SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC)
Dear Prospective Offerors:
The United States Government, represented by the U.S. Agency for International Development
(USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation.
Offers must be in accordance with Attachment 1, Sections I through V of this solicitation.
Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records. Please note that this is a USPCS resident (local) hire position.
Offerors must have a valid work permit and exemption certificate or demonstrate an ability to obtain these requisite documents. USAID Tanzania is will not be responsible for obtaining work permits and exemption certificates.
This solicitation in no way obligates USAID to award a PSC contract, nor does it commit
USAID to pay any cost incurred in the preparation and submission of the offer.

9. STATEMENT OF DUTIES
1. General Statement of Purpose of the Contract
The U.S. Agency for International Development seeks to employ a U.S. PSC (GS-14) who will be responsible for ensuring well-coordinated and effective delivery of program implementation across the Agency’s Global Health Security (GHS) portfolio in Tanzania. The Advisor will be responsible for overseeing a complex, multi-sectoral portfolio, providing leadership and technical support to the full range of GHS investments in Tanzania, including preparedness, prevention, detection, and response for prioritized infectious diseases of public health concern.
This position will be under the supervision of the USAID/Tanzania Health Systems
Strengthening Team Lead. The Advisor will serve as an activity manager and technical resource to the USAID mission in Tanzania, including the health, economic growth and environment teams, as well as the USG interagency team supporting GHS. The Advisor will be responsible for working closely with Washington-based technical advisors and AORs and the Nairobi-based east and central Africa regional coordinator, to ensure coordination across all GHS investments and to ensure that program activities and objectives are aligned with the priorities of the USG and Tanzanian government. The Advisor will also liaise with the AORs and CORs of applicable bilateral projects at USAID/Tanzania to ensure coordination of GHS activities and mandated interagency reporting.
The Advisor will represent USAID in all relevant interagency meetings, and engage other international and multilateral donors within Tanzania to ensure USAID programming is fully aligned with Tanzania’s GHS Roadmap and annual work plan, and that USAID investments contribute to the advancement of GHS technical objectives and are responsive to the country context. The Advisor will work closely with other USG partners in Tanzania, particularly CDC and DOD, thus presenting a "whole of government" approach to GHS. The Advisor will work very closely with Government of Tanzania including the Office of the Prime Minister; Ministry of Health, Community Development, Gender, Elderly, and Children; the Ministry of Agriculture, Food Security and Cooperatives; Ministry of Wildlife and Environment, and other government institutions and stakeholders responsible for “One Health” coordination. The Advisor will play a crucial role to help facilitate multi-sectoral coordination and meeting to ensure effective One Health strategies are implemented to prevent, detect, and respond to emerging infectious diseases.
2. Statement of Duties to be Performed
A. Program Management and Coordination
1. Ensure coordination across all assets and activities of the USAID’s GHS program in Tanzania, in collaboration with technical backstops and project AORs at USAID/Washington, USAID/Tanzania mission and USAID/East Africa regional mission. Ensure that activities are aligned with the Government of Tanzania’s (GOT) National Action Plan for Health Security (NAPHS), One Health Strategic Plan, and GHS Strategic Roadmap and priorities.
2. Ensure coordination among key stakeholders in Tanzania: USG agencies in Tanzania including, but not limited to U.S. Embassy, CDC, DOD-Defense Threat Reduction Agency (DOD-DTRA), GOT ministries, United Nations (UN) organizations, other donors, private sector, international and local Non-governmental Organizations (NGOs), etc.
3. Maintain close coordination with USG partner agencies to ensure mutual understanding, coordinated, synergistic, and non-duplicative GHS workplans, activities, results, and reporting for Tanzania.
4. Establish and maintain coordination networks among USAID implementing partners in Tanzania whose activities are related to GHS. Facilitate opportunities for USAID implementing partners to collaborate and leverage each other’s activities. Communicate and promote to Implementing Partners (IPs) USAID’s expectations for IPs to function as a cohesive program working together to advance GHS targets in Tanzania.
a. Use the coordination network to facilitate the GHS implementing partners in successful completion of work plan activities and to maximize USG investments.
5. Review performance reports to ensure that partners are in compliance with bilateral government agreements and with the performance expectations outlined in their work plan and in their contract/agreement with USAID.
6. Ensure that implementing partners are in compliance with all relevant USAID regulations and procedures.
7. Proactively report to the USAID/Tanzania on developments in the GHS portfolio and policy directions from USAIDs’ Bureau for Global Health.
8. Proactively communicate GHS activities, plans, and results to the USAID/Tanzania Health and Program Offices and share with appropriate teams at USAID/Washington, including technical advisors and project AORs, and with the East Africa Regional Emerging Threats Advisor, USAID implementing partners, other USG agencies, and the Government of Tanzania.
9. Serve as the source of information on GHS to enhance USG awareness and collaboration and to address concerns/questions from USAID and Embassy leadership.
B. Technical Leadership
1. Identify and cultivate relationships with key stakeholders across multiple related sectors and ministries in Tanzania. Maintain knowledge of Tanzania’s and GHS capacities and priorities.
2. Provide technical direction and oversight to the USAID/Tanzania GHS program, as appropriate, in collaboration with project AORs.
3. Communicate regularly and work jointly with other members of USAID/Tanzania and other relevant USG agencies at post. Contribute to the development of annual GHS USG interagency workplans.
4. Based on observations, assessment reports, performance statistics and other available data, make programmatic recommendations to the Health Office and to USAID/Washington.
5. Keep abreast of new developments and emerging issues that affect USAID’s priorities via literature review, attendance at technical meetings, workshops, and participation in relevant training events. Share relevant information and recommendations with USAID and other USG colleagues.
6. Ensure that state-of-the art approaches are incorporated into all program activity design and implementation approaches, as appropriate, in consultation with project AORs.
C. Program Monitoring and Reporting
1. Regularly communicate with USAID/Washington technical advisors and the
East Africa regional advisor to report on, and discuss, Tanzania’s GHS portfolio.
2. Lead development of USAID contributions to the Tanzania Interagency GHS team’s bi-annual GHS Progress Report
3. Have strong knowledge of assessments and scoring related to Tanzania’s GHS
Joint External Evaluation Report
4. Monitor implementation progress, ensuring that actions are completed on schedule or adjusted to meet changing conditions and identifying constraints to activity implementation as well as proposing solutions for their resolution.
5. Carry out site visits and attend relevant meetings and events where USAID presence is required to ensure programmatic quality is maintained.
6. Work closely with partners to ensure that program achievements and lessons learned are disseminated to sector representatives.
7. Contribute to the preparation of key USAID Mission reporting documents.
3. Supervisory Relationship
Directly supervised by the Health Systems Strengthening Team Lead, under the overall guidance and direction of the Health Office Director. To the extent possible, s/he is given wide latitude in planning and executing work assignments. Work is reviewed primarily in terms of performance against planned objectives described in annual performance evaluation reports (PERs).

The Global Health Security Advisor does not have a supervisory role

Note this is a resident (local) hire USPSC position. Offerors must be resident in Tanzania and have a valid work permit and exemption certificate or demonstrate an ability to obtain these requisite documents at the time the contractual agreement is signed. II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION
a. Education: The candidate must have minimum of a masters’ degree in public health, international health, public policy, veterinary science, animal health, epidemiology, infectious disease, or other relevant field from a recognized institution. Health clinical degrees (MD, veterinary medicine, registered nurse or similar) and/or degrees in laboratory science in addition to the above Masters are preferred. Additional studies, certificates or trainings relevant to the GHS action packages and program management will be an advantage.
b. Work Experience: A minimum of five (5) years of progressively responsible professional experience in any field of public health, international health, veterinary science, animal health, epidemiology, surveillance, infectious disease prevention and response including but not limited to malaria, tuberculosis, or immunization programs. Experience in bilateral or multilateral development program management in any international development or other relevant field is desired. Experience should demonstrate ability to manage and coordinate relationships with public sector entities, bilateral and multilateral donors and NGOs. Direct experience working in One Health, Global Health Security Agenda or Zoonotic Diseases in international or resource poor settings is highly desirable.
c. Knowledge: Professional knowledge of a broad range of any of one health, infectious diseases, zoonotic diseases, antimicrobial resistance, surveillance, laboratory systems or other public health development issues is required. Broader scope of experience preferably across human and animal health will be an advantage. Knowledge of the sub-Saharan Africa, preferably East African cultural or work environment is desired.
In-depth knowledge of the principles, techniques and practices of development project management including planning, monitoring, evaluating and reporting is required, preferably in the infectious disease field from either a public health or animal health approach. Demonstrated knowledge of how to coordinate with stakeholders across public, private, and nonprofit sectors is desired. Knowledge of the Tanzanian public health system and/or animal health system is desirable. General knowledge of USAID rules and regulations is also desirable.
d. Skills and Abilities: The applicant must possess strong management, collaboration, team building, networking and interpersonal skills to establish and maintain strong contacts with counterparts both inside and outside of USAID. . The incumbent must also have a high degree of technical, analytical, and quantitative skills in scientific approaches and in analysis of development activities and policies. Demonstrated ability to work as a member of a team and to foster teamwork is required as is the ability to develop and maintain productive working relationships at all levels. S/he must be able to work in a demanding and often high-stress environment to meet deadlines or ensure consensus. Must be a self-starter with strong diplomatic and leadership qualities. The candidate must have a proven ability to work independently with minimal supervision.
e. Communication: The candidate must be fluent in both spoken and written English.
Given the nature of the position, effective written and oral communications are critical to perform successfully in this position. The candidate should have a demonstrated ability to independently produce professional quality analytical pieces and make oral presentations. The candidate must be able to effectively represent USAID/Tanzania GHS program to colleagues at the US Embassy and USAID/Washington; Government of Tanzania officials at senior levels; and various Washington-based U.S. Government agencies. The incumbent must be able to communicate USAID’s program, objectives and procedures to other donors and embassies, private businesses, corporations, foundations, NGOs, and other non-traditional development organizations. Level IV (Fluent) English fluency is required.
III. EVALUATION AND SELECTION FACTORS
Candidates meeting the minimum qualifications for the position will be evaluated based on information presented in the application and reference checks. For purposes of this solicitation, Offerors will be required to have the minimum qualifications expressed in Section II and will be assessed based on the following factors:

USAID/Tanzania reserves the right to interview only the highest ranked offerors in person or by phone or not to interview any candidate.
In order to be considered for the position, a candidate must meet the Minimum Qualifications listed above. Consideration and selection will be based on a panel evaluation of the Evaluation Factors. Please note that not all applicants will be interviewed or contacted. USAID will not pay for any expenses associated with the interviews unless expenses are pre authorized.
The applicant's references must be able to provide substantive information about his/her past performance and abilities.
After the closing date for receipt of offers, a selection committee will be convened to review offers and evaluate them in accordance with the evaluation criteria. Offers from candidates who do not meet the minimum requirements will not be considered or scored.
Reference checks will be made only for offerors considered as finalists. If an offeror does not want USAID to contact a current employer for a reference check, this should be stated in the offeror’s cover letter.
IV. APPLYING
1. Eligible offerors are required to complete and submit (1) the offer form AID 309-2, “Offeror Information for Personal Services Contracts with Individuals,” available at https://www.usaid.gov/forms/aid-309-2 ;(2) a current resume or curriculum vitae; (3) a cover letter, not to exceed three pages, addressing how the applicant meets the Required Qualifications {(a) education; (b) prior work experience; (c) knowledge, (d) skills and abilities}; and (4) any other documents (certificates, awards, copies of degrees earned, etc.) that address the qualification requirements of the position as listed above, and a list of three (3) to five (5) references with complete contact information, including e-mail address and telephone numbers.

VII. TAXES
USPSCs are required to pay Federal income taxes, FICA, Medicare and applicable State Income taxes.
