PERFORMANCE WORK STATEMENT (PWS)

Motor Control Centers Upgrade General Information

The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Power Plant Field Office located at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545 has a project to remove and upgrade existing Pump and Compressor Board type Main Switch Board (MSB), four (4) Auxiliary Power Boards and three (3) Motor Control Centers. The work shall include but not limited to removal and upgrade of current equipment. Also, includes perform electrical arc flash study analysis using the latest National Electrical Codes Standards, and comply with all Agencies Safety Guidelines.

1. General: This is a non-personnel services Contract to provide Motor Control Centers Upgrade. The Government shall not exercise any supervision or control over the Contract service providers performing the services herein. Such Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Background:

The Falcon Dam Power Plant is located in the city of Falcon Heights Texas and its part of the Falcon Dam Reservoir to access the facility, any vendor must cross through the United States Port of Entry and must comply with proof of residence and/or a United States (US) passport to US Customs and Border Protection officials.

Existing Pump and Compressor Board, Auxiliary Power Boards and Motor Control Centers have been in service for more than 60 years, and equipment needs to be replaced due to malfunctions and safety issues. There have been instances where electrical relays, motor starters and electrical breakers needed to be replaced and parts weren’t available as current equipment is obsolete in the electrical market. Without any communication systems available, the equipment is affecting Falcon Power Plant daily operations. Not upgrading the current motor control centers shall affect protection breakers, pumps, and air exhaust system and represent a safety hazard for employees.

1.2 Objectives:

a) The New Pump and Compressors Boards, Auxiliary Power Boards, and Motor Control Center System shall have communication system via fiber optic or radio system to provide equipment status in the operators control room.

b) Each complete motor control center shall be built with interface composed to communicate with a software package type Human Machine Interface (HMI).

c) Software shall be provided by The Contractor, and to be installed in the operator’s computer.

d) The main objective for this upgrade is that every motor control package shall have an accurate protection, response time, and reliability to protect the current equipment in Falcon Power Plant.

1.3 Scope:

This commercial service shall include the removal and upgrade of the current Pump and Compressor Board, Auxiliary Power Boards and Motor Control Centers located Generators and Turbine floors. All motor starters, protection breakers and control transformers shall be upgraded with the most efficient appropriate equipment available in the electrical market, and must exceed current equipment response time and communication system. This includes the following:

a) (1) Pump and Compressor Board package shall include (2) 225 Amps Main Breakers, (1) 225 Amps Tie Breaker, (16) Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information), PLC Automatic Throw Over/ Breaker Control System, (2) 5 KVA Control Power Transformer (480V/120V), (12) Single Pole Breakers with 30 Amps Capacity and 250 Volts Rated ideally suited for utility and industrial applications approved by National Electrical Manufacturers Association (NEMA) & Underwriters Laboratories (UL)

b) Complete four (4) Auxiliary Power Board shall include (4) 600 Amps Main Breakers, (4) 225 Amps Tie Breaker.

1. D1A Power Board shall include 12 Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, 5 KVA Control Power Transformer (480V/120V), (8) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

2. D2A Power Board shall include 9 Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, 5 KVA Control Power Transformer (480V/120V), (8) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

3. D3A Power Board shall include 10 Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, 5 KVA Control Power Transformer (480V/120V), (8) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

4. D4A Power Board shall include 10 Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, 5 KVA Control Power Transformer (480V/120V), and (8) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

c) Complete Three (3) Motor Control Center package shall include (3) 100 Amps Main Breakers.

N4A Motor Control shall include (8) Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, (1) 5 KVA Control Power Transformer (480V/120V), (7) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

N4B Motor Control shall include (10) Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, (1) 5 KVA Control Power Transformer (480V/120V), (6) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved).

3. N1A Motor Control shall include (8) Spaces for Breaker/Motor Starter Combo for different ampacities (See Drawing OA-4-1186 for more information & details), PLC Automatic Throw Over/ Breaker Control with Metering System, (1) 5 KVA Control Power Transformer (480V/120V), (6) Single Pole Breakers for different ampacities & 250 Volts rated ideally suited for utility and industrial applications (NEMA & UL Approved)

1.4 Period of Performance:

The contractor shall complete this work within one hundred eighty (180) days after the Contract has been awarded to the Contractor.

1.5. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor ensures the work complies with the requirements of the Contract.

a) The new equipment shall be tested by the Contractor and witnessed by Power Plant Electrical Engineer (COR) prior to be shipped to the Falcon Power Plant Facility.

b) The New Equipment shall be delivered to the Falcon Power Plant Electrical Engineer (COR) for inspection purpose within 150 Days after the Contract is awarded.

c) Provide Project Schedule within Seven (7) Calendar Days of Award.

d) The Contractor shall submit all Licenses and Certifications for electrical work required for this type of project, a Quality Assurance Surveillance Plan (QASP), and Installation Plan Procedure prior to begin the installation.

e) The installation shall be performed and completed during a period of 30 Days, after the equipment arrives in Falcon Power Plant, without affecting Plant daily operations.

f) The Contractor shall remove the old equipment and dispose it properly outside of government facility before project completion.

g) After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QC system.

1.5.1 Quality Assurance: The government shall evaluate the contractor’s performance under this Contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.5.2 Deliverables:

a) The Contractor shall be responsible to provide a study report to Alberto Hinojosa (COR and Falcon Plant Manager) where evaluate, monitor, remove and dispose asbestos and lead material that may be confined on the electrical equipment and old wire prior to completion of the project.

b) The Contractor shall provide dimensions and specifications of the New Pump and Compressor Board (MSB), Auxiliary Power Boards and Motor Control Centers for review and final approval.

c) The Contractor shall develop, provide a procedure to remove and install new equipment to avoid disturbing Falcon Power Plant daily operations while performing electrical clearance.

d) The Contractor shall also test the new equipment, provide training to power plant personnel, and provide drawings and schematics for new system with detail specification for the IBWC records.

e) The Contractor shall provide detailed cost breakdown to include all equipment, supplies, and service.

f) The Contractor shall provide all labor, supplies, and tools required for the installation of New Equipment.

g) The Contractor is required to comply with all Agency Safety Guidelines, National Electric Codes (NEC), Occupational Safety and Health Administration (OSHA), Institute of Electrical and Electronics Engineers (IEEE), Standard for Electrical Safety in the Workplace (NFPA70e), and other electrical guidelines, standards, and codes associated with this project.

h) All pre-engineering design for the New Pump and Compressors Boards, Auxiliary Power Boards, and Motor Control Center shall be approved by Government and Power Plant (Management before installation.

i) A complete set of submittals shall be provided with the as-built drawings.

j) The New Pump and Compressors Board system shall include an automatic tie breaker system.

k) The Contractor shall provide an Arc Flash Study Analysis with report for all Motor Control Starters and Breakers after the new equipment have been energized and before project completion.

1.5.3 Hours of Operation: The contractor is responsible for conducting business between the hours of 7:00 AM thru 3:30 PM, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.5.4 Place of Performance: The work to be performed under this Contract will be performed at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545 (Falcon Power Plant).

1.5.5 Type of Contract: The government will award a Firm Fixed Price contract.

1.5.6. Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use to complete this Commercial Service Contract. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.5.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. The contractor must provide Meeting Notes Two (2) Calendar Days after the Meeting, and these meetings shall be at no additional cost to the government.

1.5.8 Monitoring Progress/Compliance

The following personnel are considered to monitor progress and compliance by the government: The (COR) Alberto Hinojosa. Falcon Power Plant Manager (956)844-9296 and Edi Delgado Falcon Power Plant Electrical Engineer Technical Point of Contact for this commercial service Contract.

1.5.9 Site Visit (Please read the instructions below carefully):

A site visit has been scheduled for Wednesday, June 28, 2017 at FM 2098, 1 Reservoir Rd., Falcon Heights, TX 78545 (Falcon Power Plant). All visitors must arrive no later than 10:30am CDT in order to enter the site. If you have questions before or upon your arrival, please call Alberto Hinojosa at 956-844-9296 or Edi Delgado at 956-848-5265. Anyone arriving after 10:30am CDT WILL NOT be able to attend. The site visit shall then commence at 11:00am CDT (10:00am MDT). Any contractors interested in attending shall notify the Contracting Officer via email: Lanisa.mccollum@ibwc.gov no later than COB Monday, June 26, 2017.

1.5.10 Pricing

The Contractor’s quote shall include all labor, material and equipment to replace The New Pump and Compressors Boards, (4) Auxiliary Power Boards, and (3) Motor Control Center system in accordance with this Performance Work Statement.

1.5.11 Payments

Payment shall be made in accordance with Contract clause 52.212-4 Contract Terms and Conditions – Commercial Items.

All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) e-mail: invoices@ibwc.gov with a copy sent to the CO and COR. Final invoice must be marked as “FINAL.”

1.5.12 Drawing Reference

Drawing label as OA-4-1186 is attached for reference to aid the contractor’s estimate cost preparation.

2. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

2.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 1 of this PWS.

2.2. Materials: The Contractor shall provide, i.e., furnish materials, supplies, and equipment necessary to meet the requirements under this PWS.

2.3 Equipment. The Contractor shall provide a diesel or gasoline power generator to provide temporary electrical service, temporary light fixtures, electrical extension cords, and trash containers, etc. to meet the requirements under this PWS.

3. SPECIFIC TASKS:

3.1 Basic Services.

The contractor shall provide all equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Motor Control Centers Upgrade as defined in this Performance Work Statement except for those items specified as government furnished property and services.

This commercial service shall include the removal and upgrade of the current Pump and Compressor Board, Auxiliary Power Boards and Motor Control Centers located Generators and Turbine floors. All motor starters, protection breakers and control transformers shall be upgraded with the most efficient appropriate equipment available in the electrical market, and must exceed current equipment response time and communication system. This includes the following:
