Section B: Description of the Supplies/Services Required
This is a commercial annual supply acquisition. The Contractor shall provide to the 402nd Commodities Maintenance Group (CMXG) at Robins Air Force Base, Georgia, three Licenses for Surfcam Traditional, and one License for SMA Surfcam Traditional and include any upgrades and support that will be needed for the use of the product. The contract shall consist of a basic year plus two option years.
The subscription software shall include maintenance and provide access to direct technical support to resolve technical issues and provide solutions through telephone, email, and Web-based assistance. The subscription shall also include software upgrades and access to technical tips.
Online delivery shall be completed within five (5) days of contract award. All deliverables shall be provided electronically.
CMXG previously purchased on their group GPC.
Section C: Justification for Soliciting from a Single Source or Brand Name
This is a sole source commercial requirement to renew a three year contract (basic + 2 option years) for an annual subscription for three Licenses for Surfcam Traditional and one License for SMA Surfcam Traditional software. There is only one responsible source, Hexagon US Federal, Inc. that can provide the required unique supply to meet the Government's needs. This is the only unique software that can be used in the manufacturing of sheet metal parts that is also compatible with the current Government operating systems.
Due to the circumstances described herein, the activity requests authority to acquire Surfcam software licenses using Other Than Full and Open Competition (OTF&OC) prescribed by FAR 6.302-1.
This software is used in the manufacture of sheet metal parts for the 402nd CMXG. Hexagon US Federal, Inc. is the Original Equipment Manufacturer (OEM) and sole provider for the Surfcam Software. The OEM does not authorize resellers for this software. Due to these proprietary constraints, Hexagon US Federal, Inc. is the only source for the Surfcam Software. (see OEM Letter).
Choosing another product or vendor would cause irreparable harm to the programs already under way in terms of compatibility issues and the delays and costs associated with a major system redesign. There would be substantial duplication of cost and unacceptable delays if another source were qualified. Changing brands would require additional costs for re-engineering, reprogramming and training of other brands. The greatest cost and schedule risk would come with the need to shut the current system down while reconfiguring the software. This would result in over $500,000 in additional costs and one to two years of additional scheduling.

Section D: Efforts to Obtain Competition
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 513210 - Software Publishers and keyword(s) 'Surfcam' looking for companies that could provide the Surfcam Software licenses. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted and resulted in zero potential sources (See DSBS Query). In addition, mandatory sources, ESI and GSA/2GIT were queried for any source that could provide the Surfcam Software which also resulted in zero potential sources (see ESI Query and GSA 2GIT Query).
Recommend this acquisition be solicited sole source to Hexagon US Federal, Inc.

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies that could satisfy the Government's requirements.
