2. Authority and Rationale: FAR L3.501(aX1) and (2), Sole Source (including brand name) acquisitions

CMS previously selected and installed the LENEL OnGuard ínfrastructure in the CAA ESS. As such, the selected contractor must be a Value Added Reseller (VAR) of the LENEL OnGuard product.

Additionally, all technicians working on the system must have the LENEL Certified Associates (LCA) certification level or higher. The contractor must also employ an individual that is a LENEL

Certified Expert (LCE).

CMS has determined that continued maintenance of the existing LENEL infrastructure is necessary because of the critical role that it plays. lntelligence Commun¡ty (lC) Technical

Spec¡fications (Tech Spec) for lntelligence Community Directive (lCD)/lntelligence Community

Standard (lCS) 705 requires that an lntrusion Detection System (lDS) and Access Control System

(ACS) be in place and fully operational to maintain the proper accreditation for handling National lntelligence lnformation. The desired outcome of this requirement is the successful, continual operation of the CAA ESS so accreditat¡on is not revoked.

Procurement of new hardware and software to replace the existing products would not be cost effective.
