75P00119Q00368 – VENDORS QUESTIONS
1. Has the focus group study been approved by OMB or has it been determined to be exempt from OMB review? If not, is there a generic clearance in place under which it will be reviewed?
No, it has not been approved. It is exempt based on topic and the number of focus group participants.
2. Will the Government please clarify its intended audience? In some places, the language is specific to community health workers (page 4), in other cases community health workers over the age of 50 (page 2), and in other cases community members (more broadly) over the age of 50 (page 3).
Community members over the age of 50. Seeking guidance and assistance from community health workers.
3. Does the Government intend to execute primary research with the intended audience as part of the evaluation task? If yes, is there a generic OMB clearance in place under which the evaluation activities would be reviewed?
No, there is no intention to execute primary research.
4. Is the Government able to provide an approximate scope for the development of targeted health messages? Approximately how many unique pieces does the Government expect be developed?
The aim is to have the focus group steer the scope for the development of the targeted health messages. The expectation is to have a minimum of 4 unique pieces.
5. Should Tasks 1, 3, and 4 be reflected in the "Administrative Logistical Support" direct labor category in the pricing table? If not, does the Government have estimated hours for these tasks?
No. Also, there are no estimated hours. Estimated hours can be discussed and approved at initial meeting.
6. Does the Government intend to award this as a firm-fixed price contract?
Yes
7. The deliverable table on Page 5 specifies that an invoice be submitted three weeks prior to the final day of the contract. Page 4 states that an invoice to receive partial payment shall be submitted within 30 days of award and a final invoice before September 30, 2020. The invoices submission section specifies submission of monthly invoices (Page 8). Will the Government please clarify?
Invoices may be submitted and processed monthly. The final invoice is due 3 weeks prior to September 30, 2020.
8. The instructions to quoters (Page 7) states that all quotes shall include GSA pricing only. Does the Government intend to restrict quoters to those who hold GSA schedules though this contract is being competed on the open market?
No
9. Please confirm this is a small business set aside. The FBO page does not identify it as a set aside, but the attached form does.
Confirmed.
10. What is expected from a “quote.” Since the posting is for only 10 days, we assume a quote is not the same as a full proposal. Please describe what we need to submit.

11. Will the government consider a two week extension?
This has been extended till next 7/31/2019
12. We note that the research effort will include messages developed and provided by standard public health entities such as CDC, OIDP, and others. Is Region 7 and/or the specified jurisdictions currently disseminating messages or materials that may be less readily obtained by the contractor (e.g., state health department campaigns)? If so, will those materials be provided to the contractor?
Region 7 is not currently disseminating messages or materials. Any materials deemed necessary by the contractor will be provided.
13. For budgeting purposes, what volume of reproduction should be assumed for any print materials?
Print materials should be made available via soft copy.
14. Will developed materials be hosted on an HHS (or other) website? If so, which site is planned for use?
No, not at this time.
15. Will the contractor be provided a roster of CHWs for outreach?
Yes
16. Do the materials developed under this contract require a formal HHS Clearance review? If so, what is the approximate timing for clearance within Region 7?
No, just an OASH clearance review. Factor in 2 weeks as an approximate timing for clearance.
