible for haz‐cat?
NASA will drain all fuel tanks. Contractor will perform the triple rinse prior to the proper disposal of the tanks and the rinsate. No haz‐catting is anticipated. If the contractor runs into or generates something that he suspects needs to be haz‐catted, report it to the contracting officer and NASA will provide guidance on how to proceed.
19. What is the time frame for completing “flight line license”…how long is the class, and how until the license is issued?
A special class for just the contractor’s workmen can normally be scheduled in about a week after a request is made. The class lasts one hour for a level 1 license. The license is issued the same day as the class if the students pass the exam.
