10. STATEMENT OF DUTIES:

A. BACKGROUND

Mozambique, a country of approximately 28.9 million inhabitants, ranks near the bottom of the Human Development Index (181 out of 188 countries in 2016). Close to 70% of the population lives in rural areas, almost half the population (43.9%) is illiterate, and more than half (59.6%) lives on less than $1.25 a day. With a large youth bulge (approximately half of the population is under the age of fifteen and two-thirds is under the age of 24), only a small proportion of Mozambicans (18% of males and 13% of females) complete secondary school. Gender-Based Violence (GBV) is common throughout Mozambique, leaving girls and women vulnerable to HIV infection and other health-related complications. Improvements in maternal mortality have stagnated for several years, at approximately 408 maternal deaths per 100,000 live births. Even with the important gains in child health (under-5 mortality declined by one-third in 2003- 2011), nearly one in ten children do not survive until their fifth birthday and nearly half (43%) of the survivors are stunted. Pediatric HIV rates in Nampula are the highest in the country, signaling challenges around quality of MNCH service delivery for vulnerable populations. While contraceptive prevalence is rapidly rising (from 11.3% in 2011 to 27.4% in 2015), Mozambique has not yet experienced the same decline in total fertility rate as neighboring countries, leaving Mozambique with a fertility rate of 5.3--one of the highest in sub-Saharan Africa.

Health is USAID's largest and most complex portfolio in Mozambique, and focuses on preventing maternal and child deaths, controlling the HIV epidemic, and assisting the government of Mozambique to strengthen critical components of the health system in order to sustain major improvements over the long-term. In close cooperation with the Mozambique Ministry of Health, USAID works in concert with the U.S. Centers for Disease Control (CDC) on infectious disease and promotes use of the resources and know-how of the private sector when advantageous to public health goals.

Maternal and Child Health: Mozambique is one of USAID's 25 focus countries for maternal and child health. Focused in Nampula province, USAID's programming strengthens service delivery in facilities and communities in tandem with technical assistance to district, provincial and central-level health sector managers and planners. USAID supports the government's Model Maternity Initiative to improve the quality of maternal and newborn services and respectful care to encourage facility deliveries.

Family Planning and Reproductive Health (FP/RH): Mozambique is a Family Planning and Reproductive Health Priority Country. USAID increases access to and demand for voluntary, high quality FP/RH services including modern contraceptive methods in Nampula and Sofala provinces.

Malaria: Since 2006, through the President's Malaria Initiative (PMI), the United States has invested over $306 million in malaria prevention and control activities. Through PMI, USAID supports national distribution of insecticide-treated mosquito nets, indoor residual spraying, accurate diagnosis and prompt treatment, social and behavior change communication, surveillance, and operations research. Mozambique, with U.S. Government support, is working to revitalize and expand the nation's community health worker (CHW) program.

CHWs provide preventive and basic curative services, including malaria diagnosis and treatment

Nutrition: USAID's activities focus on strengthening government systems and human resource capacity, providing technical assistance to improve "last-mile" delivery of nutrition products, social behavior change activities, and community- based nutrition interventions.

HIV/AIDS: USAID aims to improve national antiretroviral treatment (ART) coverage and support the National HIV/AIDS Control Program's 'Five Pillars' for linkage and retention, increase ART coverage for adolescent girls and young women (AGYW), increase case finding and retention among partners of women, and promote and expand access to pre-exposure prophylaxis (PrEP) for key populations.

Tuberculosis: USAID activities focus on increasing coverage of high-quality TB diagnosis and treatment services to reduce TB-related illness and death.

B. MAJOR DUTIES AND RESPONSIBILITIES

Basic Function of the Position:

The position will serve in the Preventing Child and Maternal Deaths (PCMD) Division of the Integrated Health Office. The incumbent will report directly to the PCMD Division Chief and support all three technical teams in the PCMD Division (MCH/FP, Nutrition and Malaria), working closely with Team Leaders to identify opportunities to advise and support their efforts to develop local capacity.

Key duties and responsibilities of the Position:

A. Support the PCMD Division to plan, design and manage local awards with a deliberate, strategic and systematic focus on building local capacity in order to advance Mozambique's effort to become more self-reliant.

I. Serve as a technical resource for PCMD staff who manage awards to local partners by supporting their efforts to effectively and sustainably build the capacity of USAID's local implementing partners. This includes:

1. Support PCMD colleagues to manage their awards with a deliberate focus on ensuring that local partners receive targeted assistance to develop their capacity and systems.

2. Support PCMD to ensure that mechanisms and resources are effectively planned and aligned with GRM-led initiatives to strengthen Mozambique's health system.

3. Advise and assist PCMD staff to maximize opportunities, strategies and approaches to support Mozambique's effort to become more self-reliant, through strategic application of USAID assistance and programs as well as through direct engagement with the Government of Mozambique, the private sector, and other stakeholders.

II. Manage health awards to local partners, focusing on building partner capacity for increased self-reliance.

1. As AOR/COR, Activity Manager, Technical Advisor, or IHO point of contact, manage local awards with a deliberate focus on ensuring that implementing partners receive effective, targeted assistance to develop their capacity and systems.

B. Strengthen intra-Mission collaboration on the USAID goal of assisting Mozambique's "Journey to Self-Reliance" in an effective, coordinated manner.

I. Strengthen PCMD engagement with other Mission offices, including the Financial Management Office and Program Office, to increase collaboration in efforts to further self-reliance (e.g.: work with OFM in assessing and addressing partner systems; work with PRO in the design and implementation of Local Capacity Development support, etc.).

C. Increase PCMD Division capacity to report and communicate on progress USAID goal of assisting Mozambique's "Journey to Self-Reliance."

I. Coordinate reporting on PCMD progress in fostering self-reliance by incorporating it as a "key issue" in regular reporting, portfolio reviews, etc.

II. Work with PRO/DOC and PCMD to ensure that self-reliance successes are identified and highlighted on an ongoing basis.

III. Assist PCMD teams to strengthen internal capacity to produce high- quality written deliverables.

Additional, day-to-day responsibilities of the Advisor include:

Actively lead the formulation of health-related development policies and programs that strengthen and advance PCMD health goals.

Provide direction, management, and administrative oversight for USAID/Mozambique's health portfolio. This may include design of project activities, overseeing implementing partner workplan development and implementation, monitoring and evaluating food security projects, and reporting on progress of these activities.

Collaborate regularly with relevant GRM, civil society, private sector, partner and donor projects involving health to provide expert technical guidance and consultation as required. This includes guiding, developing, and managing related technical assistance and training initiatives.

Advise USAID/Mozambique's Mission Director, the U.S.

Ambassador to Mozambique and other Embassy officials, senior USAID/Washington personnel and technical offices, and GRM officials regarding health-related matters affecting policy, strategic planning, technical direction, activity design, budgeting, and managing for results.

Establish and manage sensitive high-level relationships with Mozambican national and local government entities, multilateral and bilateral donors, local and international private sector and non-governmental constituents, to shape related governance policies in Mozambique and support of health and capacity-building.

Represent USAID/Mozambique with senior regional and national authorities, other USG agencies and private business leaders on health and capacity-building related development issues locally, regionally and internationally.

C. POSITION ELEMENTS:

Supervision Received: The Advisor works under the supervision of the PCMD Division Chief. The supervisor makes assignments in terms of overall objectives and resources available. Completed work is reviewed in terms of achievement of program/project/activity goals, effectiveness in meeting host country and USAID objectives, and integration with other initiatives in Mission portfolios. The Advisor coordinates regularly with the PCMD Team Leads. In general, the Advisor will be expected to exercise considerable autonomy and best judgment in discharging the duties of the assignment. The Advisor is expected to demonstrate a high level of independence, professionalism, judgment and responsibility. The Advisor will maintain ongoing dialogue with the PCMD Division Chief, PCMD Team Leaders and staff, and Mission Management on a day-to-day basis.

Authority to Make Commitments: The Advisor exercises the authority given to activity managers and Contracting Officer Representatives / Agreement Officer Representatives (CORs/AORs) and may make administrative arrangements consistent with ADS guidance and Mission and IHO policy. The Advisor takes action and establishes priorities based on available guidelines and professional judgment.

Guidance is sought when needed, and superiors are informed of activity and project status. Within the scope of the authority delegated, the Advisor may indicate to ranking counterparts and implementing partner colleagues that they will make a recommendation to USAID on a specific activity, issue, or problem. The Advisor has no independent authority to commit the USG to the expenditure of funds but may negotiate ad referendum for the supervisors.

Supervision Exercised: None

Post Entry Training: On-the-job familiarization training in USAID procedures, regulations, and methods and orientation to working from a donor Agency perspective, etc., will be provided. Formal COR/AOR certification is required for successful performance of duties and will be provided. Other courses, training to maintain professional capability in the field, and other courses will be offered for professional USAID staff as appropriate. Further courses, seminars, conferences anad other position-related activities may be available, as appropriate and agreed with Mission Management, and are subject to availability of funds.

Nature, Level and Purpose of Contacts: The incumbent will maintain contacts and work with USAID staff in Mozambique, with considerable interaction with USAID/Washington Global Health and Africa Bureau staff, USAID/Washington Office of HIV/AIDS staff, Office of the Global AIDS Coordinator, and GHSA Office to provide policy and procedural guidance and to obtain information relative to programs and activities.

Available Guidelines: Available guidelines establish a broad pattern of operations that requires frequent need to exercise judgment and interpretation and provides an opportunity for initiative and innovation. Relevant guidelines include the USAID Automated Directives System (ADS), PEPFAR guidelines, Country Operational Plans, Mission Orders, and other directives.

11. TRAVEL REQUIREMENTS: Requires up to 25% travel to USAID-supported activities in Mozambique. Travel requirements may be higher in certain times of the program cycle if more intensive support is required in the field.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Must possess a Master’s degree, in Public Health or a related field. (15%)

Prior Work Experience: A minimum of five years of progressively responsible, professional-level experience in international development assistance, which provided the opportunity for strategic planning, project design, program planning, and/or implementation - preferably in areas related to capacity-building, public health programming (especially Maternal and Child Health, Family Planning, Nutrition and Malaria), or management of development programs. At least five years of this experience should be with the USG, other donor agencies, host-country organizations, non-government organizations, or private sector institutions which include mailto:Mission-Maputo-HR@usaid.gov program/project design, performance monitoring, and/or the analysis and interpretation of data. (35%)

Job Knowledge: The Advisor must have in-depth, professional-level knowledge of development principles, concepts, and practices, especially as they relate to managing health activities. He/she must also have in-depth professional-level knowledge of the challenges, approaches and solutions to effective organizational development in public, private and non-governmental sectors of developing countries. The Advisor must have knowledge of, or the potential to quickly acquire knowledge of, USG legislation, policy, and practice relating to health assistance and local capacity development, of USAID programming policies, regulations, procedures, and documentation, and of the objectives, methodology, and status of assigned activities. (15%)

Skills and Abilities: The Advisor must have demonstrated skills and abilities to effectively manage health programming with a focus on local capacity development.

S/he must also have demonstrated ability to work collaboratively with a range of professional counterparts at all levels, including those from host country Ministries and technical staff, private sector executives, civil society leaders, other USAID Missions, other U.S. government agencies, international organizations, and other donors. The candidate must demonstrate cross-cultural sensitivity, tact and poise, as he/she will be called upon to interact with high-level officials from a range of cultural backgrounds.

S/he must also have demonstrated leadership in a team environment, strong interpersonal skills, and the ability to work in a collegial and persuasive fashion. A proven record of effective, team-based working relationships, from staff to policy-making levels, with a wide range of individuals and organizations, including technical experts and contractors, host country partners (public and private sector), and international organizations is required. (15%)

Language Proficiency: Fluent English proficiency (written and oral) and working knowledge of Portuguese are required. (20%)

III. EVALUATION AND SELECTION FACTORS

The following evaluation factors for evaluating applications are established. The Technical Evaluation Committee will establish the competitive range/cut-off points per the evaluation factors listed below. Applicants are encouraged to provide a narrative for each selection criteria listed below in this section. This information will be used for evaluating and scoring each criterion. The TEC will conduct interviews with all offerors in the competitive range and provide the final rating and ranking of the offerors based on the interviews and professional reference checks.

Other Benefits: Additional benefits are available for individuals hired from outside Maputo in accordance with the AIDAR, Federal Travel Regulations and Standardized Regulations, e.g., international airfare from place of residence, international shipment of personal effects, unaccompanied baggage allowance, POV Shipment, Repatriation Travel, furnished housing and educational allowances for dependent children.

VII. TAXES

USPSCs are required to pay Federal income taxes, FICA, Medicare and applicable State Income taxes.
