Section C - Description/Specifications
1. DESCRIPTION
The Gallup Indian Medical center (GIMC), is located in Gallup New Mexico. The foot print of GIMC includes not only the main hospital building 2000, it also includes many other buildings. bldg. 2017 is not physically attached to building 2000, and Bldg. 2017 is served by an independent, electrical service, however 2017 does not have an electrical emergency power system. This project will correct this deficiency.
2. Objective
a. Extend the existing 480V, 3 Phase circuit locate behind bldg. 3000 see sheets 1, to building 2017, see sheet 3. Provide and Install 480V-120/208V, 3 Phase, 4 Wire step down transformer. Provide and install new exterior mount 400A, 120/208Vac, 3 Phase, 4 Wire Panel.
b. Bldg. 2017 remove two existing 200A, 120/208Vac, single Phase feeders. Install two new (un-spliced conductors) feeders sized to carry 200A, at 120/208Vac, single phase with grounding conductor. The new feeders shall be installed from the new 400A panel and routed to the existing 200A panels located inside bldg. 2017, see sheets 4 and 5.
3. GENERAL CONDITIONS
a. Codes and Standards. The Contractor shall adhere to all the following code requirements for work performed, including testing and inspection:
1. Uniform Plumbing Code (UPC) Latest Edition
2. National Electric Code (NEC) Latest Edition
3. National Fire Protection Agency (NFPA) NFPA 110, NFPA 70, NFPA 54, NFPA
99 and NFPA 30. Latest Editions
b. Project Safety:
1. All work shall comply with OSHA – CFR 1926
2. Contractor shall all supply worksite safety equipment.
3. Contractor shall be responsible for complete and strict compliance with all
Gallup Service Unit facility policies, including safety policies. Contractor shall be responsible for complete and strict compliance with service units Pre- Construction Risk Assessment (PCRA) policy
4. Contractor(s) shall sign in and out at Security. Visitor badges shall be issued each day.
c. Submittals: Furnish submittals for all products and materials. Provide in scanned PDF format for formal approval.
d. Quality Assurance
1. Only parts and materials approved on product submittal are used. No substitution without prior written approval by Facilities Manager and Area Office engineering and or DES engineering.
2. All parts and materials shall be installed per manufacturer’s instructions.
3. All electrical work shall be performed by a licensed contractor specialized in the specific trade required.
4. Housekeeping will be accomplished daily. All debris and trash generated by this project will be disposed accordingly with state and local environment regulations.
e. Execution
1. All activities shall be coordinated with Gallup Indian Medical Center Facility
Management staff to ensure that there are no detrimental impact on the day-to-day operations of the clinic. Advance notification of 72 hours is required to properly coordinate issues and delays.
2. Contractor is responsible for obtaining all appropriate signed forms and permits prior to starting any work, electrical work involving Utility work will require City of Gallup permit and coordination with local electric Utility.
3. Natural gas work will require contractor to coordinate with New Mexico Gas, and will require City of Gallup Permit.
4. Contractor shall verify all existing site conditions prior to installation.
5. Contractor shall coordinate with CO/COR on scheduling electrical shutdown of utility power.
f. Inspection
1. Government reserves the right to inspect all aspects of work performed.
2. Final acceptance will be based on acceptable final inspection, including final verification testing of all materials and workmanship.
3. Close out documents shall include:
Approved submittals Copies of Operations and Maintenance Manuals Copies of warranty letters As Built engineered CAD drawings Commissioning documents
g. Project Schedule
1. The contractor shall provide a detailed schedule indicating starting and completion dates of the project.
2. Contractor shall work with local contact for job access and work time coordination.
3. Contractor shall provide a coordinated schedule to Contract Officer
Representative (COR) and Contract Officer (CO).
4. Hours of operation for the facility are 8:00am-4:30pm, Monday through Friday
(excluding federal holidays). Work outside these hours must be submitted three business days in advance in writing to the Contract Officer for approval.
h. Performance Period: The government shall allow 30 days from award to complete the project.
i. Final Payment
1. Final payment will not be authorized until all work is complete (including punch list), and final inspection has been made.

(e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.
(f) Termination for the Government’s convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination.
The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor’s records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided.
(g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience.
(h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.
