I. Annual Subscription for Media Monitoring, Tracking and Analyzing On-line
Data-base Retrieval Services
Project Identification & Purpose
The purpose of this procurement is to provide NCCDPHP communications specialists access to a robust single source news monitoring solution database for distribution of health messages, tracking effectiveness of media outreach, managing media inquiries and sharing media activities, monitoring of media coverage nationwide, measuring, and analyzing the content of clippings, and assigning Nielsen ratings and publicity values pertaining to chronic disease prevention and health promotion topics. In addition, provide a research module for up-to-date contact information for all media outlets (print, internet, e-news, Twitter/blogs, broadcast).
There is a great need for comprehensive analysis of media coverage to gain a better understanding of not only who is covering NCCDPHP campaigns and key messages, but also how, when and why. It has been challenging in the past not having this to help us improve our media outreach tactics.
Currently, the Office of Communication assists the various divisions with media lists
(print, radio and TV) targeted to particular audiences for distribution of their materials, in addition to tracking the media coverage on division-related topics. CDC's increased emphasis on demonstrating the outcomes and impacts of its interventions, combined with an overall environment of increased government accountability----underscores the need for a system to provide quantitative data on the results of our media outreach efforts. These data will provide a critical measure of the reach and exposure of NCCDPHP's key messages among the American public. This information will also help the Center's health communicators improve their strategies and tactics in working with the news media in the most efficient and effective way possible.
Background Statement.
Effective communication is a vital element in achieving NCCDPHP’s mission. The Office of Communication plays a critical role in developing and conducting proactive strategic planning for distributing key messages and campaigns for NCCDPHP. The Office of Communication and the Center’s nine divisions require access to an electronic information database retrieval tool with broad reach for distribution of messages, media tracking of inquiries, and monitoring of print, eNews, broadcast (TV and radio), and social media to help gauge the impact of coverage on all the chronic disease related issues.
Currently, the Office of Communication is utilizing the electronic information data-base retrieval system and services of “Cision, US, Inc” to fulfill the media tasks stated above (Contract 75D30118C02475). Period of performance was initiated 08/01/2018 and ends 07/31/2019.
There have been several discussions (within the Office of Communication) about the possibility of other products existing on the market that would better accommodate the center’s needs. To ensure that we procure the most comprehensive, single source monitoring and tracking solution data-base to fit the center’s communication needs across all divisions, it was decided that it would be to the government’s advantage to compete this contract in a full/open market to explore all options.
This solicitation will result in the award of a firm fixed-price task order contract. The period of performance of this contract is estimated to start August 1, 2019, and to conclude July 31, 2024, providing the contractor’s performance meets all of the required criteria listed in the performance matrix. In addition, the continuation of this contract (optional years) will be based on evaluation and the availability of funds.
1. Scope and Requirements:
As a result of this project, the awarded contractor will provide access to a Media Monitoring, Tracking and Analysis On-line Data-base Retrieval Service to (10) users (the Office of Communication and the nine NCCDPHP divisions) and perform professional services described below. The deliverables of the Web-based system include:
1. access to a nationwide media database portal for all media types (print, e-news, internet, broadcast (TV and radio), blogs, Twitter and Facebook) used to deliver media messages to the public access to a minimum of 170,000 news sources to be inclusive of North America’s small towns for traditional media
2. capability of simultaneous access to the online platform (10) users with 24-hour, 7-day-a- week access
3. access to a minimum of 210 U.S. markets for traditional media
4. each division (10) will have its own profile folder with related search terms
5. access to full text from news articles for non-subscription-based services
6. tracking of print, e-news, internet and broadcast (national and local) media (to determine whether key messages are reaching target audiences) which includes reach, frequency, Neilson rating, publicity value, media mix and tonality of coverage and geographical impact when requested
7. monitoring of print, e-news, internet and broadcast (national and local ) media (to determine who is covering CDC issues) using keyword searches
8. media/inquiry tracking (media activity management)
9. capability of RSS feed and ability to add sources to the database on request
10. access to TV video clips for broadcast items
11. access to Natural Language Processing technology to evaluate current coverage and target journalists covering specific topics
12. capability of Boolean logic to search for specific topics of interest
13. capability to tag for sentiment and/or tonality of media coverage
14. access to an electronic tool to build and customize newsletters designed to keep internal leadership and employees updated on relevant news within the Center
15. capability of analysis of competing messages
16. ability to create media lists and distribute press releases and scientific materials (via e-mail or fax)
17. unlimited distribution points for e-mails and faxes
18. unlimited archiving of article clips and press releases
19. capability of searching media database retroactively (more than 90 days)
20. daily update of contact information for media outlets (national) in system
21. fully customized e-mail alerts on a daily basis, twice daily or real time for each user
(news alerts), upon request
Social Media Interactive Dashboard:
22. access to over 250 million social media sites (inclusive of Twitter, blogs, Facebook)

Professional Services:
29. provide customized quantitative reports for all Vital Signs releases, in addition to on-demand reports for center divisions (9) – charts and graphs that demonstrate the various metrics. (66 reports in total annually)
30. unlimited consultation and customer support/technical support and (4) on-site trainings for the system during the course of the contract, if needed.
Performance Requirements:
Deliverables and professional services are required but not limited to the following:
Task 1. Contractor shall provide a nationwide online web-based media database for traditional and social media and its capabilities, with a 24-hour, 7-day-a-week access for 10 users simultaneously.
o System must be compatible with operating system Windows XP and Windows 7 and upgrades o System must be compatible with Internet Explorer 8 and upgrades
In case of system malfunction, contractor must respond within (4) hours of notification of system malfunction. There will be a (24) hour window for contractor to fully restore the system to full operational capacity. Contractor shall communicate with the Information Technical Services Office (ITSO) for NCCDPHP @ 404-639-6000 (Atlanta) 1-888-647-3375 (outside) to resolve any technical issues that might arise with the system, if applicable. The COR will highly consider contractor’s technical performance (amount of system down-time) when evaluating contractor for optional years of service.
Task 2. Contractor shall conduct media monitoring and tracking of print, broadcast, e-news, internet and social media for all chronic disease related topics and provide comprehensive quantitative reports for all CDC Vital Signs releases. The reports should include URL links to all articles and snippets of the CDC mention for reference.
Graphs and/or charts for the following metrics should be included in all reports:
frequency, reach, media mix, publicity value, Nielsen audience rating, and tone/sentiment of articles. A summary snapshot of the totals for these metrics should also be provided broken down by media type and date. Contractor shall also exercise its expertise and assist with the input of appropriate search terms (key words) to maximize relevant media returns on searches.
Contractor must meet the scheduled deadlines for final submission of reports for all CDC Vital Signs releases. Dates shall be specified by the COR. No more than 2 of reports may be later than the specified time period. Reports must be void of duplicate entries and non-related topics. If adjustments need to be made, revised reports will not count against the number of reports (66) procured in this contract. Revised reports, where needed, shall be provided no later than (1) business day after notification of adjustments needed (excluding weekends and holidays).
The contractor will actively communicate problems, concerns, and delays to the COR. All issues must be presented with a solution and a new completion date. Non-compliance with these deadlines will be heavily weighted during the evaluation process for optional years of service.
Task 3. Contractor shall provide unlimited consultation, customer support and technical assistance services for the system throughout the course of the contract, as needed.
Training and technical assistance activities could include participation in on-site presentations, webinars, and access to online training resources. In addition, contractor will provide four (4), one-day on-site (Atlanta) training courses per year upon request by the COR.
Within 15 days of award, contractor shall conduct an on-site training for the National Center for Chronic Disease Prevention and Health Promotion. The contractor will be required to travel to CDC (Atlanta) for training without cost to the Government. On-site training by contractor is essential and mandatory to enable all CDC designated participants to operate the system in a proficient manner. These training courses will cover any upgrades or enhancements to the system that users need to be knowledgeable of to operate the system to its fullest potential.
This component of the contract will be evaluated both on the availability of contractor staff to answer questions and/or assist with technical issues, and on the level of ease with which this transition takes place.
Deliverables:
1). The contractor shall deliver a total of (66) quantitative reports on various Center-related topics (a maximum of 54) and CDC Vital Signs releases (12) that summarize overall exposure statistics (frequency, reach, publicity value, media mix and Nielsen audience size, and geographical metrics) in addition to the snippet of the CDC mention. In the interest of saving valuable time, a draft of report (excel sheet) should be delivered to COR before a final report is issued with charts and graphs. The contractor shall also provide the URL link to all articles and access to broadcast clips captured in reports. The quantitative reports will be delivered via e-mail to the COR in a Word (PDF file) and/or Excel format with charts and graphs that can be used in PowerPoint format. All deliverables shall be provided in the format specified. The schedule for these CDC Vital Signs reports is provided in the Performance Work Statement.
During the performance of this contract, the contractor shall deliver reports requested by users within (2) business days after the requested closing date. In addition, all reports should be void of all duplicate entries and unrelated topic articles to ensure the quality of the report. These deliverables shall be delivered to the COR at the e-mail upon award.
2). Access to customer support/technical assistance shall be available for all designated operators of the system on a 24/7 basis. In addition, the contractor shall provide training for this system on-site (Atlanta) at least 4X a year (this is inclusive of all optional years). Training for designated users is required by vendor’s staff to enable users to effectively utilize the features to extract needed data and information. Access to on-line training resources is also required.

Database down time Positive incentives:

Satisfactory services is defined as no more than 2% of system down time due to malfunctions with the system during the course of the contract. This is based on a 40 hour a week, times weeks per year.

The evaluation will be considered when future contract selections are made.

Professional Services:
Contractor shall provide (12) customized quantitative reports for CDC Vital Signs releases on various topics per year. These reports should contain media coverage on selected topic 30 days from the date of the release. CDC Vital Signs reports are released the 1st Tuesday of every month (delays sometimes do occur).
The reports shall contain the following information:
URL links to all articles and snippets of the CDC mention for reference.
Graphs and/or charts for the following metrics; frequency, reach, media mix, publicity value, Nielsen audience rating, tone/ sentiment of articles.
Accuracy and quality of content.
All reports must contain the metrics described.
Editing of reports to remove any duplications or unrelated articles shall be conducted before contractor distributes report to
COR.
Timeliness; meeting delivery dates (schedule will be provided by CDC at time of award).
No more than 2 reports may be later than the specified date.

Regular communication with contractor to ensure project timeline is being met.
COR shall review all documents for accuracy, adherence to project goal and objective. Monitoring method will be customer observations of whether reports are correct, complete and consistent.

Payment is linked to quality through FAR 42.246-Inspection of Services-Fixed Price The Government may at any time require the Contractor to correct work without cost to the Government.
A summary snapshot of the totals for these metrics should also be provided broken down by media type and date.
Contractor shall also exercise its expertise and assist with the input of search terms (key words) to maximize relevant media returns on searches.
In addition, contractor will also provide at least (54) quantitative reports on an as-needed-basis per year for other Center-related topics.
Date ranges of media coverage will vary with the requests for these reports.

Section G - Contract Administration Data
G.1 Contracting Officer (Jul 1999)
(a) The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds. No person other than the Contracting Officer can make any changes to the terms, conditions, general provisions, or other stipulations of this contract.
(b) No information, other than that which may be contained in an authorized modification to this contract, duly issued by the Contracting Officer, which may be received from any person employed by the United States Government, or otherwise, shall be considered grounds for deviation from any stipulation of this contract.
G.2 CDC0_G008 Contracting Officers Representative (COR) Technical Guidance (Sep 2009)
Performance of the work hereunder shall be subject to the technical directions of the designated COR for this contract.
As used herein, technical directions are directions to the Contractor which fill in details, suggests possible lines of inquiry, or otherwise completes the general scope of work set forth herein. These technical directions must be within the general scope of work, and may not alter the scope of work or cause changes of such a nature as to justify an adjustment in the stated contract price/cost, or any stated limitation thereof. In the event that the Contractor feels that full implementation of any of these directions may exceed the scope of the contract, he or she shall notify the originator of the technical direction and the Contracting Officer in a letter separate of any required report(s) within two (2) weeks of the date of receipt of the technical direction and no action shall be taken pursuant to the direction. If the Contractor fails to provide the required notification within the said two
(2) week period that any technical direction exceeds the scope of the contract, then it shall be deemed for purposes of this contract that the technical direction was within the scope. No technical direction, nor its fulfillment, shall alter or abrogate the rights and obligations fixed in this contract.
The Government COR is not authorized to change any of the terms and conditions of this contract. Changes shall be made only by the Contracting Officer by properly written modification(s) to the contract.
The Government will provide the Contractor with a copy of the delegation memorandum for the COR. Any changes in COR delegation will be made by the Contracting Officer in writing with a copy being furnished to the Contractor.

G.3 CDC42.0002 Evaluation of Contractor Performance Utilizing CPARS (April 2013)
In accordance with FAR 42.15, the Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. FAR 42.1502 and 42.1503 requires agencies to prepare evaluations of contractor performance and submit them to the Past Performance Information Retrieval System (PPIRS). The CDC utilizes the Department of Defense (DOD) web-based Contractor Performance Assessment Reporting System (CPARS) to prepare and report these contractor performance evaluations. All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR 15.304 where past performance is an evaluation factor.
The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.
The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how Contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.
The contractor must provide the CDC contracting office with the name, e-mail address, and phone number of their designated CPARS representative who will be responsible for logging into CPARS and reviewing and commenting on performance evaluations. The contractor must maintain a current representative to serve as the contractor representative in CPARS. It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated.
Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.

G.4 Payment (Performance-Based Services) (Jul 1999)
(a) General
It is the objective of the Government to obtain complete and satisfactory performance in accordance with the terms of the specifications and requirements of this contract. The procedures set forth in the clause entitled Criteria for Deductions will be used by the Government in determining monetary deductions for nonperformance of work under this contract, or for deficiencies in the performance of work, and supplements the Inspection of Services clause contained in Section E of this contract.
(b) Adjusting Payments
(1) Under the Inspection of Services clause of this contract, payments may be adjusted if any service does not conform with contract requirements. The Contracting Officer or a designated representative will inform the Contractor, in writing, of the type and dollar amount of proposed deductions by the l0th workday of the month following the performance period for which the deductions are to be made.
(2) The Contractor may, within 10 working days of receipt of the notification of the proposed deduction, present to the Contracting officer specific reasons why any or all of the proposed deductions are not justified.
Reasons must be solidly based and must provide specific facts that justify reconsideration and/or adjustment of the amount to be deducted. Failure to respond within the 10 day period will be interpreted to mean that the Contractor accepts the deductions proposed.
(3) All or a portion of the final payment may be delayed or withheld until the Contracting Officer makes a final decision on the proposed deduction. If the Contracting Officer determines that any or all of the proposed deductions are warranted, the Contracting officer shall so notify the Contractor, and adjust payments under the contract accordingly.

(a) The Contractor agrees to maintain books, records, and supporting documentation in such detail as will properly reflect all work done and results achieved in the performance of this contract, and agrees to retain and preserve the same until three (3) years after final payment, together with all research notes, charts, graphs, comments, computations, analysis, and other graphic or written data generated in connection with performance hereunder and agrees to permit the Contracting Officer or his authorized representatives to examine and review the same at all reasonable times during said period.
(b) The Contracting Officer or any of his authorized representatives shall have the right to inspect the work of the Contractor and subcontractors, if any, and the plant, laboratories, shops, offices, or other premises where the work is being performed, and the Contractor shall provide and shall require his subcontractors to provide all reasonable facilities and assistance for the safety and convenience of such representatives in…
