Justification for Other than Full and Open Competition Simplified Acquisition Threshold
1. Vessel: CGC HEALY (WAGB 20)
2. PR#
3. Description of Supplies or Services:
Replacement Gear Box for the HEALY Bow Thruster
4. Estimated Value of Procurement:
5. Sources Available:
Name: Sumitomo Systems
6. Pursuant to FAR Subpart 13.106-1 (b), the Contracting Officer may solicit from one source if they determine that the circumstances of contract action deem only one source reasonably available:
Check the appropriate reason below:
_x _ Only one responsible source and no other supplies or services will satisfy agency requirements, i.e. Unique capabilities, Limited number of sources, Proprietary data or Brand Name Mandatory
| ___ | Unusual & Compelling Urgency |
| ___ | Exclusive Licensing Agreements |
| ___ | Industrial Mobilization/Standardization |
7. Impact Statement (describe the impact on the mission or property)
The Bow Thruster is a critical mission system for CGC HEALY. This system is an essential part of the cutter’s dynamic positioning system used to station keep during science operation. The ability to station keep is critically important to the cutter science mission because it allows HEALY to safely deploy large amounts of cable over the side during operation. If the bow thruster is not operational, it is unsafe to deploy large amount of cable over the side and effectively prevents HEALY from being capable of completing her annual science mission.
8. Explain why an adequate purchase description or other information suitable to solicit by Full and Open Competition has not been developed or are not suitable.
The current gear box is a Sumitomo Paramax 7. This system and all the data associated with it are proprietary to Sumitomo. As a result, the USCG cannot supply complete design parameters needed to manufacture a gearbox that fulfills HEALY’s operational and timeline requirements.
9. Provide a Statement of Actions, if any, the government may take to remove or overcome any barriers to competition before future acquisitions are required.
SFLC will pursue purchasing data rights to allow for full review and distribution if the work needs to be completed again.
