(i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart

12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued.

(ii) Request for Quote (RFQ) 737185 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. Email to CBullock@fs.fed.us or fax to 208-373-4168 and email me stating you faxed it in or all firms or individuals responding must be registered with the System of Award Management (SAM)

(iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2015-84. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at: http://farsite.hill.af.mil/vffar1.htm

(iv) This procurement is being issued as 100% Small Business Set-Aside. North American Industrial Classification Standard: 336214 Small Business Size Standards: 500

(v) Line Item (001) See attached Statement of work starting on Page 4. Submit a quote for complete trailer and the extra cost options as requested.

(vi) Line item (002) Separate cost of delivery as it may be cost efficient for us to pick up.

(vii) FOB-Destination for delivery to: Deliver F.O.B. to Payette National Forest - New Meadows Ranger District, 3674 Highway 95 New Meadows, ID. 83654.

NOTE: The New Meadows Ranger District Office does not have a dock suitable to unload trailers from a flatbed. Completed trailer may be towed to FOB destination.

Delivery with in 60 days of award. All deliveries shall be made on regular workdays (Monday-Friday) during regular business hours (7:30 am to 4:30 pm), excluding official Federal Government holidays.

Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC).

(viii) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability.

(ix) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition.

(x) The following provisions and clauses apply to this acquisition under FAR 52.212-4 Addendum: FAR 52.204-7; 52.204-13; FAR 52.232-99; FAR 52.252-6; AGAR 452.204-70; 452.209-70; and 452.209-71.

(xi) The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders, applies to this acquisition along with the following provisions and clauses under this clause: FAR 52.209-6; 52.219-6; 52.219-28; 52.222-3; 52.222-21; 52.222-26; 52.222-36; 52.222-55; 52.223-18; 52.225-1;

52.225-3 A-1; 52.225-13; 52.232-33; 52.252-1.

(xii) The provision at FAR 52.212-1 Instructions to Offerors—Commercial Items, applies to this acquisition.

(xiii) The clause at FAR 52.212-3 Offeror Representations and Certifications – Commercial Items, applies to this acquisition. Offeror shall complete only paragraphs (b) of this provision; if the offeror has completed the annual representations and certificates electronically via https://orca.bpn.gov. If an offeror has not completed

(xv) The clause at AGAR 452.209-70 and Alternate I Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction (Deviation 2012-01). Offeror shall complete only paragraphs

(b) of this provision and return with quote.

(xvi) Quotes must be emailed to Chad A.T. Bullock, CBullock@fs.fed.us or faxed to (208) 373-4168. If you choose to fax in a quote you need to email me and let me know a fax was submitted. Quotes are required to be received no later than 12:30 MST September 21, 2015.

PART 1 - **AGAR 452.209-70 and Alternate I Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction (Deviation 2012-01).

Alternate 1 (Feb 2012). The Contracting Officer shall use this alternate for all Forest Service solicitations above the micro-purchase threshold:

(a.) Awards made under this solicitation are subject to the provisions contained in the Consolidated Appropriations Act, 2012 (P.L. No. 112-74), Division E, Sections 433 and 434 regarding corporate felony convictions and corporate federal tax delinquencies. To comply with these provisions, all offerors must complete paragraph (1) of this representation, and all corporate offerors also must complete paragraphs (2) and (3) of this representation.

(b) The Offeror represents that –

Minimum Trailer Specifications

The primary function of the Helitack trailer is to provide support for the Helitack and Air Operations arena of Wildland fire suppression. The front part of the trailer will function as a mini command center/office, the rear will house all equipment and gear to support Helitack Operations.

Keep in mind all dimensions given are rough figures and do not include wall thickness etc. The front room will be 7’x 8’ and includes a 6’ slide out. The rear room will be 9’x 8’.

The dimensions of the truck towing the trailer are: Total flatbed length with bumper: 111”; Total flatbed width outside: 96”; Tow ball location from rear of flatbed forward: 49”; The truck towing the trailer is a 16,000 GVWR Dodge Dually 4500.

All dimensions of the trailer in this document and attached drawings are approximate. They are not an engineered design.

General Goose neck configuration

All aluminum construction; floors, inside siding, outside siding, trailer frame, roof, and wall supports. Slide-out can have a steel frame but prefer all aluminum

Roof will need to support solar panels and people walking on the roof. The solar panels will be installed by end user.

Inside walls will be an off white to reduce glare and help to see outside better

All exterior windows need to be tinted or solar reflective

All doors (main and compartment) inside and outside will have full length heavy duty stainless steel hinges

Heavy duty fixed ladder mounted on the rear street side of trailer

Full coverage rubber floor mats in cargo and command center/office rooms that are removable for cleaning

Wall located between Equipment room and Command/office room

Electrical

4000 watt generator ready. (Generator is already possessed by the Forest Service)

LED lights throughout the trailer, clearance, tail and interior

Six (6) 110 volt AC outlets all interior

Two (2) 110 volt AC outlets exterior. (One on each, street side and curb side mounted low)

Four (4) 12 volt wires capable of 50 watts each, terminating above radio operators desk in the slide out.

Connectors will be installed by the end user

13,500 BTU air conditioner, mounted above the command center room

35’ 30 AMP removable shore power cord

Two (2) flood lights exterior. ( One each, street side and curb side, flush mounted high)

Breaker box, inverter and all electronics needed to run the AC unit, AC power outlets, power for the 12 volt wires, interior lighting etc. will come ready to operate minus the 4000 watt generator.

Equipment Room

The highlighted area below reflects the original information. To reduce costs, we want to leave this area unfinished as far as cabinets and shelving. We do want to have the walls finished. This will need to be reiterated during the solicitation in regards to the drawings as we do not have time to reproduce those.

Support walls for compartments in rear storage area need to be integrated into the superstructure of the trailer. (Not bolted or riveted in)

All Shelving and cupboards in the Equipment Room will be built-in and all welded aluminum construction. The shelves will be adjustable per the specifications. No prefabricated shelving and cupboards will be accepted.

All shelving needs to support 300 lbs

Street side shelving will be about 38” deep

Curb side shelving compartments will be about 26” deep

All shelving and decks will have a 1” lip to prevent equipment from sliding off shelves

Street side from the Office wall, back about 36”, there will be a support wall with 5 adjustable shelves. The railing or support for the shelf needs to go from the ceiling to the floor. Go back another 33” and duplicate the above with another 5 shelves. The last 36” (no less than 36”) rear bottom area will contain the rollaway generator storage area. The upper area will have an aluminum workbench 36” off the floor. This area will be about 36” wide 38” deep and 42” high and have a window centered. One 110 volt AC outlet should be mounted above work bench. (As an example, see attached images 4027 and 4036)

Curb side from the Office wall back about 61”, there will be a support wall from the ceiling to the floor. Install 2 compartments with 3 adjustable shelves per compartment. Compartments will have doors and slam shut latches.

The dimensions for each of the 2 compartments will be 30” wide by 60” tall. The area above the compartments will need a 1” lip to keep equipment from sliding off. At the end of the 2 compartments there should be about 42” to the rear of the trailer (no less than 40”). The rear bottom area will contain fire extinguishers and cargo box storage. The dimensions should be around 42” wide 26” deep 48” high. The space above will have dimensions of 42” wide 26” deep 30” high with 2 adjustable shelves. (As an example, see attached images 4032 and 4039)

Office

On the interior behind the breast plate of the trailer there will be a battery storage area that will need to be hinged at the top to allow access to the inside and be used as a step/seat for access to the nose. The approximate size is full width if possible with a height of 21” and a depth able to accommodate batteries. The storage box can be used as a breaker box and house the inverter/electronic controls etc. This area must be walled to prevent gear from coming in contact with electronics.

The highlighted area below reflects the original information. We would like a quote with and without the slide-out option to see if it falls within our budget constraints.

6’ slide out room with electric control, mounted in office area on the street side of the trailer.

The slide-out will need a heavy duty desktop installed as this is where the radios will be mounted.

This desktop can be of wood construction with a surface like Formica. It will be full width with a height of 30” and a depth of 24”. Two 110 volt AC outlets should be mounted near the center. (As an example, see attached images 4015 and 4021)

Rear of the curb side entry door in the office area, there will need to be a heavy duty desk top 30” high, 24” deep and as wide as space allows from the wall of the equipment room to as close to the entry door as possible.

Above the desk there will be a cabinet. It should be about 14”x14” and as wide as space allows.

Window over desk area as large as space allows. There needs to be enough room to mount 2 110 volt AC outlets evenly spaced above the desktop and below the bottom of the window.

One 110 volt AC outlet mounted on the curbside wall above the battery storage area facing the interior. AC outlet needs to be mounted high enough to allow the battery lid to be opened when a power cord is plugged into the AC outlet.

Nose

The open area in nose will have full coverage rubber floor mats and remain open for excess storage.

Government Will Install
