Section B: Description of the Supplies/Services Required

This is a sole source commercial requirement. The Contractor shall provide all the materials, parts, travel, tools, preventative maintenance, labor, installation and training necessary in regards to a Dynamic Mechanical Analyzer to the Maintenance Support Group (MXSG) at Robins Air Force Base (AFB), Georgia.

The contractor shall provide 1 year annual PMI and emergency corrective maintenance under the warranty.

Period of performance: 15 March 2024-14 March 2025

This is a new acquisition.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is a commercial sole source urgent requirement

Due to the circumstances described herein, the activity requests authority to acquire the Dynamic Mechanical Analyzer using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 6.302-2

The chemical laboratory currently has a rheometer that is manufactured by TA Instruments. The DMA is a complimentary test to the rheometer and will also use the same software to operate and the same PC to control it. To be compatible, the DMA must be manufactured by the same OEM as the rheometer which is TA Instruments

This item is used for measuring material properties of polymers, composites, fibers and natural materials when exposed to a variety of mechanical loading, both static and dynamic, at various environmental conditions. Current workloads include testing compressive creep of polymeric sealant over 2 year span in support of bomber loading bay sensors. Other workload includes pre-preg shelf life extension, fiber strength testing and composite verification/ analysis.

The Chemical Lab's workload requires TTS, temperature range of - 100 °C to 600 °C and strain resolution of 0.1 nm.

Further, the laboratory already has a controller and automatic chiller designed for this instrument. Purchasing from another manufacturer will result in increase of system costs up to $60k and further delay due to a new ITAP approval.

This DMA 850 is required to perform testing of resin in support of AFLCMC/EBW BRU-44 firing contact assembly. This requirement is urgent due to the fact that the current resin does not provide sufficiently long service life and causing failures of firing contact activation during bomb deployment. DMA will be used to certify a replacement resin to be

Laboratory customer has been currently waiting 4 months for the laboratory to obtain testing capability and requires quick action on laboratory part to obtain testing capability to proceed with replacement resin for affected systems.

The manufacturer has to be TA Instruments since the lab's controller and chiller accessory is manufactured by TA Instruments and cannot be used with any other OEM.

Section D: Efforts to Obtain Competition

Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM).Gov databases using North American Industry Classification System (NAICS) Code 334516, Analytical Laboratory Instrument Manufacturing and keyword(s) Dynamic Mechanical Analyzer looking for companies that could provide a Dynamic Mechanical Analyzer. A review of small businesses to include 8(a), HUBZone,Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide a Dynamic Mechanical Analyzer. This query resulted in zero (0) small businesses (see attached DSBS Query). In addition, GSA was also queried for any source that could provide Dynamic Mechanical Analyzer which resulted in zero (0) small businesses. Mandatory Sources such as Ability One were considered but did not meet this requirements. ESI was queried which resulted in zero (0) relevant businesses(See attached ESI query). 2GIT was queried but resulted in zero (0) relevant businesses (See attached 2GIT query). Recommendation to go with OEM TA Instruments.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the government's requirements. Where possible, the government will prepare future requirement descriptions suitable for full and open competition.
