This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and a separate written solicitation will not be issued. This solicitation number is 75N94022Q000055 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2022-04.

The North American Industry Classification (NAICS) Code is 493120 and the business size standard is $30m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Fisher Bioservices (located in Rockville, MD) to continue to provide local cryogenic storage services for cell lines/samples to include transportation/transfer services and project management services.

Fisher Bioservices will continue to meet all this lab @ National Institutes of Health (NIH) cryogenic storage and transports, etc. needs as follows:

• Items are to be stored in a liquid nitrogen (-140°C) cryofreezer that is monitored 24/7 by computerized monitoring system, a total of ̴ 700, 2” vial boxes stored offsite—each box containing 81 separate vials of cells).

• When cell lines are transferred between the offsite storage and NIH lab or destinated local location, they are packed in dry ice, in styrofoam containers, etc.

• The distance between the off-site storage facility and NIH lab (located at 5625 Fishers Lane in Rockville, MD) is under 50 miles (one way) to facilitate transfer of cell lines/samples when needed. The cell lines can survive in dry ice (-80° C) for short periods of time, hence the distance requirement.

• Ability to meet a rapid turn-around (within 24-hour notice) for transport/delivery/pickup (when needed) of cell lines/sample between the two facilities (Fisher Bioservices and Fishers Lane) and/or customer other local destination.

• Sanitary environment: must maintain a clean storing and working environment per standards

• Facility is temperature controlled per necessary standards

• CAP accredited

• Provide project management to include project management, administrative services, IT data management (off-site, back-up storage) and Inventory Management System.

Fisher for this project is providing cryogenic storage services in their custom facility. The facility has special bulk liquid nitrogen tanks that deliver liquid nitrogen through jacketed pipping to the freezers that hold specimens at a temperature of between - 140°C and -165°C. They store the materials in vapor phase liquid nitrogen to avoid any contamination. Their facilities also support storage units that are at - 80°C, -20°C, +$-8°C, and ambient temperature. Fisher are CAP accredited and follow a strict series of proprietary SOPs to ensure consistent performance and protect samples. Fisher facilities have redundant power support and backup capacity if a freezer was to fail.

This is on-going services that Fisher Bioservices has been providing successfully for several years for this project. The tasks of transferring hundreds of cell lines/samples, establishing project management/administrative procedures to another/new company would not be advantages to the Lab or Government financially and time wise. The cost to transfer the cell lines/samples to a new company would put a very big hole in the lab’s budget as the pickup/delivery charge per box can be expensive.

Thus, any additional funds needed to move the cell lines/samples from one outside storage place to another cannot be justified without drastically hindering the lab research program up to including loss of cell viability.
