PERFORMANCE WORK STATEMENT

For

PinPoint II Performance Upgrade and Maintenance

16 MAY 2022

1.0 DESCRIPTION OF SERVICES. The Contractor shall provide labor, tools, materials, parts, equipment, and return shipping as necessary to provide PinPoint II Performance Upgrade and Maintenance for six (6) each PinPoint II Test Set systems (PN: 6xP214 / SNs:

32362, 32363, 37498, 41611, 46923, and 52403) which shall include the necessary, evaluation/repair, hardware/software upgrade, calibration, return shipping, and a twelve (12)-month warranty for upgraded items. In addition, the Contractor shall provide the Multi- System annual maintenance coverage (AMC) for each system which includes technical support and off-site user training. These services will be utilized to support the 402nd Electronic Maintenance Group (EMXG) at Robins AFB. The original equipment manufacturer (OEM), Astronics Test Systems, Inc, shall perform all services.

1.1 The performance upgrade and Multi-System AMC services shall include the following:

1.2 Services. The Contractor shall provide the PinPoint II Performance Upgrade services which includes the necessary evaluation/repair, hardware/software upgrade, calibration, and the Multi-System AMC for up to six (6) each PinPoint II Test Set systems as listed in paragraph 1.0 and 1.1 that shall enhance the system’s performance/functionality to meet or exceed the Government’s operational, safety, and environmental standards which shall include the following:

1.2.1 Evaluation and Upgrade: The Contractor shall provide the following performance upgrade maintenance services with new or equivalent replacement materials, evaluation/upgrade, HW/SW upgrade, and calibration with applicable data for each test set system whereas Contractor shall provide the following upgrade following tasks:

1.2.1.1 The Contractor’s evaluation and Upgrade process shall include a complete visual, electro-mechanical and operational assessment as necessary or the equivalent for each system in accordance to applicable published test specifications.

1.2.1.2 Initial System validation test – verifies the system is operational and performing correctly prior to upgrade.

1.2.1.3 Removal of existing hardware and interface cards that require an upgrade.

1.2.1.4 Installation of replacement hardware.

1.2.1.5 Formatting and setting up hardrive.

1.2.1.6 Install of Windows and TestVue software.

1.2.1.7 Retest of upgraded system—soak test for forty-eight (48) hrs.

1.2.1.8 Calibration of system. A twelve (12) month calibration certificate as listed in para. 1.2.4.1.

1.2.1.9 Post upgrade test - ensures the system is fully operational after the performance upgrade is completed.

1.2.2 System Configuration. The Contractor shall provide the replacement material(s) and the necessary tasks to implement the hardware/software upgrade(s), and implement the software upgrade to accomplish the necessary system configuration for each test set system as follows:

1.2.3 Hardware/Software Upgrade. The Contractor shall provide “new” replacement hardware and the up-to-date software versions for each system which shall be accomplished by certified OEM servicing technician(s) which are accredited for servicing PinPoint II Test Sets (listed in para. 1.1). The said technicians shall accomplish the upgrade(s) utilizing the most advanced techniques for equipment maintenance, instrument operation/modifications, and repair applications relative to said test sets in accordance with OEM specifications.

1.2.3.1 The Contractor shall not substitute the OEM replacement materials without the approval of the Government Representative(s).

1.2.3.2 The Contractor shall provide written notification to the Government Representative(s) via email within five (5) calendar days of knowledge concerning lack of availability/delays for the replacement materials. In addition, the Contractor shall provide the part(s) number/name and any available resolution(s) relative to the test system’s replacement hardware.

1.2.3.3 Replacement Hardware (New). The Contractor shall provide the necessary new hardware replacements utilizing the following hardware upgrade configuration utilizing the minimum equivalence of the specification listed or better:

a. Motherboard = Micro ATX (9th Generation) - TPM Version 2 compatible.

b. CPU = Intel i7 Quad CORE (3.2GHz).

c. RAM = DDR4 16 Gb (Speed matched to Motherboard).

d. SSD (Solid State Drive) = 500Gb (replaces existing HDD).

e. Phantom card set (System to PC interface cards).

1.2.3.4 Software Upgrade. The Contractor shall provide the necessary software install and upgrades which includes the following software upgrade configuration:

a. Windows 10 (64 bit)

b. Latest TestVue version installed (includes latest library)

1.2.4 Calibration. The Contractor shall provide a twelve (12)-month evaluation /calibration coverage and applicable data for each system listed in para. 1.0.

Repaired Products will be verified with a calibration certificate (paragraph 1.2.4.1) to confirm proper operation according to the manufacturer's published specifications. The certificate will include the environmental conditions measured at the time of calibration and all required elements as stated in the appropriate quality standards.

1.2.4.1 Calibration Certificate/Data. Upon completion of the maintenance, the

Contractor shall provide a completed/signed Certificate of Calibration via electronic email with .pdf format within five (5) calendar days after verifying successful calibration of each test set with associated calibration data evaluating the measured product’s performance prior to and after adjustments have been made. The Calibration Certificate shall state the machine serial number, date of calibration, national standards used (NIST traceable), and calibration equipment used with trace numbers. 1.2.5 Annual Maintenance. The Contractor shall provide the twelve (12) month Multi- System AMC for up to six (6) test set systems (as listed in para. 1.1) within seven

(7) calendar days after date of award which shall include the following coverage:

1.2.5.1 System Configurations. The Government will coordinate with the

Contractor to verify that the system configuration is acceptable for each system (listed in para. 1.1) utilizing the Contractor’s system configuration referenced below—prior to shipping test systems’ to the Contractor’s facility.

1.2.5.2 System Diagnostic Report. The annual maintenance coverage is applicable to the each system that is “fully” functioning prior to the date of contract award whereas the Government will coordinate with the Contractor to provide a system diagnostic report to the Contractor via electronic mail or other submission methods approved by the Government Representative(s)— prior to shipping the system(s) to the Contractor facility.

1.2.5.3 Hardware Repairs. The AMC shall include a total of twelve (12) repairs for the duration of the twelve (12) month period.

a. Government will coordinate with the Contractor to ship the system(s) to the Contractor’s facility at the Government’s expense.

b. The Contractor shall notify the Government within two (2) calendar days concerning the decision to repair or replace a board and/or component(s) or to declare that the system(s) is “beyond economic repair” (BER). The Contractor shall not replace system(s) deemed

BER.

c. If the Contractor determines that the test system(s) cannot be repaired, the Contractor shall provide written notification to the Government Representative(s) within one (1) calendar day of knowledge of “BER” decision—identifying the servicing issues and provide an estimated return date to the Government. The system(s) deemed BER shall be returned shipped in its entirety to Robins AFB at the Government’s expense.

1.2.5.4 Calibration (return to factory) – includes annual calibration (as listed in para. 1.2.4) for up to 6 test set systems relative to the P2C, P2A and P2I system configurations (listed in para. 1.2.5.1). The Government will ship the applicable test set system(s) to the Contractor’s facility at the Government’s expense.

1.2.5.5 Software upgrades – includes the necessary upgrades, patches and library updates for each system.

1.2.5.6 Technical Support – includes access to the OEM’s test set systems with certified OEM technical support staff via telephone, electronic mail and/or remote desktop during the hours from 8:30 am to 5:30 pm Eastern Time (“EST”) on weekdays—Monday through Friday.

1.2.5.7 User Training – includes six (6) training credits whereas one (1) credit is the equivalent of a one (1) week training class for one (1) trainee which shall be performed at the Contractor’s facility. The Contractor shall provide the associated training schedule/syllabus or the equivalent to the Government within seven (7) calendar days after the contract award date.

The Government travel accommodations for scheduled training will be at the Government’s expense.

1.2.5.8 Reduction in repair prices - After the twelve (12) allowable repairs have been performed by the Contractor, the Contractor shall provide notification to Government Representative and the Contracting Officer via electronic mail—prior to implementing repairs for defective system(s).

a. After the Government has depleted the allowable repairs, the

Contractor shall provide to the Government, a “reduced repair cost” at minimum of fifty percent (50%) reduction of repair costs for each system that shall be applicable to the current “repair price list” at the time of the work request.

b. The Contractor shall utilize the guidance listed in para. 1.2.6 to coordinate the repair cost with the Government Representative and the Contracting Officer.

1.2.6 Replacement Parts. The Contractor shall provide a quote to the Contracting

Officer as a result of the performance upgrade and maintenance services that require replacement part(s) that exceeds the government purchase card (GPC) threshold. In the event, the Contractor require replacement part(s) to accomplish the said repair(s), the associated part(s) shall be delivered on a separate contract action after approval has been provided through the Contracting Officer.

1.2.7 REPORT. Upon completion of the maintenance activities for the test sets, the Contractor shall provide a copy of the Maintenance Service Report to the

Government Representative for all work performed under the contract to include all repairs and/or modifications, replacement parts, and calibration resulting from services. (CDRL A002, DI-MGMT-80995A, Maintenance Service Report)

1.2.8 Technical Data/”COTS”. The Contractor shall provide Government with one (1) hard copy and/or one (1) electronic copy of any applicable commercial off-the-shelf (COTS) manuals/technical data for the delivered systems’. The data shall include applicable technical information, specifications, operational instructions, equipment maintenance instructions, a recommended spare materials list, and/or any other applicable information such as test certificates. All copies shall be legible and written in English. (CDRL A003, DI-TMSS-81815, Commercial Off-The-Shelf “COTS” Manuals)

1.2.9 ACCEPTANCE. Upon completion of the repair, the Contractor shall conduct a functional test of the test set systems to ensure proper operation whereas all features are operating properly according to OEM specifications. In addition, the Contractor shall provide the test data to the Government Representative(s) utilizing the maintenance report listed in para. 1.2.7.

1.2.10 Place of Performance. The test sets’ performance upgrade/calibration, annual maintenance services (AMC), and user training shall be performed at the Contractor’s facility.

1.2.11 Warranty. The Contractor shall provide a twelve (12)-month standard warranty on any work performed and replacement material(s) to include material(s) and labor to begin on the date of inspection and acceptance of each test set system whereas the warranty coverage shall begin on the date that each test system is operational relative to the manufacturer’s performance specifications.

1.2.12 Deliverables.

2.0 SERVICE SUMMARY.

None.

3.0 GOVERNMENT FURNISHED PROPERTY (GFP).

The Government will provide the six (6) each test set systems listed in the GFP table below to the Contractor for evaluation/repair, hardware/software upgrades, and calibration services.

Also, Government will provide to the Contractor one (1) Test Software Program disc (DVD format) which shall include the systems’ diagnostic report—the disc is to be utilized for the evaluation and testing of the test set systems. No other property or services will be provided to the Contractor. See “GFP” attachment for equipment details.

4.0 GENERAL INFORMATION.

4.1 Shipping Information/Government Representative.

4.1.1 The Contractor shall coordinate the availability of materials, GFP shipping schedule (para. 4.1.2), the “return ship” delivery schedule and date of shipment of the test set systems (para. 4.1.3) with the Government Representative(s) in writing within five

(5) days via email after receipt of order. Also, the Contractor shall notify the Government Representative(s) listed below within one (1) calendar day via email if the required delivery terms will not be met.

4.1.2 The Contractor shall receive the upgrade materials within eight-four (84) calendar days at which time the Contractor shall notify the Government within five (5) calendar days of receipt of said materials. Subsequently—per the Contractor’s request—the Government will proceed with the GFP shipping to the Contractor’s facility.

4.1.3 Schedule (GFP). The Government will ship the GFP listed in section 3.0 to the

Contractor in the table below as follows (schedule is contingent upon receipt of required materials as noted in para. 4.1.2):

After contract award, the

Government will coordinate the shipping schedule with the Contractor within 7 days prior to shipment of each GFP bundle.

(Note: The GFP bundle shipping order by serial number is subject to change at the Government’s discretion. The Government will notify the Contractor of any schedule changes prior to shipment.)

4.1.3.1 The Government will provide the evaluation/testing disc listed in para. 3.0 to the Contractor with the initial shipment of “Bundle #1”. The disc will be utilized for evaluation/testing for each system. The Contractor shall return ship the disc to the Government upon request and at the Government’s expense.

4.1.3.2 If required servicing timeframes cannot be met, the Contractor shall provide written notification identifying the servicing issues to the Government Representative(s) and the Contractor Officer to request approval for the continuation of said services and provide an estimated return date to ship the defective test set system(s).

4.1.4 Return Ship Delivery. After receipt of the GFP (para. 4.1.3), the Contractor shall utilize the shipping information in following table to return ship six (6) each fully upgraded and calibrated GFP test set system to be delivered via FOB destination to Robins AFB utilizing the “Ship to” address below (para. 4.1.3.1) in accordance with Contractor’s commercial packaging recommendations.

4.1.5.1 Installation. The Government will accomplish installation of the repaired systems.

4.1.6 Agency Affirmative Procurement Program). In accordance with FAR

23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.1.6.1 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.

4.1.7 Essential Services During Crisis. The Functional Service Manager (FSM) has determined, by placing in writing their decision, that this requirement is not Mission Essential (M-E) in accordance with DFARS 237.76, Continuation of Essential Contractor Services.
