CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION.
The National Institutes of Health, National Institute of Child Health and Development (NICHD), intends to award a firm-fixed price purchase order to include option years without providing for full and open competition to NIKON INSTRUMENTS INC for Service Agreement for NICHD Spinning Disk Confocal Equipment.
JUSTIFICATION
The Section on Cell Cycle Regulation group had developed a few novel approaches to understand the cell biology of the nuclear pore within mammalian cells. We are participation in several dozens of research collaboration all over the world. Most of these approaches involve microscopy for live assays of cell function. We currently rely on two Nikon spinning disk microscopes that are used almost constantly for this purpose. The spinning disk technology is crucial here because it allows minimal photobleaching of the fluorophores, thus permitting live imaging of labeled cells for extended periods of time. We need a service agreement to keep this equipment in operation. The system is extremely expensive and sophisticated and needs professional maintenance and service.
The manufacturer, Nikon, is only vendor who can provide such a service due to their proprietary software and technical expertise. Nikon is the manufacturer is only one vendor, who can provide the needed services.
