RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Novenco HI Pres A/S is the Original Equipment Manufacturer (OEM) of the air handling systems currently in use on the 87’ patrol vessels. The Electric Motor listed in this justification is a part of this air handling system. This contract is intended to enable the Coast Guard to keep these vessels at their original operating capability, current mission requirements and maintain configuration/logistics control. Working in partnership with the OEM is in the best interest of the Coast Guard.

The Electric Motor is standard configuration for the HVAC Air Handling Unit and must conform to design, size, materials, configuration and operational requirements as they pertain to usage on the 87’ WPB patrol vessel. The Electric Motor is part of the air handling systems which are engineered systems and direct component replacement avoids the potential changes of other engineered elements within these systems. The electric motors must meet all the design requirements to properly fit and perform to keep the air handling system operating at its required capacity. The Novenco HI Pres A/S Electric Motor identified in this acquisition was modified and tested to meet the vessel manufacturer requirements and specifications. The failure of the Electric Motor which operates the supply fan during vessel operations could cause personal injury as well as reduced or complete loss of fresh air ventilation which would have an adverse effect on the crew, possible failure of the vessel electronics due to high temperature. Any failure of substituted or aftermarket parts could delay mission response, jeopardize the safety of the vessel and crew and possibly cause loss of life, property or damage to the environment.

The reliability of the Electric Motor listed is known and acceptable; they have met Coast Guard mission requirements and safety standards through nearly a decade of unrestricted use and thousands of operational hours. Determining the equivalency of any Novenco HI Pres A/S Electric Motor will require operational testing, design reviews and possible system/sub-system re-engineering to determine their suitability. This effort will require costs that would be diverted from other logistics elements which then would impact other support areas for the 87’ WPB. Failing to perform these additional efforts and accepting without evaluation so called equivalent Electric Motors is unacceptable and may result in potential personal injuries, reduced reliability, reduced safety, increased maintainability and increased logistical costs which will impact Coast Guard mission requirements.

Novenco HI Pres A/S is the (OEM). All reproduction manufacturing drawings, specifications, and other technical data pertaining to the air handling systems including the Electric Motors were not purchased when these systems were purchased by the Coast Guard and are not available for use by the Coast Guard now. The Coast Guard does not possess the manufacturing data required to obtain full and open competition. Further, the scope of manufacturing, special tools and equipment required to manufacture the various parts are unknown. The technical data that is needed is proprietary. Without the adequate data, the Coast Guard is not capable of evaluating equal or alternate Electric Motors manufactured by other than the OEM. The use of OEM Electric Motors will ensure components and processes are sufficient to enable physical and functional interchangeability, as well as identifying source, size, configuration and performance requirements. Equipment Company Inc is the sole authorized U.S. Distributor for Novenco and can guarantee interchangeability, compatibility, function and size requirements of the Motor, Alternating Current. Vendors other than the OEM shall provide documentation certifying the Electric Motors offered meet Novenco HI Pres A/S standards and specifications as they pertain the Coast Guard 87’ WPB application.

COR will continue to conduct market research with a focus on the locating vendors with the required specialized capabilities needed for this type of work, however without technical data described above obtaining full and open competition will be very difficult.
