10. STATEMENT OF DUTIES/POSITION DESCRIPTION
BACKGROUND:
Over the last 13 years, the USG assisted in transforming KEMSA from an entity that was not operating as a business, with a number of weaknesses and a record of poor performance, into an award-winning public-health supply-chain institution, reformed to be efficient, effective and self-sustaining. In Kenya procurement, warehousing and distribution of health commodities is predominantly performed by KEMSA. In 2015 USAID/KEA signed a 5-year $650 million contract with KEMSA for the procurement, warehousing and distribution of HIV commodities, and warehousing and distribution of select family planning, maternal/child health and malaria commodities and supplies in support of national and county level needs. Other partners, including the Global Fund to Fight AIDS, Tuberculosis and Malaria, also procure health commodities to support the public health sector. The partners finance health commodities based on the assumption that KEMSA will meet storage, distribution, and security costs at all levels of supply chain.
INTRODUCTION:
As Kenya transitions to Universal Health Coverage (UHC), specifically in four pilot counties supported by the World Bank, KEMSA has been identified by the GOK as the procurement and distribution firm that will support this rapid upscale of public health services at the county level.
As a result of this scale up, and cognizant of potential risks to the organization overall, KEMSA has requested USAID’s support in strategizing and prioritizing the essential reforms to their organization they need to undertake to accommodate the GOK’s vision for them under UHC, without eroding their growth, and organizational strengths. Additionally, the GOK has reached out to USAID as leaders in Kenya within the supply chain management technical area, to support the Ministry of Health in the development of an integrated Supply Chain Management strategy over the coming year.
MAJOR DUTIES AND RESPONSIBILITIES:
The purpose of the position is to provide support USAID/KEA to achieve the following three main objectives.
1. Provide technical assistance to KEMSA in implementing organizational reforms;
2. Work with the MOH to develop of Supply Chain Management Strategy;
3. Provide mission-level technical support and mentorship in supply chain management to strengthen support to the GOK.
Specific Duties:
Technical Leadership (60%):
1. Finalize a strategic approach/plan for USAID’s support to KEMSA’s organizational reforms to align with UHC.
2. Provide senior level technical assistance to KEMSA in supply chain management and organizational development to support them in implementing the prioritized organizational reforms.
3. Ensure that USAID’s investments in KEMSA’s procured and distributed commodities are appropriately secured throughout the reform process.
4. Roll out an implementation of identified prioritized actions to reform KEMSA.
5. Finalize and implement an internal strategy and workplan for how USAID/KEA will support the MOH in the Supply Chain Management Strategy and take a stronger leadership position among Development Partners in this technical area.
6. Provide senior level technical assistance to the GOK to support them in the development and finalization of the proposed Supply Chain Management Strategy, with a vision on how to ensure the effective roll out and implementation of the strategy at all levels (National to Facility level).
7. Support MOH in the implementation and completion of a Supply Chain Management Strategy.
Program Management and Coordination (40%):
1. Support the Program Management Specialist, Supply Chain Management, and the missions supply chain management technical working group in aligning our support to KEMA and the MOH’s Supply Chain Management Strategy to USAID’s Journey to Self- Reliance.
2. Provide technical assistant to the COR’s of the USAID funded KEMSA MCP and Afya Ugavi projects to strengthen USAID’s support to Kenya’s supply chain.
3. Advise on technical approach and database/systems to ensure optimal end-to-end visibility.
POSITION ELEMENTS:
a. Supervision Received: Work will be performed under the general direction of the Health System Strengthening Team Lead. Substantial interaction and direction from the HPN Chief, Deputy HPN Chief, HIV Team Leader, and PEPFAR Coordinator is anticipated.
While the position does not have policy-making authority, the Senior Advisor Supply Chain Management has responsibility for making independent decisions relating to supply chain management programing.
b. Available Guidelines: Guidelines include Agency regulations, ADS Series, USAID/USG strategy documents, Mission Orders, Automated Directive System (ADS), and the Foreign Affairs Handbook (FAR), PEPFAR guidelines, and other USAID or USG policies. The incumbent must be able to use excellent judgment and the ability to deal with ambiguity at all levels.
c. Exercise of Judgment: A high degree of independent judgement will be required to provide guidance, assistance, and coordination to a wide variety of professionals in the HPN Office and mission overall in supply chain management as it pertains to USG funding. Decisions that must be made involve major areas of uncertainty in approach, methodology, interpretation and evaluating processes. The incumbent independently plans, designs, coordinated, and carries out projects and activities for self and other professional staff to attain expected results.
d. Authority to Make Commitments: As a personal services contract position, the incumbent cannot make financial commitments on behalf of the U.S. Government.
e. Nature, Level and Purpose of Contacts: The incumbent will maintain contacts and work with USAID staff in USAID/Kenya and East Africa, with considerable interaction with USAID/Washington Global Health staff, Office of the Global AIDS Coordinator, and others to provide policy and procedural guidance and to obtain information relative to programs and activities. Official internal contacts will be the USAID Mission Director, USAID/Washington Staff and other high-ranking USG representatives. The incumbent will maintain senior level contacts at both KEMSA, and the government of Kenya in order to successfully achieve the objectives of this position.
f. Supervision Exercised: None
g. Time Required to Perform Full Range of Duties after Entry into the Position: It is expected that the incumbent will have the ability to immediately perform the full range of duties as listed above.
h. Training: The contractor will receive on-the-job training regarding USAID and USG policies, procedures and regulations, including the Automated Directive System (ADS) and Mission Orders as needed. The SEA shall annually complete an OGE 450, Financial Disclosure Report. The contractor shall attend mandatory annual ethics training conducted at USAID/Kenyan and East Africa by the Resident Legal Officer. The Contractor shall also be required to attend and successfully complete the mandatory COR/AOR and USAID Acquisition and Assistance trainings. Other project management and implementation training will be provided when available and as needed.
i. Travel: The position will require significant travel within the East Africa region, including upcountry travel to site locations, and less frequent to other locations in Sub- Saharan Africa, the U.S. and worldwide. The contractor should anticipate travel of up to 35% of LOE.
j. Physical Demands/Work Environment: The work is generally sedentary and does not pose undue physical demands. During site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).
k. Security Clearance: Logical/ Physical Access Only
l. Support Items: The incumbent will be provided access to a desktop computer, shared office equipment (such as printer, scanner and shredder), office supplies and support services.
m. Sunday Pay: Is not authorized.
11. PHYSICAL DEMANDS: The primary location of work will be on the U.S.
Embassy/USAID compound in Nairobi, Kenya. No special demands are required to perform the work.

II. MINIMUM QUALIFICATIONS AND SKILLS
The incumbent must meet the following requirements in education and professional experience:
● Education: Graduate degree in public health, international health, social sciences, pharmacy, business administration, or a closely related field.
● Professional Experience: A minimum of ten years of progressively responsible experience related to the position description, including at least 5 years’ experience supply chain management experience overseas. Demonstrated technical leadership, mailto:pbii@usaid.gov program management, strategic planning, and problem solving skills working on complex supply chain management projects in a highly sensitive environment are required.
● Job Knowledge: The incumbent must have extensive knowledge of the main technical and substantive issues related to health commodities and supply chain management and logistics, especially in the developing country context, and a good understanding of the East Africa/Kenya social, cultural and political environment impacting the supply chain context and the USG’s investments.
● Skills & Abilities: Exceptionally strong interpersonal skills and abilities to work in a multi-cultural setting are required. Experience supervising, motivating, and leading teams of professionals required. Demonstrated ability to work across agencies, and with high level senior-ranking host country government officials, is required. Able to work effectively on her/his own and as a member of an office management team and as a mentor to junior staff, is required.
Strong computer, verbal and writing skills required. Must be fluent in English (S-4/R-4) and have proven ability to communicate quickly, clearly, and concisely in both speech and writing. Able to facilitate meetings and make oral presentations logically and persuasively to senior officials and partners in a multi-cultural context. Able to produce concise, clear reports, and utilize word processing, spreadsheet and database programs.
