Statement of Work To Contract a Civil Engineer Boundary and Realty Office
SUMMARY
USIBWC proposes to contract a Civil Engineer (Contractor) to work in the Boundary and Realty office under the direct guidance of the Principal Engineer for the Engineering Department.
OBJECTIVES
USIBWC will upgrade the existing land coordinate system used to identify all land holdings in the Upper and Lower Rio Grande Flood Control Projects into the modern State Plane Coordinate System. This upgrade will enable these holding to be placed into USIBWC’s Graphic Information System (GIS) making this system compatible with other Government Agencies and Industry Standards. This effort will require that all easements, parcels and right of way (ROW) in Upper and Lower Rio Grande Flood Control Projects be resurveyed using GPS technology. The main responsibility of the Contractor will be to update engineering drawings known as Engineering Office Files (EOFs). The traditional USIBWC right of way (ROW) shall be plotted alongside the State Plane coordinate system. All updated drawings shall be geo-referenced indicating its spatial location on the earth’s surface. The ultimate goal is to record all the engineering data in a computer system using GIS/GPS technology. The Contract Engineer shall, but not limited, to performing the following duties:
• Oversee six (6) other contract employees consisting of surveyors, and civil engineer technicians to conduct field and office work in this effort to resurvey and define USIBWC land boundaries.
• Reproduce EOF drawings to scale, replicating the line weight, text size, overall appearance to as near as possible as the original drafter’s intent.
• Insure the elements of the drawings be placed in separate AutoCAD layers i.e. line work, text, bearings and distances, legends and title blocks, and surveying ties to National Geologic System (NGS) monuments or other recorded published monuments.
• Insure that that field and office work accurately describe the original field conditions in while respecting original property corners and monuments upload and incorporate survey data from field surveyors into to the updated EOF’s.
• The Contractor shall work with others to keep hard copy and AutoCAD drawings and records organized during development and up to final versions.
• When any errors are detected, the Contractor shall notify the Principal Engineer and discuss the inaccuracy before making any corrections.
DELIVERABLES
All work shall be subject to review by the Principal Engineer. The Contractor will be responsible for monitoring the other contract employee’s progress in fulfilling the technical requirements specified in the contract. The Contractor will develop a Work Plan with projected milestones of the entire project by reach and segment; prepare progress reports against the established and approve milestones; maintain records of team assignments, updates and reporting of progress on assignments; review and approve invoices for contracted personnel to confirm that progress is being made toward the objectives mentioned above.
TRAVEL/ MEETING ATTENDENCE
The Contractor shall participate in regular team meetings to be held as required. Some travel may be required.
REQUIREMENTS/QUALIFICATIONS
Civil Engineering Technician - This is an entry, developmental level in the professional series. The applicants can be non-licensed and perform a wide variety of average difficulty in civil engineering, such as understanding field and right of way surveys; and engage in routine, less complex civil engineering activities. The following requirements, qualifications are necessary:
• The Contractor must have knowledge of: land surveying principals, land layout for metes and bounds descriptions, easements, quit claim deeds and other, principles used in real estate holdings and actions.
• Good working knowledge of AutoCAD and AutoCAD Civil 3d.
• The Contractor will be required to research USIBWC records and property records on County Court house web sites when USIBWC information is lacking or missing.
• The ability to reproduce a plat from a legal description.
• Draft detailed dimensioned drawings and layouts for land holding.
• A basic understanding of plats and legal descriptions, understanding of technical land holding drawings.
• Analyze land holding drawings, and prepare plats from tracings, and accurately illustrate metes and bounds.
• The ability to download survey data from a data collector and up load into AutoCAD
Civil 3D.
• Basic knowledge of: principles and practices of land surveying, including boundary determination, legal descriptions, topographic surveying, and GIS; field surveying practices and techniques.
• Have basic knowledge of laws, rules, and regulations regarding subdivisions of land, boundary locations, mapping, and surveying practices.
• Ability to understand and implement principles of algebra, geometry, and trigonometry as used in field land description analysis; technical report writing; and computer assisted drawing applications.
• Ability to search legal records, survey records, and land titles in order to obtain information about property boundaries in areas to be surveyed.
• Ability to: prioritize, schedule, explain technical concepts to others; provide constructive feedback; work independently; read and interpret engineering drawings;
collect, calculate, and adjust mathematical computations such as distances, and traverses.
• Communicate effectively orally and in writing; and establish and maintain cooperative working relationships with USIBWC staff, engineers.
• Provide a weekly report detailing accomplishments, drawings produced, research conducted and other work as directed by the designee.
• The Contractor have the ability to legally work in the United States and have a valid driver’s license.
GOVERNMENT FURNISHED INFORMATION
The government will have the majority of information on record required for the work. It will be necessary for the Contract Civil Engineering to research the information on USIBWC computers or, on some occasions research court records via a computer or visit the county court house. Technical assistance and/or information shall be available through the USIBWC Boundary and Realty Office.
GOVERNMENT FURNISHED EQUIPMENT
USIBWC shall provide computers and other office implements. USIBWC shall provide work space, working supplies, furniture and access to a business telephone required for work at no cost to the Contractor. The Contractor has the responsibility to conserve and protect USIBWC resources. The use of the resources for non-Governmental use is prohibited.
SAFETY
The Contractor must adhere to workplace safety standards as applied by the Department of Labor's office of the Occupational Safety and Health Administration (OSHA).
• The Contractor must have the ability to work safely in an office environment.
• Have a valid State Driving License and the ability to adhere to State laws.
QUALITY ASSURANCE AND QUALITY CONTROL
The Contract Civil Engineer’s performance shall be subject to review by USIBWC technical staff and management to ensure adequacy, accuracy, and completeness of work submitted as complete. If project performance and deliverables do not meet the USIBWC acceptance, the USIBWC reserves the right to issue corrective action to remedy the deficiencies. Corrective action may include withholding of payment until expectations are met. The USIBWC reserves the right to terminate this contract in the event the Contract Engineering Technician cannot perform his/her duties as stated in above.
